Qualifications required
- Masters level degree in a relevant field
Experience required
- At least three years of experience working in the relief and development NGO sector
- Field experience in development or humanitarian responses
- Experience in management of development and/or relief programmes
- Experience in donor relationship management and reporting
Necessary Competencies
- Awareness of humanitarian quality standards (Core Humanitarian Standard, SPHERE, Red Cross Code of Conduct, and others)
- Solid project assessment, design and management skills
- Cross-cultural sensitivity, and able to work with colleagues and partners with diverse skill levels, language levels and perspectives (often through remote communication)
- Able to thrive on a variety of tasks; flexible and easy-going
- Strong problem-solving abilities, strong logical analysis skills and a constructive attitude
- Strong English communication skills (written and verbal). Additional languages will be considered an added asset.

Position Title: HQ Programme Manager (HQPM)
Location / department: Brussels headquarters, with regular travel to Mission East field offices
Length of contract: Permanent contract
Responsible to: Director of Operations
Line Management of: Country Director(s)
Background
Mission East is an international relief and development organisation working in crisis-affected countries in the former Soviet Union, the Middle East and Asia.
We deliver emergency relief during disasters as well as long-term development assistance. We are based on Christian values.
Mission East works to support vulnerable people and help local communities lift themselves out of poverty and marginalisation.
We work directly with our beneficiaries or through local and international partners. We constantly strive to strengthen the relevance, effect and sustainability of our programmes.
Overall responsibility
In coordination with Mission East field team(s) and/or Partner Organisations, the HQPM is responsible for oversight for selected programmes / projects under his/her responsibility.
This includes programme monitoring, ensuring compliance with Mission East and donor quality standards, line management support to Country Directors, identifying and securing funding and partner liaison as relevant.
The HQPM also contributes to overall Mission East programme policy, processes and improvements.
Key tasks and responsibilities
Programme Design
- Contributing to new programme design
- Oversight and coordination of proposal writing process
Programme Monitoring, Evaluation and Reporting
- Monitoring of programme implementation and partnerships
- Supervise project/programme evaluation, including via external consultants
- Ensuring high standards of donor reporting and internal project reporting
Organisational Development & Knowledge Management
- Identification and dissemination of lessons learned and best practices
- Contribute to development and application of policy and tools
Strategy
- Oversee development and follow up of country strategy plans
- Input to organisational and operations team strategy
Support to field teams
- Personnel support to field teams and line management of Country Directors
- Recruitment of senior field staff
Partner relations
- Oversee partner relations including new partner selection
- Input to partner development plans and capacity building
Security and Safety
- Support security monitoring and management
External Representation & liaison
- Representation to donors, participation in relevant network activities and external events.
