REQUIREMENTS
- Minimum 3 years of professional experience in management of hospitals and 2 years working in humanitarian contexts.
- MSF experience is an asset
- Medical Doctor degree required. A complementary degree in management, hospital management, healthcare management or Health Information Systems strongly desired.
- Management skills: analyzing, planning, organization and communication skills
- Good writing and reporting skills
- Behavioral flexibility: ability to work in a team, high level of maturity in interpersonal relationships, leads and influences change.
- Excellent oral and written communication in English and French
- An interest in international and humanitarian issues
- This position may require willingness and capacity to take on coordination responsibilities within the unit. Experience in a coordination role an asset.
- Based in HQ (Brussels) with frequent field visits
Description
Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
CONTEXT
The Hospital Management Support Unit (HMSU) is a multidisciplinary, interdepartmental team, set up within the Medical Department. In order to manage hospitals in their proper context and in coherence with OCB strategic objectives, the HMSU has a horizontal role with respect to the support to the Operational Department, and therefore depends on it for guidance on strategy and context.
The HMSU develops expertise in hospital management and, in close collaboration with supporting departments, provides expert support for teams managing hospitals.
For all specific hospital management issues this unit is the direct interface between HQ and the field. Each member has the responsibility for a specific domain, while fostering a transversal and multi-disciplinary approach and support culture, under the guidance of the unit's coordinator (hierarchical link) with a functional link to the (Deputy)-Medical Director.
The Hospital Medical Management Referent (HMMR) is responsible within the Unit for ensuring the development of hospital medical management expertise in OCB's hospitals and providing support for hospital medical management at the various hospitals in the portfolio, to organise hospital medical departments efficiently and increase the quality of care provided.
The HMMR promotes a transversal multidisciplinary working culture and dynamic within the hospital management team and across the different services (pharmacy, lab, IPD, ancillary services, etc.). The HMMR works in tandem with the other HMSU referents as guarantors of quality across the full spectrum of healthcare provision within the hospital.
In order to achieve, this requires working in collaboration with and seeking expert advice from technical referents within the Medical Department on a variety of topics (ie. data systems and management, IPC, biomed, lab, surgery, etc.)
RESPONSIBILITIES
1. The HMMR develops medical management expertise in OCB, in close collaboration with members of the Unit and the Medical Department. The HMMR participates:
- In the development of an OCB horizontal hospital management policy.
- In the development, of HR with expertise in hospital management, both at HQ and in the field, particularly by establishing training programmes, coaching and outside collaboration.
- In the identification, development and coordination of tools for service and hospital management (guidance, procedures, dashboard and indicators, …) for the medical and caregiving professions.
2. The HMMR has a supporting role vis-à-vis hospital.
The HMMR has a direct supporting role with the hospital's management team, particularly the hospital's Medical Director whose role is the following:
- Care organisation: collaboration of the different services, patient circuits, referral and contra-referrals, admission and discharge criteria.
- Quality of care : leading and follow up of morbidity-mortality reviews; supporting patient safety risk assessment; follow up of patient safety incidents, their immediate resolution, their analysis and implementation of corrective measures and lessons learned; implementation and follow up of medical protocols, co-responsibility in implementation and follow up of IPC policy, follow up of pharmacovigilance indicators, ensures data protection and medical confidentiality; supports patient satisfaction assessments; validates emergency orders and individual patient pharmacy prescriptions; monitors controlled drug management and prescription.
- HR management and organisation: managing medical doctors of the hospital and some of the supporting medical services (lab, x-ray, physio, etc.); support to the organization and organigram of medical HR.
- Budget: supports the medical director in the management of the medical activity budget
The HMMR also provides support in tandem with other HMSU referents, particularly the Nurse and Pharmacist, on:
- Non-HR resource management and organization: defining Medical Standard List and defining the strategy, organization and effective use of medical and biomedical equipment.
The HMMR is moreover responsible for:
- Supporting the design of medical activities and setting the technical level of medical activity in the hospital in collaboration with technical referents of the Medical Department.
- Support implementation of management tools for all the activities above (care organization, quality of care, HR and non- HR resource management and organization, monitoring and evaluation).
3. The HMMR participates in the development of a Pool of medical profiles capable of having a specific responsibility in the Hospital Management Team. The HMMR therefore:
- Participates in recruitment of profiles for the Hospital Management Team and evaluation of the hospital Medical Director.
- Validation of hospital medical director candidates and works with the Pool Manager to develop a pool.
- Identifies training requirements for these profiles and actively develops and participates to the Hospital management trainings.
4. The HMMR is co-responsible to support monitoring and evaluation of the hospital in collaboration with the other members of HMSU and the relevant Medical Department referents:
- The HMMR supports with the medical colleagues in the HMSU the identification, development and/or amendments of a methodology, monitoring tools, and qualitative and quantitative indicators for hospital management. This will be done in collaboration with the relevant referents in the medical department to ensure coherence and consistency with the data management for specific medical activities and objectives.
- The HMMR supports with the medical colleagues in the HMSU the implementation and use of medical data management systems in hospitals.
- The HMMR supports the hospital management team with the analysis of the hospital data bases and indicators (quantitative and qualitative) and ensures input from the relevant medical department referents (related to specific medical activities such as lab, pharmacy, surgery, ipc…). The HMMR ensures that any measures and actions to be adopted are followed up.
- The HMMR ensures that medical information/data and medical reports on hospitals are compiled and distributed to the relevant bodies as part of the monitoring and evaluation process.
- The HMMR supports an overall analysis of the OCB hospital portfolio in terms of objectives and performances.
- The HMMR undertakes field visits to evaluate procedures and organisation at OCB hospitals, supported by the transversal team members of the HMSU during such visits and vice versa. Provides support to Medical Department referents during field visits to hospitals.
- The HMMR undertakes field visits to provide on the spot support to the HMT in each visited project, suggest & provide training in tools & procedures and organisation at OCB hospitals, supported by the transversal team members of the HMSU during such visits and vice versa. Provides support to Medical Department referents during field visits to hospitals.
5. The HMMR participates in the development of external partnership arrangements, in collaboration with the various supporting departments to reinforce OCB's hospital management expertise.
6. The HMMR provides advice on strategy for hospitals in OCB, in close collaboration with the Operations. Moreover, the HMMR regularly provides them with any information necessary for the hospital's strategic and contextual guidance.
- Helps the Operations in determining optimal level of care needed in a hospital, depending on context, country and objectives of MSF presence.
- Supports the Operations in the deployment strategies of new hospital interventions
- Supports Operations through adaptations in the view of a deteriorating situation OR an exit plan from a set hospital.
CONDITIONS

- Contract type: Open ended contract - Full time
- Location: based in based in Brussels (Ixelles) with frequent travels to the field. Potential delocalization of the post could be possible after the first year
- Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
