CONTEXT
Driven by MSF’s goals, the Operational Center Brussels (OCB) Supply chain’s mission is to enable humanitarian action and provide reliable supply chain solutions. The supply chain is composed of different entities to cover the whole, all having interactions with each other. As such, the scope covers a supply chain that is specific, humanitarian, and subject to emergencies.
The OCB Supply Chain Department is responsible of the support to all OCB missions in the management of
their supply chain. The Supply Technical and Information Systems Team (STIS) focuses on ensuring Supply staff have the tools, data and processes allowing them to deliver the best service to our beneficiaries. Several information systems (IS) tools are used on OCB missions in order to facilitate supply chain management.
The Supply Chain Department of the OCB (Operational Center Brussels) covers the entire supply chain of MSF Belgium (OCB) and is responsible of the support to all OCB missions in the management of their supply chain.
Under the Head of STIS, the SUPPLY INFORMATION SYSTEMS OPERATIONAL TEAM LEADER (SISOTL) is responsible for coordinating and planning the operational support on the Supply Information Systems (SIS) in use within OCB in close collaboration with data specialists, medical referents and transport and customs referents of the STIS department.
As SISTOTL, you will supervise a team of five people currently dedicated to Unifield (ERP) and be in charge of the field support and improvements around it. In your team the SISSO (SIS Support Officer) focuses on reactive support (helpdesk & service operation); the SISTO (Training Officer) focuses on training, development and documentation and three RSISSOs (Regional SIS Support Officers) - who are based in different parts of the world - are responsible for providing direct SIS related support to the OCB missions.
You will be responsible for the ongoing improvements asked to UniField through your participation in intersectional working groups, representing the business needs of OCB Supply Chain through consultation with peers in the Supply Chain Department and stakeholders (IT, Med, Log, Ops, Fin).
As our supply information systems continue to evolve in response to the evolving needs of our services, the scope of this role will also expand accordingly. It will encompass future solutions that are yet to be developed. A dedicated platform comprising of users and developers, including this position, will be introduced to ensure effective management and prioritization of initiatives.
Hence, this position requires a high level of collaboration with the rest of the Supply department and other departments in OCB to understand the needs and plan the resources, as well as with other sections to align the services support and mutualize resources.
RESPONSABILITIES
Leadership and Team Management
- Lead and mentor a team of systems and trainings officers
- Provide guidance, support, and regular feedback to team members, promoting their professional growth and development
- Foster a positive and inclusive team environment, encouraging knowledge sharing and cross-functional collaboration
- Delegate tasks and responsibilities effectively, considering each team member's strengths, skills, and workload capacity
- Coordinate and prioritize team activities and projects to ensure timely and successful completion
- Develop and implement strategies for effective workload distribution and resource allocation to maximize team productivity and efficiency
Service Operations
- Set up the team, processes and tools to ensure the efficiency of incidents management, supporting the end-user (represented by the Mission focal point) through help desk
- Monitor system performance in a regular basis, analyze trends, and implement proactive measures to prevent issues and optimize system efficiency
- Manage incident response and resolution, report to the Core Team, ensuring timely and effective problem-solving to minimize service impact
- Make sure all requests for improvements are escalated to the Core Team
Service Improvement and Development
- Represent OCB in the intersectional BRM (Business Requirements Manager) working group to work & agree on the improvements that are done to UniField
- Participate in the testing of new functionalities that are developed and make sure they are aligned with the field needs
- Maintain regular communication with the other members of the Supply Chain Department, including Technical Referents and Front officers, as well as with various stakeholders involved in the supply chain such as Medical, Logistics, Finance, Pharmaceutical, and MSF Supply. This will ensure that the evolving requirements from the field are properly considered and integrated into the ongoing advancements and updates of UniField
Service Deployment
- Coordinate software deployment in new missions and new projects, or for any other more advanced requests (merge, move, training…)
- Collaborate with Front Officers (Supply Chain Officers, Regional Support Team) and other Supply Chain stakeholders to evaluate, to better understand the needs and to plan the deployment and SIS team’s resources allocation
- Liaise with IT and Finance, to coordinate actions following the principle of transparency for users and respecting processes and service level agreements
Platforms and Requests Management
- The SUPPLY INFORMATION SYSTEMS OPERATIONAL TEAM LEADER sits in various platforms, among which:
- The BRM (Business Requirements Meeting) working group, which is an intersectional platform, to work & agree cross sections on the improvements that are done to UniField.
- The Interdepartmental working group which is an OCB platform where IT, Finance and Supply actors working on UniField meet on a regular basis.
- The future SIS development platform to clarify requests where SIS can contribute with its expertise and resource, and to prioritize the initiatives to be developed.
CONDITIONS
- Expected starting date: As soon as possible
- Location: Brussels (Belgium)
- Mobility: 10% in the field
- Contract type: Open-ended - Full-time
- Salary according to MSF-OCB HQ grid
