REQUIREMENTS
Education and experience
University degree in Social sciences, communication, journalism, political sciences is an asset
At least five years of professional experience in strategic operational communication
At least five years of experience in MSF or similar humanitarian organisation
Proven experience in productions of high-quality communications tools and initiatives (written and multimedia)
Competencies
Knowledge and understanding of international media and of digital and social media approaches and tools
Strong crisis communication expertise and strategic operational communications knowledge
Demonstrated agility and flexibility in handling long-term projects and emergency tasks
Exceptional diplomatic skills to navigate complex team dynamics and stakeholder relationships
Autonomy and self-motivation, with the ability to create and shape your workspace effectively
Proven training and facilitation skills to lead diverse working groups
Project management skills
Capacity to manage stress and multitask while maintaining a strategic focus
Strong humanitarian commitment and interest; motivation to work with MSF
Languages
Oral and written fluency in English
Working knowledge of French, Spanish and/or Arabic is a strong asset
Description
Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.

Operational Communication Deputy Coordinator (m/f/x) –

CONTEXT
The Communication and Fundraising department of Médecins Sans Frontières, based in Brussels, groups together MSF's communication and fundraising activities in Belgium, as well as operational communication activities in the countries where MSF carries out its actions.
The COMBO (Communication for Brussels Operations) Unit is a team of communication, audio-visual and digital professionals that delivers high level communication support to MSF’s operations. It serves the Brussels Operational Centre (OCB) of MSF. Our unit’s main tasks are to advise on and develop communications strategies and public positioning initiatives in specific contexts and to support the field teams with communication productions and day-to-day activities.
As Deputy Operational Communications Coordinator, you are accountable to the Operational Communications Coordinator and support the latter during institutional/reputations crisis, emergencies, gaps and in moving forward strategic transversal dossiers such as trainings, crisis preparedness, impact and reporting, etc.
RESPONSIBILITIES
Transversal dossiers
Lead working groups and projects within the COMBO team on strategic transversal dossiers (training, crisis, impact/reporting, etc.), and thematic files (climate emergency, field recentralization, other) fostering cross-functional collaboration on these dossiers among team members
Represent the COMBO in relevant platforms such as Climate Environment & Health Advocacy group (CEH), Field Recentralization platform (MIC), etc.
In coordination with relevant stakeholders, ensure the COMBO plays an active role in facilitating and fostering internal debates, trainings, workshops, webinars on the role of operational communication and speaking out within MSF OCB
Coordinates with L&D/training stakeholders and the Vienna Field Comms Unit and ensures the COMBO’s involvement in learning strategies and the organisation and facilitation of international comms trainings
Support the Operational Communications Coordinator in field-HR related dossiers, such as the recruitment, detachment, retention, well-being and evaluation of field communication staff
Support the Operational Communication Coordinator in the recruitment and the technical validation of candidates for the field communication and emergency comms pools
In collaboration with the Risk Management Unit and the Security focal point, build and maintain the crisis comms capacity of the COMBO team and involves them in updating and developing relevant communications trainings, materials and tools linked to crisis protocols
Ensure rotation of support of Communication Advisors in case of CIMTs (Critical Incident Management Team) including being a member when needed
Strategic Communication support during crisis/emergencies/gaps
When requested by the Operational Communications Coordinator, manages emergencies or reputational issues involving MSF OCB, providing effective communication strategies
Provide support to Communications Advisers by stepping in during their absences, crisis team involvement, task force participation, or in case of increased workload
Act as peer support to Communication Advisors when needed
In close coordination with the Operational Communications Coordinator and Communication Advisors, lead development of public positioning on strategic transversal dossiers and cross cutting issues which have been identified as strategic priorities for MSF OCB
Support to coordination tasks
Contribute to the reporting and impact assessment of the COMBO team by ensuring reporting tools are in place and regularly updated
Support the Operational Communication Coordinator in coordination tasks including organisation of annual meetings, annual COMBO retreat, B&O, Editorial meetings, etc.
Support the Operational Communication Coordinator in the follow up of strategic intersectional dossiers when needed
Replace the Operational Communication coordinator when absent
CONDITIONS
Expected starting date: Mid-November
Location: Brussels (Belgium)
Contract type: Open ended term contract– Full time – 50% of homeworking possible per week
Belgian contract; Salary according to MSF-OCB HQ grid
