CANDIDATE PROFILE
- Master in Finance or economics or MBA
- 5 years of experience in a Finance management position
- MSF field and operational experience is a plus.
- Strategic thinking
- Analytical Skills: Great analytical thinking with demonstrated talent for identifying, and improving complex work processes and set-ups.
- Problem-Solving/ Negotiation Skills/ Reasoning/Creativity: capacity to bring solutions adapted to a variety of contexts.
- Strong ability to adapt and to demonstrate initiative
- Strong communication skills (both oral and written) at various levels
- Strong ability to lead and organise a teamwork, promoting confidence and enthusiasm
- French and English required

Description
CONTEXT
Médecins Sans Frontières (MSF) is an international humanitarian aid organisation that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
MSF OCB (Operational Centre Brussels) is managing projects in 35 countries.
Within MSF OCB, the Finance Department is composed of 5 units for a total of 35 FTEs.
Its mission is to ensure that financial statements give a true and fair view of the financial position of MSF Belgium/OCB and Budget & Forecasts are accurate to support the piloting of the organization. It also aims to ensure an optimal and efficient use of financial resources in support of the MSF OCB operations.
MSF’s financial autonomy depends heavily on the trust of donors, and the proportion of private income. Accountability and transparency are key elements of the Finance strategy that is contributing to strengthen the trust from the different stakeholders (donors, beneficiaries, employees, Board members, association members...).
The Finance Director is a member of the Management Team and provides ongoing support and guidance to help ensuring the organisation's plans are viable and in line with financial objectives.
JOB PROFILE
- Provide strong leadership to the Board's Finance strategy, to optimise the organisation’s financial management and strategic position.
- Take overall control of MSF’s finance functions: accounting, accounting control, management control, internal control, risk management related to resources and internal audit.
- Contribute fully to the development of MSF strategy across all areas of the organisation, challenging assumptions and decision-making as appropriate and providing financial analysis and guidance on all activities, plans, targets and business drivers.
- Contribute to the formulation of strategies and plans that are financially sound.
- Ensure that MSF OCB financial systems are robust, compliant and support current activities and future growth.
- Lead and develop finance teams.
- Ensure organisation’s budgeting & forecasting processes are carried out as planned, adapted to the evolution of the situation, accurate and reviewed accordingly.
- Take ultimate responsibility for MSF OCB cash management policies.
- Present Budget, Quarterly forecasts and annual accounts to the different platforms: Board of Directors, Budget & Audit Committee and Associative Board.
- Ensure that the regulatory requirements of all statutory bodies are met.
- Manage organisational policies regarding capital requirements, debt, taxation, equity, and investments, as appropriate.
- Establish a high level of credibility and manage strong working relationships with external parties including auditors from donors and external auditors (Commissaire aux comptes).
- Develop, adapt, strengthen and implement financial strategy and implement adequate set up to achieve it.
- Ensure work colleagues are engaged in the finance department initiatives.
- Act as the OCB representative in MSF’s international platform dealing with financial topics, and is a member of the Findir Platform (international finance directors platform).
