Description

Education Coordinator

SB Overseas is a non-profit organisation registered in Belgium, dedicated to providing essential humanitarian aid, as well as education, vocational training and psychological support for refugees, asylum seekers, and other victims of conflict. We run projects in Belgium, Lebanon. our foundational philosophy is to provide this aid without reference or discrimination towards any religious or political affiliation. We deliver a curriculum of remedial education for young refugee children who have missed out on one or more years of their education. The refugee children in our schools need remedial education in order to have a chance of passing entry tests for the Lebanese public education system. Without access to public education, they risk missing out on an education permanently and becoming a ‘lost generation’.

Description: The Education Coordinator is responsible for contributing to the development and implementation of the Education programme in Lebanon through organizing and delivering Education activities in line with SBO’s strategy and standards. The role also includes management and capacity building of SBO staff. Coordinating education activities across two centres according to strategy, proposals, budgets and plans.

•Working with senior management to develop educational strategy for Lebanon education centres.

• Monitoring delivery of curricula in English, Math, Science and other subjects.
•Create record of curricula, schemes of work and lesson plans for all subjects across all two centres.

•Create shared drive for all teaching staff across two centres to promote resource sharing.

•Evaluate quality of curriculum delivery, learning environment and student satisfaction.

•Oversee assessment of students to track students’ progress and adapt curricula accordingly.

•Report results of monitoring back to senior management.

• Maintaining inventory of educational resources and ensuring centres are equipped with the required resources to successfully deliver curricula.

•Ensuring high quality teaching in all subjects across all two centres.

Description

CONTEXT

The aim of the Medical Department is to improve the quality of MSF interventions in the field. This is done through 3 main activities: direct support to the field (field visits, technical advices etc.), training of MSF medical staff according to defined policies and protocols and support to operational research.

Resistance to acute bacterial infections is a rapidly growing problem. WHO and public health leaders now consider antibiotic resistance (ABR) as one of the main matters of concern for global public health.

MSF is increasingly confronted with ABR in many of our projects, while realizing that we are only aware of a fraction of the extent of the issue. Our microbial laboratory and diagnostic capacity in the field is still very limited and in most projects, the attention to ABR and what it entails is still fairly narrow. In response to this and in order to coordinate MSF’s common commitment to this dossier, a specific task-force on ABR was created. This task-force developed in 2017 a detailed roadmap to improve the capacity to prevent, detect and manage ABR in the MSF projects and will guide the implementation of the plan over a period of 4 years. Three main topics were identified as priorities in the roadmap:

(1) Antibiotic stewardship and rational antibiotic prescription,

(2) Diagnostic tools and ABR surveillance,

(3) IPC (Infection/ Prevention/Control).

 OCB is looking for a Microbiology referent to be part of the microbiology subgroup of intersectional taskforce and the OCB internal working group, primarily to engage in the second pillar of the roadmap.

 The objective is to further improve MSF’s capacity to provide quality medical care by effectively diagnosing and treating bacterial infections, including addressing drug resistant bacterial infections.

The focus for microbiology will be on the identification for new diagnostic tools for bacterial infection and antimicrobial sensitivity testing, the implementation of diagnostic capacities and antimicrobial surveillance system on the field.

 The microbiologist referent is based together with the Infectious Disease/Antibiotic Resistance (ABR) referent, the health promotion referent and an epidemiologist in the MSF Lebanon branch office in Beirut. By regular contact through skype, videoconference, and visits to Brussels, he/she stays connected and works together with the referents in the medical department and the operational cells.

 

JOB DESCRIPTION

Defines strategies and technical norms related to microbiology

  • Drafts, reviews and follows the implementation of guidelines, protocols, tools and SOP
  • Together with the MSF International Laboratory Microbiology Working Group, defines norms, standards and quality controls mechanisms for the setup of microbiology laboratories in the projects
  • Collaborates with the HQ Laboratory Referent to ensure integration of the microbiology approach in the field routine laboratory and diagnostic activities
  • Reviews scientific literature on new diagnostic tools related to the scope of ABR and makes recommendations
  • Follows closely the availability of new diagnostic tools (biomarkers based tests, point of care tools for identification of bacteria,…), as proposed by other WG, and looks for opportunities how to use those in projects
  • Participates in the validation of existing national field microbiology laboratories as reference laboratories for MSF projects in the field
  • Ensures coherence with policies and strategies developed and validated by medical referents in vertical topics or transversal domains (surgery, pediatrics, pharmacy, ER, ICU….)
  • Collaborates with the MSF ABR working group to select and implement the components of the 3 pillars that will have the largest impact for our beneficiaries

 Provides support to the medical managers in the cells and of the field

  • Supports conceptualization and preparation of project that will need bacteriology through collaboration with the medical responsible in the concerned operational cell and Emergency Pool
  • Gives technical support on outline of microbiology lab in collaboration with HQ Laboratory referent
  • Supports implementation or setting up of bacteriologic lab in the field
  • Gives technical support to field projects through:
    • Responding to technical queries or case discussions
    • Field visits for assessments, monitoring and evaluation and implementation
  • Identifies training needs, support development and implementation of trainings with the Taskforce, the MSF Medical Academy and the Learning and Development Unit
  • Drives and supports the operational research agenda on bacteriology in collaboration with the ABR Infectious Disease Referent and the LUXOR unit (Operational Research Unit in Luxembourg)
  • Assures the technical briefing & debriefing of medical expatriate staff that will be responsible for the microbiology activities in the field
  • Supports the Human Resources department on the organization of field positions for the management of microbiology activities

 Monitors and analyses Microbiology activity:

  • Contributes in the microbiology subgroup to the development of data/ variables and indicators to collect in the field to monitor and evaluate activities around microbiology and ensures these indicators are collected in OCB laboratories
  • Performs regular analysis of data and shares outcomes with medical teams
  • Produces an analytical medical annual report

 Collaborates in internal working groups and assure representation outside MSF

  • Is an active member in the OCB ABR working group
  • Is an active member in the microbiology subgroup of the intersectional task force on ABR

CONTEXT

The medical department is based in Brussels with decentralized units or positions in Cape Town, the Southern African Medical Unit (SAMU), in Luxembourg, the Luxembourg Operational Research unit (LuxOR), in Beirut, in Rome and in Rio. The department is composed of members working in the operations department in a dual-matrix system (deputy cell coordinators & medical officers) and experts working in the medical department itself. The experts cover the following domains: anaesthesia & intensive care, antibiotic resistance, capacity building & mentoring for healthcare professionals, change management, chronic non-communicable diseases, data protection & data sharing, emergency medicine & toxicology, emergency preparedness, environmental health, epidemiology, general surgery & orthopaedics, health promotion & anthropology, hepatitis C, HIV, infection prevention & control,…..

The aim of the Medical Department is to improve the quality of MSF interventions in the field. This is done through 3 main activities: direct support to the field (field visits, technical advices etc.), training of MSF medical staff according to defined policies and protocols and support to operational research. The Mobile Implementation Officers (MIO) specifically help field teams with the implementation in the projects.

Infection Prevention and Control (IPC) in MSF

IPC is a practical, evidence-based approach preventing patients and health care workers from being harmed by avoidable hospital acquired infections and hospital outbreaks. The global increase of microbial multi-drug resistance urges all healthcare facilities to improve on infection prevention and control practices to reduce preventable morbidity, mortality and financial expenditure. An era where patients are colonized or infected with bacteria resistant to all antibiotics is approaching fast and is already present in certain facilities.

IPC within MSF focuses on standardization, simplification, and a focus on what MSF consider “the essentials”. This includes organizational aspects, the hospital environment, ancillary services and diagnostics. But it also includes the three pillars of hand hygiene, cleaning and disinfection (of the environment and reprocessing of reusable medical devices), and transmission-based precautions including appropriate isolation when indicated. The main health care associated infections (HAIs) targeted are surgical site infections and catheter related bloodstream infections.

OBJECTIVE OF THE FONCTION

Each health care facility needs to develop an infection prevention and control program to ensure quality of care and safety of patients, caretakers and staff. The MIO will assist the health care facilities to ensure correct IPC measures.

This MIO position is based in Lebanon together with the Infectious Disease/Antibiotic Resistance (ABR) referent, the microbiologist, the health promotion referent in the MSF-OCB decentralized medical unit in the branch section MSF Lebanon. By regular contact through skype, videoconference, and visits to Brussels, he/she stays connected to the IPC referent and the operational cells.

This MIO position will be responsible for the implementation support in the following countries: Afghanistan, Pakistan, Iraq, Gaza and Lebanon.

 JOB DESCRIPTION

Main Task

Give direct technical assistance and coaching to our teams through short-term (from 3 weeks to 3 months) field interventions for the implementation of infection prevention and control measures in our health care facilities, including:

 Specific tasks

  • Assessment of the Infection Prevention and Control situation: organizational aspects, the hospital environment, ancillary services and diagnostics, the three pillars of IPC in MSF: hand hygiene, cleaning and disinfection (of the environment and reprocessing of reusable medical devices), and transmission-based precautions including appropriate isolation when indicated, prevention and surveillance of HAIs

JOB CONTEXT :

HI’s Middle East Regional Programme (MEReP) includes missions in 4 countries (Egypt, Jordan, Lebanon and Palestine) for now. The programme is engaged in the second part of its StratOp 2015–2019 with a massive growing of financial volumes on the last 2 years. The program is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2019 of 11M Euros with 220 expatriates and national staff.

The regional office of MEReP is composed of a range of coordinators (Technical, Operations, Finance, Logistics, HR) under the management of a Regional Program Director.

Under the leadership of Regional Technical Unit Coordinator (RTUC), the Regional Technical Unit (RTU) is responsible for supporting the missions for the development and implementation of quality interventions in all HI technical fields.

 

Humanity and Inclusion has been interruptedly present in Lebanon since 1997, working alongside persons with disabilities (PWDs), persons with Mental Health problems and Disabled Persons’ Organizations (DPOs) and a diverse array of governmental and non-governmental stakeholders to improve recognition and realization of the rights of this collective.

Following the closure of the borders and the now protracted nature of the crisis, HI decided to focus its direct activities only on responding to the specific needs of persons with physical and functional impairments by providing emergency physiotherapy services, including the distribution of mobility and assistive devices, complementary basic items and prosthesis and orthotics, caregivers’ education, accompanied referral and psychosocial support. Aside from its direct provision of specific services through outreach teams and HI permanent centres, HI has also implemented awareness-raising and capacity building activities aimed at increasing inclusion of persons with disabilities in the overall humanitarian response, as well as at challenging widespread stereotypes still severely affecting social participation and equal access to services. Moreover, HI has also provided technical and material support to local civil society organizations and health service providers, working in rehabilitation, psychosocial support and civic inclusion.

In order to adapt its response to the changing nature of the crisis and responding to the general strategic orientations outlined in the Lebanon Crisis Response Plan and its own internal analysis, HI will focus on furthering its partnerships with national and international organizations in order to promote longer term impact and sustainability of the support it provides to persons with physical and functional limitations.

According to HI 5 years’ strategy, it is planned to develop also new projects or technical service provisions on “inclusion” in protection livelihood and education sectors, as well as technical trainings to humanitarian actors.

 

YOUR MISSION:

As Technical Advisor (TA), you will provide humanitarian actors to systematically mainstream disability within their programming and MEAL with an approach that can be summarised in different types of activities related to organizational change for better disability responsiveness.

The position is part of the Regional Technical Unit (RTU, in Amman office) but it is based in the Lebanon mission (in Beirut office) since it will mainly focus on supporting the inclusion component of the project “Improving protection and access to legal and specialized services for refugees from Syria and vulnerable populations in Lebanon” (funded by DFID), as well as other actions in the same field, for which you will dedicate 75% of your time.

Remaining time will be dedicated to supporting actions in the same field in other MEReP’s countries, upon request of the RTUC, in coordination with the Mission.

You will be under the line management of the RTUC, but with delegation to the Lebanon Operations Coordinator for daily management and coordination within Lebanon mission and teams.

In this framework, your main duties are:  

· Develop the technical competencies of HI teams and partners

· Ensure quality implementation through technical guidance and support to the teams

· Contribute to HI partnership strategy and contribute to the development of partnerships agreements in the field of inclusive humanitarian action in Lebanon

General context of the project

INTERSOS is an Italian non-profit, humanitarian aid organization founded in 1992. INTERSOS works towards a world of equality, justice, peace and solidarity, to achieve this INTERSOS helps people to live in dignity and safety, alleviating suffering and meeting their needs. The mission of INTERSOS is to support people, families and communities in areas most effected by crisis around the world, providing crucial assistance to populations in life threatening situations, in situations of famine and suffering resulting from extreme poverty, disasters, and conflict.

INTERSOS started to work in Lebanon in 2006 to support the Lebanese people affected by the Lebanese-Israeli war. Since 2013 INTERSOS has been supporting the vulnerable populations in Lebanon affected by the Syrian conflict, including both Syrian refugees and affected Lebanese people.

General purpose of the position

The Country Programme Coordinator will assist the Head of Mission with the overall country programme development and management in accordance with INTERSOS’ country strategies, plans and policies.

The Programme Coordinator is responsible to (general duties)

  • Ensuring a quality implementation of the projects implemented in Lebanon
  • Providing technical support to Project Managers.
  • Direct responsible of the line management of the Project Managers (in coordination with HoM)
  • Play a key role in the definition of the Strategy of the mission
  • Lead the development of new concepts and proposals (design of the project rationale, logframe, budget and narrative under the supervision of the HoM.
  • Monitor, evaluate and support the implementation of the program, participating also in the donor reporting

  • Provide a support and supervision to the Project Managers through regular field visit, meeting with the staff and the line managers, supervise the planning of the activities and programs.

INTERSOS is an Italian non-profit, humanitarian aid organization founded in 1992. The mission of INTERSOS is to support people, families and communities in areas most effected by crisis around the world, providing crucial assistance to populations in life threatening situations, in situations of famine and suffering resulting from extreme poverty, disasters, and conflict.

INTERSOS started to work in Lebanon in 2006 to support the Lebanese people affected by the Lebanese-Israeli war. Since 2013 INTERSOS has been supporting the vulnerable populations in Lebanon affected by the Syrian conflict, including both Syrian refugees and affected Lebanese people.

Today INTERSOS has 4 bases in Lebanon (North, South, Bekaa and Mount Lebanon) and implements 8 projects in different sectors: Protection, which is the biggest part of the portfolio, WASH and Shelter and livelihood. The donors are UNHCR, AICS, UNFPA, EU MADAD

General purpose of the position

The Country Programme Coordinator will assist the Head of Mission with the overall country programme development and management in accordance with INTERSOS’ country strategies, plans and policies.

The Programme Coordinator is responsible to (general duties)

  • Ensuring a quality implementation of the projects implemented in Lebanon
  • Providing technical support to Project Managers.
  • Direct responsible of the line management of the Project Managers (in coordination with HoM)
  • Play a key role in the definition of the Strategy of the mission

General context of the project

The influx of Syrian refugees in Lebanon (about 1.5 million from 2011) has increased the population by 30%, increased poverty, worsened hygiene conditions, and exacerbated pressure on natural resources. This phenomenon is particularly marked in the poorest areas of the country, where demographic pressure has negative effects on basic services.

Environ 70,000 Syrian refugees reside in the municipalities of 62 Municipalities’ Union (UdM) of Tire (200,000 inhabitants before the crisis), causing an increase of between 16% and 43%.

The amount of produced Urban Solid Waste (RSU) has grown by 40% worsening an already critical situation. Given the inadequacy of treatment units and landfills, waste is scattered in nature or burnt and illegal landfills are multiplying. The proposed intervention area is served by the Ain Baal Settlement Unit, whose current operational capacities are insufficient for (i) lack of waste triage at source (ii) poor waste management capacity of the Unit and 63% of the waste are directed to illegal landfills, increasing the cost of the service for the municipalities and the impact on natural resources (forests and groundwater). A World Bank-funded infrastructure project to increase its operational capacity begun in August 2017. To optimize its operation, however, it is necessary to intervene in the upstream chains: separation of waste at source, rationalization of collection and transport. At institutional level, individual municipalities are responsible for urban hygiene and environmental management. The costs for collecting RSU since 2011 due to the increase in the population, have increased by 40%. Hygiene conditions have deteriorated along with pressure on environmental resources and access to running water is inadequate with only 50% of households having connections with an average availability of 8 hours of water/day) with considerable risk of transferable diseases. On the other hand, municipal taxation is almost non-existent due to (i) mediocre quality of the services offered, resulting in mistrust of citizenship, (ii) population poverty, (iii) poor organizational and managerial skills, (iv) inefficiency of debt recovery.

The main objective of the project is: Contributing to the improvement of the quality of life, hygiene conditions and the management of the environment in the Union of Tire

The three expected results are:

1) 15000 inhabitants of Tiro improve their hygienic-environmental conditions through a separate collection system

2) 8 municipalities of the Union adopt an integrated RSU management system, improving hygienic-environmental conditions

3) Ain Baal's Sorting and Recycling Unit improves its management system and guarantees a quality service at 36 municipalities

General purpose of the position

The purpose of the position is twofold:

- In coordination and under the supervision of the Program Coordinator, the Solid Waste Management (SWM) Project Manager AICS (Italian cooperation) is responsible of the efficient and smooth implementation of the activities of AICS-SWM Project that INTERSOS is implementing in the South Lebanon. She/he will be responsible for planning, implementation, monitoring and reporting of all the project’s related activities.

- Under the supervision of the Head of mission, s/he will be responsible for the base management and general coordination. S/he will notably be responsible for the external representation for the area, the security management, to ensure a smooth functioning of the admin and logistical department, and the supervision of the team.

Main responsibilities and tasks

Project management:

  • Define and update project strategies, tools and work plans appropriate to the local context;
  • Guarantee the proper planning, implementation, monitoring all the project activities;
  • Ensure that the program is implemented on time and in a cohesive and integrated manner;
  • Ensure compliance with INTERSOS administrative and logistical procedures;
  • In collaboration with the admin department, ensure the budget management (financial plan, budget follow up…) according to the agreed budget;
  • Redact of the management tools according to INTERSOS internal procedures and AICS procedures: PAT, Financial Plan, reports.

Activities

  • Lead and Coordinate the cleaning campaign and the recycling campaign;
  • Coordinate with the Hygiene Promotion Department all the related awareness activities;
  • Lead and coordinate the Communication activities of the project in coordination with the other on-going projects;
  • Coordinate with the project’s Engineer for the implementation of the infrastructure works foreseen in the project by ensuring that are in line with the set plan and implemented in a timely manner;
  • Coordinate and participate to the Tender Dossier Redaction;
  • Coordinate and participate to the drafting of tender documents, to the collection and to the evaluation of the bids; she/he is responsible of the supervision of the correct application of the procurement procedure.

Team management

  • In collaboration with the HR department, responsible for the team management including: recruitment management, mentoring follow up, appraisal, capacity building, etc.;
  • Coordinate and supervise the project’s staff work on the field. 

Partner management

  • Maintain a positive working relationship with local technical counterparts, national and international partners;
  • Participate in community consultations on SWM in order to better identify the communities’ needs;
  • Work closely with the Municipalities, community leaders, local authorities and Technical Partners to ensure that activities are implemented as per work plan and ensure participation and good relations;
  • Coordinate and supervise the revision and the implementation of the solid waste management systems/plans in each municipality;
  • Coordinate and supervise the distribution of the SWM tools and equipment to local municipalities;
  • Coordinate the project partners’ activities and their use of the allocated budget;
  • Coordinate the missions of the international project’s partner;
  • Organize and lead the round tables with the Municipalities and Civil Society Representatives;
  • Coordinate the staff training, helping to build technical capacity of staff, operators and partners in the area of SWM.

Representation

  • Participate to the Program meeting, the sector meetings at local and national level, and the meeting with local authorities;
  • Actively coordinate with other stakeholders in SWM sector in South Lebanon;
  • Participate to the INTERSOS South Programme Coordination Meetings and other technical meetings, if requested.

Reporting

  • Redact the project reports using the appropriate tools and templates and the project’s budget revision/amendment, if needed.

Perform other related duties to support the project team and the project implementation process, upon request of the Program Coordinator.

Head of base role

  • Represents INTERSOS in the South towards stakeholders;

General context of the project

The project is designed and has being implemented in accordance with the Lebanon Crisis Response Plan, UNHCR and INTERSOS Protection Frameworks. This project aims at reinforcing effective protection environment for Syrian refugees and other vulnerable communities in Mount Lebanon providing access to structured and quality services. These services target individuals at risk or survivors of SGBV, as well as children and adolescents with protection concerns living in Beirut and the Mount-Lebanon governorate. The project targets about 30.000 vulnerable refugees and host community. Additionally, Intersos will provide legal assistance and collective site management and coordination (CSMC). The programming promotes a strengthened protection environment for Syrian refugees through the implementation of protection outreach, capacity building of Refugee Outreach Volunteers (ROVs), provision of mobile legal services (information dissemination, counselling and assistance) and support for collective site management and coordination. A component of Shelter and Wash was added in the 2018 activities.

General purpose of the position

The Project Manager – Head of Base is in charge of the implementation and the supervision of the activities of the UNHCR-funded project in Mount Lebanon, ensuring qualitative and timely planning, implementation as well as monitoring and evaluation of INTERSOS activities in compliance with relevant standard operating procedures, Sphere standards and good practices for protection and basic assistance programming, INTERSOS code of conduct and ethical values chart.

The Project Manager – Head of Base is responsible for an efficient financial management for the UNHCR-funded project in compliance with INTERSOS’ model and donor regulations, as well for the coordination of support functions (i.e. administration, logistics, security) at the Base level.

The Project Manager – Head of Base operates in strict coordination and under the supervision of the Programme Coordinator with reference to project-related activities, and – in parallel - under the supervision of the Head of Mission with reference to Base management-related activities (i.e. administration, logistics, security).

The Project Manager – Head of Base coordinates with the Admin and Finance Assistant and the Programme Coordinator for financial and liquidity planning, weekly and monthly budget line allocation in the INTERSOS accounting spreadsheets (PN) and all procurement procedures.

The Project Manager – Head of Base also works in close collaboration with the other Project Managers and Protection Officers in Mount Lebanon, and coordinates in a systematic manner with INTERSOS Programme Coordinator.

For representation and coordination, the Project Manager – Head of Base follows guidelines received by the Head of Mission and the Programme Coordinator.

Main responsibilities and tasks

  • Assure a comprehensive vision of the intervention in Mount Lebanon strengthening the complementary of different projects implemented in the area.
  • Collaboration with the other HOB in order to integrate the different intervention in the same long term strategy.
  • Follow up the nationalization of the key positions of the Project ensuring and proposing capacity-building opportunities for national staff.
  • Responsible of the management of the international missions in Mount Lebanon area from HQ and other missions (Jordan), including accommodation, logistic support and security advice.
  • Responsible of the Main Office and Guest House regarding the security location, maintenance, finalization of the contract and keeping the relationship with the owners.
  • Ensuring the planning, implementation as well as monitoring and evaluation of the six project’s sub-components (WASH, protection monitoring, legal assistance, case management, community services) and timely delivery of the set targets as included in the project description.
  • Guaranteeing an efficient financial management for the project, in compliance with INTERSOS model and donor regulations.
  • Establishing and managing relations pertaining to project activities, with relevant stakeholders, local authorities, relevant donors and institutions. In particular, the 2018 UNHCR program foresee an important partnership with local authorities and local organizations.
  • Contributing to the formulation of new projects and programme strategy for the respective area of intervention (he should participate in the writing and support the program team in proposal writing regarding Mount Lebanon, no matter what grants)
  • Ensuring project team management and coordination (in particular coordination between the different projects ongoing in the area of intervention (i.e. UNICEF, OCHA, UNFPA and other possible grants).
  • Delivering timely quality reporting on project activities (on UNHCR project), including findings in terms of impact and changes at the level of individual beneficiaries and communities.
  • As Head of Base, performing of support functions (i.e. administration, logistics) at the Base level in Mount Lebanon.

More specifically:

Ensuring activities implementation

  • Preparing, managing and regularly updating the project activities work plan and related financial plan, while ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines, in coordination with the technical and administrative staff, and other staff as needed.
  • Undertaking regular field visits to provide technical guidance and supervision as well as regularly monitoring the progress of project activities (at least one field visit per week is required).
  • Conducting weekly team meetings with the staff in charge of each project’s sub-component (ensuring as well the participation of the key staff of other projects).

Ensuring financial management and procurement

  • Preparing, monitoring and implementing financial and procurement plan, including monthly updates.
  • Ensuring the preparation and approving weekly liquidity plans.
  • Verifying and approving purchase, contracting and budget line allocations.
  • Verifying on a weekly basis the bookkeeping entries in the INTERSOS accounting spreadsheets (PN): verifying budget line allocations, budget expenditure status against actual delivery and the financial plan for the project implementation period.
  • Ensuring purchase and contracting of goods, services, supplies in line with the relevant INTERSOS procurement guidelines (in particular, he is responsible of the procedures done under UNHCR ML funded project and is supposed to play the role of president of the evaluation committee)
  • Verifying the list of expenditures, prior to finalizing the interim and final financial reports.
  • Holding final responsibility for verification of all support documents.
  • As per delegation letter, he compiles a report on the contracts and checks signed on behalf of the HoM and send monthly to HoM.

Managing team and ensuring relevant capacity building and on-job coaching to the project staff

  • Managing all project staff.
  • Ensuring regular performance evaluation of project staff (national and international, as needed) as per internal rule.
  • Ensuring the timely recruitment of national staff, in coordination with relevant support staff, as per INTERSOS policy for staff recruitment.
  • Conducting weekly and monthly meetings with relevant project staff to review the planning and discuss the main concerns (the key staff of the other projects should be informed as well as briefed).
  • Ensuring respect of and adherence to INTERSOS rules and regulations, code of conduct and ethical values chart.
  • Establishing a participatory process to inform and develop relevant response strategies for conflict mitigation and to promote cohesion amongst staff.

Monitoring and evaluation

  • Ensuring monitoring and verification for targeting of beneficiaries.
  • Ensuring relevant monitoring systems and ensuring that systems permit the appropriate implementation, including quick response to changing circumstances and erroneous assumptions in the project design.
  • Applying a result-based management approach and monitoring the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project.
  • Assessing, analyzing and evaluating the impact of project activities and needs of the target populations in the project areas, periodically updating the situation analysis and proposing to the Head of Mission and the Programme Coordinator possible programme developments.

Reporting

  • Ensuring quality reporting on achievements through short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
  • Delivering timely, complete and qualitative monthly a comprehensive project reporting (project appraisal tool, PAT) for submission to the Programme Coordinator.
  • He is responsible of the uploading of the monthly PAT on the IMP.
  • Delivering quality project activities reporting, including the findings in terms of impact and changes at the level of individuals, households and communities. More specifically, preparing ad-hoc progress reporting as well as required project interim and final reports.
  • Holding final responsibility for all support documents (means of verification) and general project documents.
  • Delivering regular communication products on the project to be used by INTERSOS Communication Department.

Coordination and representation

  • Conducting regular meetings with donor representatives and facilitating field visits by donor missions.
  • Establishing and maintaining excellent relationships with relevant stakeholders, local authorities, relevant donors and institutions.
  • Helping to set programming strategies for INTERSOS Lebanon in particular in Mount Lebanon area.
  • Actively steering and contributing to the coordination between the different projects in Mount Lebanon. Informing the staff of the monthly activity, providing leadership to the projects.
  • Proactively participating and representing INTERSOS in relevant working groups (i.e. inter-agency and other relevant working groups) at the regional level (Mount Lebanon).

Security management

  • Performing coordination and functions in terms of security at the Base level in Mount Lebanon for all projects and staff (as per INTERSOS Lebanon Security Plan).
  • Analyzing and updating the security situation in Mount Lebanon, in close coordination with the security Focal Point (SFP) and suggesting Head of Mission for possible adaptation of security measures according to the situation in the area of operation.

Education

General context of the project

The influx of Syrian refugees in Lebanon (about 1.5 million from 2011) has increased the population by 30%, increased poverty, worsened hygiene conditions, and exacerbated pressure on natural resources. This phenomenon is particularly marked in the poorest areas of the country, where demographic pressure has negative effects on basic services.

Environ 70,000 Syrian refugees reside in the municipalities of 62 Municipalities’ Union (UdM) of Tire (200,000 inhabitants before the crisis), causing an increase of between 16% and 43%.

The amount of produced Urban Solid Waste (RSU) has grown by 40% worsening an already critical situation. Given the inadequacy of treatment units and landfills, waste is scattered in nature or burnt and illegal landfills are multiplying. The proposed intervention area is served by the Ain Baal Settlement Unit, whose current operational capacities are insufficient for (i) lack of waste triage at source (ii) poor waste management capacity of the Unit and 63% of the waste are directed to illegal landfills, increasing the cost of the service for the municipalities and the impact on natural resources (forests and groundwater). A World Bank-funded infrastructure project to increase its operational capacity begun in August 2017. To optimize its operation, however, it is necessary to intervene in the upstream chains: separation of waste at source, rationalization of collection and transport. At institutional level, individual municipalities are responsible for urban hygiene and environmental management. The costs for collecting RSU since 2011 due to the increase in the population, have increased by 40%. Hygiene conditions have deteriorated along with pressure on environmental resources and access to running water is inadequate with only 50% of households having connections with an average availability of 8 hours of water/day) with considerable risk of transferable diseases. On the other hand, municipal taxation is almost non-existent due to (i) mediocre quality of the services offered, resulting in mistrust of citizenship, (ii) population poverty, (iii) poor organizational and managerial skills, (iv) inefficiency of debt recovery.

The main objective of the project is: Contributing to the improvement of the quality of life, hygiene conditions and the management of the environment in the Union of Tire

The three expected results are:

1) 15000 inhabitants of Tiro improve their hygienic-environmental conditions through a separate collection system

2) 8 municipalities of the Union adopt an integrated RSU management system, improving hygienic-environmental conditions

3) Ain Baal's Sorting and Recycling Unit improves its management system and guarantees a quality service at 36 municipalities

General purpose of the position

The purpose of the position is twofold:

- In coordination and under the supervision of the Program Coordinator, the Solid Waste Management (SWM) Project Manager AICS (Italian cooperation) is responsible of the efficient and smooth implementation of the activities of AICS-SWM Project that INTERSOS is implementing in the South Lebanon. She/he will be responsible for planning, implementation, monitoring and reporting of all the project’s related activities.

- Under the supervision of the Head of mission, s/he will be responsible for the base management and general coordination. S/he will notably be responsible for the external representation for the area, the security management, to ensure a smooth functioning of the admin and logistical department, and the supervision of the team.

Main responsibilities and tasks

Project management:

  • Define and update project strategies, tools and work plans appropriate to the local context;
  • Guarantee the proper planning, implementation, monitoring all the project activities;
  • Ensure that the program is implemented on time and in a cohesive and integrated manner;
  • Ensure compliance with INTERSOS administrative and logistical procedures;
  • In collaboration with the admin department, ensure the budget management (financial plan, budget follow up…) according to the agreed budget;
  • Redact of the management tools according to INTERSOS internal procedures and AICS procedures: PAT, Financial Plan, reports.

Activities

  • Lead and Coordinate the cleaning campaign and the recycling campaign;
  • Coordinate with the Hygiene Promotion Department all the related awareness activities;
  • Lead and coordinate the Communication activities of the project in coordination with the other on-going projects;
  • Coordinate with the project’s Engineer for the implementation of the infrastructure works foreseen in the project by ensuring that are in line with the set plan and implemented in a timely manner;
  • Coordinate and participate to the Tender Dossier Redaction;
  • Coordinate and participate to the drafting of tender documents, to the collection and to the evaluation of the bids; she/he is responsible of the supervision of the correct application of the procurement procedure.

Team management

  • In collaboration with the HR department, responsible for the team management including: recruitment management, mentoring follow up, appraisal, capacity building, etc.;
  • Coordinate and supervise the project’s staff work on the field. 

Partner management

  • Maintain a positive working relationship with local technical counterparts, national and international partners;
  • Participate in community consultations on SWM in order to better identify the communities’ needs;
  • Work closely with the Municipalities, community leaders, local authorities and Technical Partners to ensure that activities are implemented as per work plan and ensure participation and good relations;
  • Coordinate and supervise the revision and the implementation of the solid waste management systems/plans in each municipality;
  • Coordinate and supervise the distribution of the SWM tools and equipment to local municipalities;
  • Coordinate the project partners’ activities and their use of the allocated budget;
  • Coordinate the missions of the international project’s partner;
  • Organize and lead the round tables with the Municipalities and Civil Society Representatives;
  • Coordinate the staff training, helping to build technical capacity of staff, operators and partners in the area of SWM.

Representation

  • Participate to the Program meeting, the sector meetings at local and national level, and the meeting with local authorities;
  • Actively coordinate with other stakeholders in SWM sector in South Lebanon;
  • Participate to the INTERSOS South Programme Coordination Meetings and other technical meetings, if requested.

Reporting

  • Redact the project reports using the appropriate tools and templates and the project’s budget revision/amendment, if needed.

Perform other related duties to support the project team and the project implementation process, upon request of the Program Coordinator.

Head of base role

  • Represents INTERSOS in the South towards stakeholders;
  • Ensure a proper coordination on the base for a smooth functioning (regular base meeting);

General context of the project

Following the crisis in Syria, over one million Syrian refugees have fled to Lebanon and over 630,000 refugees to Jordan. In Lebanon, the crisis has caused the proportion of refugees to swell 25% in host communities, leading to clear gaps in service delivery, due to the pre-existing lack of capacity and financial constraints, exacerbated by refugee population influx, which is often concentrated in the most vulnerable areas of Lebanon and Jordan.

Due to poor water management, almost 48% of the water in Lebanon is unaccounted for, either due to leakages or illegal connections, and up to 60% is lost in host communities in Jordan due to poor or mismanaged infrastructure. Only 79% of Lebanese households are connected to water networks and the Lebanese Water Establishments (WE) do not have the funds or capacity to rehabilitate and expand these networks due to weakness in nonrevenue-water and bill collection.

Wastewater treatment remains a major issue in Lebanon too: only 8% of Lebanon’s wastewater is treated with the remaining 92% dumped untreated into watercourses or open lands.

This project will improve both physical WatSan infrastructure and enhance the capacity of institutions and communities to manage WASH services and practices in a participatory and inclusive manner. Support will be provided at a network, community and individual level to ensure a holistic and sustainable approach, tailored to the needs of specific communities and the different contexts across Jordan and Lebanon. These activities, will achieve the specific objective of improving stability and resilience of Lebanese and Jordanian communities hosting Syrian refugees through improved access to water, sanitation and hygienic health outcomes.

The project is funded by a regional fund (MADAD) and is implemented in consortium with ACTED (Leading Agency) and ACF in both Lebanon and Jordan.

The project has started in June 2017. In both countries the project is actually in the activities’ implementation phase. 

The main activities to be implemented are as follow:

Lebanon:

- Launching and evaluation of works’ Tender

- Supervision of the implementation of Infrastructural Works.

- Handing over of the rehabilitated/constructed infrastructures to the Local Authorities

- Implementation of HP campaign both at community and schools level

- Implementation of a WASH awareness Mass Media Campaign, as per approved strategy

Jordan:

- Supervision of the infrastructures’ works both at Municipalities and Schools level

- Handing over of the rehabilitated/constructed infrastructures to the Local Authorities

- Supervision of the rehabilitation of WASH facilities at HH Level

- Implementation of HP campaign both at Schools and HH Level

- Implementation of a WASH awareness Mass Media Campaign, as per approved strategy

General purpose of the position

The general purpose of the Project Manager position is to ensure the proper and effective implementation of the project activities planned by INTERSOS to achieve the intervention objectives and expected results, including all related administrative and financial aspects, in coordination with the different stakeholders (consortium members, external partners…)

The WASH project manager will also be the focal point for all related WASH aspects in Lebanon. To that extent he can provide technical expertise for assessment, proposal writing, and support to other existing or future WASH projects.

Main responsibilities and tasks

Main responsibilities:

  • Planning, coordinating, monitoring and evaluating the project activities (improvement of water and sanitation infrastructure at community level; improvement of water and sanitation facilities in public institutions; improvement of water and sanitation facilities at household level; capacity building of water authorities and establishments; creation and support of community committees; hygiene promotion and information events), ensuring timely and quality delivery of the targets set as per approved project proposal.
  • Building the capacity, coordinating and supervising the project national staffs, as well as the local counterparts, providing ad hoc training sessions and continuous on-the-job coaching.
  • Maintaining relations pertaining to the project activities and the WASH programme at large with donors, local authorities, government institutions, partners, key stakeholders, and other relevant actors at the regional, national and field level.
  • Be the WASH Focal point for the Lebanon mission.

More specifically:

Project activities planning, coordination, monitoring and evaluation

  • Ensure smooth coordination and relationship with the consortium partners and the local counterparts in the project framework as defined in the MoU.
  • Follow-up, manage and regularly update the project activities work plan and related financial plan / procurement plan, ensuring timely and quality implementation in compliance with the defined project strategy, as well as INTERSOS and donor guidelines.
  • Coordinate with the logistic, administration and finance staffs to procure all equipment, supplies and materials, as well as works and services, required to implement the project activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures.
  • Supervise the use and keep updated records of the project resources.
  • Provide inputs, guidance and support to ensure the quality implementation of the project activities from the technical point of view.
  • Ensure the proper monitoring of the project activities.
  • Continuously assess, analyse and evaluate the impact of the project activities to inform and adjust the programme accordingly.
  • Undertake field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the project activities.

Project national staffs and local counterpart’s capacity building, coordination and supervision

  • Coordinate with the human resources staffs to carry out the identification and selection of the project national staffs, as required.
  • Define the operating processes required to ensure a proper management of the project (roles, decision-making, operating procedures, working methodologies, etc.).
  • Train, coordinate and supervise the project national staffs, promoting role-positioning, capacity building and assumption of responsibility, as well as motivation and cohesion, and evaluate their performance.
  • Ensure that the project national staffs respect INTERSOS rules and regulations, and adheres to INTERSOS Fundamental Charter Values and Code of Ethics.
  • In cooperation with the consortium partners, continuously assess the training needs of the local counterparts, design the capacity building programme and develop the related material for enhanced quality and sustainability of service provision according to international standards and principles.

Project reporting

  • Elaborate and monthly update the internal monitoring and evaluation tool, the Project Appraisal Tool (PAT), for submission to the Head of Mission.
  • Prepare the project narrative and financial reports, as well as other ad hoc reports and material, according to INTERSOS and donor requirements.
  • Ensure that all data related to the project activities are disaggregated by sex and age, in order to develop profiles on the different needs and realities of women, girls, boys and men, for reporting and analysis purposes.
  • Ensure that all supporting documents (means of verification) and general project documents are properly filled in and filed.

Coordination and representation

  • Establish and maintain collaborative relations with the consortium partners (ACTED and ACF), as well as relevant donor officers, local authorities, government institutions, project stakeholders and other humanitarian actors.
  • Participate in meetings with relevant donor officers, programme and financial, according to the guidelines of the Head of Mission.
  • Facilitate field visits by donor missions.
  • Proactively participate in WASH and Inter-Sector coordination meetings, as well as relevant thematic working groups, at regional, national and field level, as required.

WASH Focal point

  • Monitor the WASH situation in the country through the different working groups and coordination meetings and, periodically update the WASH situation analysis and inform the programme accordingly.
  • Stimulate and maintain active exchange of WASH information and experience on useful news, publications, tools, best practices and lessons learned, to create opportunities for learning, promote harmonization of programme, and ensure common approaches and methodologies.
  • Support the development, implementation and evaluation of the WASH project at country level, providing technical inputs, suggestions for improvements and recommendations for future actions.
  • Support the design, promotion and elaboration of new WASH interventions.
