Profil

No specific skills or experience are considered essential, although some experience teaching or working with children in some other capacity is desirable.

The single most important quality we look for in candidates is that they are motivated to help others. As with all teaching roles, the ideal candidate will be adaptable and have a positive and resilient attitude, capable of bringing energy, patience, persistence and creativity to the role.

NOTE: We also run a programme that allows volunteers to partake in intensive Arabic lessons for between two and eight months.

Description

Period: 2- 8  months

Starting date: January, March, May or July 2019 

SB Overseas is looking for enthusiastic and capable volunteers to teach English and help run two of our schools and women’s training centres in Lebanon, both of which were established to serve refugees: one in Saida (in the south-west), and another in Beirut (in the west).

The refugee children in our schools need this remedial education in order to have a chance of passing entry tests for the Lebanese public education system. Without access to public education, they risk missing out on an education permanently, and becoming a “lost generation”.

The women who go to our centres, meanwhile, find themselves in particularly vulnerable situations inside the refugee camps, and need the training and support provided by our teams to empower them with the promise of a brighter future.

Role/Duties:

The core activity in this role is providing English lessons to our women and children. Other duties will include running weekend activities for the children, day care, and potentially some other tasks, such as administrative work.

2. General context of the project

INTERSOS is an Italian non-profit, humanitarian aid organization founded in 1992. INTERSOS works towards a world of equality, justice, peace and solidarity, to achieve this INTERSOS helps people to live in dignity and safety, alleviating suffering and meeting their needs. The mission of INTERSOS is to support people, families and communities in areas most effected by crisis around the world, providing crucial assistance to populations in life threatening situations, in situations of famine and suffering resulting from extreme poverty, disasters, and conflict.

INTERSOS started to work in Lebanon in 2006 to support the Lebanese people affected by the Lebanese-Israeli war. Since 2013 INTERSOS has been supporting the vulnerable populations in Lebanon affected by the Syrian conflict, including both Syrian refugees and affected Lebanese people.

3. General purpose of the positionThe Protection Coordinator is responsible for overall leadership, coordination and technical support to Protection programming in Lebanon, which include an extensive Gender-Based Violence (GBV), Child Protection (CP), Psyco Social Support (PSS) and Legal components.

The Protection Coordinator will also be in charge of providing technical inputs to the protection strategy and programme development at the national, level in order to maintain and expand our portfolio.

The Protection Coordinator is responsible to:

  • Ensure a quality implementation of the protection component of the different programs supporting the protection managers and specialists.
  • Provide technical support to Protection Staff of Lebanon Mission to build skills and expertise.
  • Support the management of the Protection staff, in coordination with the PMs, HoB and HoM.
  • Play a key role in the definition of the Protection Strategy of the mission.
  • Play a key role in program development through contributions to new concepts and proposals (writing of the technical part and contributing to the design of the budget).
  • Monitor, evaluate and support the implementation of the protection program (or protection component of the programs), participating also in the donor reporting.
  • Represent INTERSOS in relevant meetings.

Main responsibilities and tasks

Quality implementation

  • Provide a clear support and supervision and mentoring of the Protection team through regular field visit, meeting with the staff and the line managers
  • Ensure that the services provided in the different projects adhere to best practices
  • Support the integration of the Protection Programming with the other sectors, including Wash, Livelihood, Education, Basic Assistance

Human Resources - technical support to Protection Staff.

  • Play the role of the functional Manager of the Protection Staff
  • In collaboration with HR and Project Managers, support the recruitment of the staff
  • Build and supervise the Protection staff
  • Take part in the evaluation of the protection staff
  • Organize training and identify capacity building for the national and international staff (nationalization of the staff is a priority of the mission)
  • Organize a monthly internal working group with all the key Protection staff of the mission

Protection Strategy Development and new funding

  • Provide analysis of the protection situation of the country
  • Lead the definition of the protection programming strategy for INTERSOS
  • Support the Programme Coordinator and the HoM to design a Lebanon Country Strategy
  • Support the design of potential funding opportunities for Protection programming
  • Lead the writing of new funding opportunities

Monitoring, Evaluation and Supervision of Project Management

  • Provide direction to staff in the implementation of the work planning, budgets and spending (relative to the Protection component)
  • Support the Project Staff in the planning and the monitoring of the achievement of the activities, deliverables and budget
  • With the support of the Programme Coordinator, provide feedbacks on the monthly monitoring tool (PAT) to PMs (both technical and financial)
  • Support the Project staff in producing high quality donor report (in their protection sections)

Representation, Coordination and Advocacy

  • Establish and maintain collaborative relations with relevant donors, local authorities, partners, project stakeholders and other organizations working in the project areas
  • Proactively engage with donors, international NGO and other actors participating at sectorial coordination meetings
  • Maintaining productive working relationships with Protection, GBV and CPiE Working Groups at the national and field level
  • Ensuring the participation of INTERSOS to relevant Working Groups and Task Forces (responsabilities can be delegated)
  • Briefing all protection staff on discussions held during working groups
  • Organizing the internal protection meetings on a monthly basis
  • Developing strategic partnerships with local organizations, wherever possible

Reporting

Monthly report to be submitted on the 15th of the month on:

  • Protection trends and analysis
  • Activities and Programme Achievements

Other objectives and duties:

As requested by the Programme Coordinator (or the Head of Mission), for the effective implementation and quality of the protection activities.

SYRIA CRISIS EMERGENCY RESPONSE IN LEBANON: 

 

Within the frame of its emergency response to the Syrian crisis, Handicap International is present in Lebanon in North and in the Bekaa. HI intervention is currently designed upon two pillars which are 

i) to enhance the capacities of local actors involved in physical rehabilitation and related psychosocial support services provision with a middle term vision and 

ii) to maintain a capacity to respond to acute needs through HI direct services and / or referral to other assistance stakeholders: Identification of persons with functional limitations; Provision of rehabilitation care; Distribution of Assistive and Mobility Devices: Provision of P&O appliances; Provision of psychosocial support.

iii) to provide extended technical support to humanitarian partners across sectors seeking to improve Accessibility and Inclusion in their responses. 

 

Considering the evolution of the humanitarian situation (closure of borders, chronicity of the crisis, decrease of funding) and as part of a middle term strategy aiming at supporting and reinforcing resilience of local stakeholders, HI objective is to progressively enhance the provision of physical and functional rehabilitation and/or psychosocial services by local structures (local NGOs, private/public structures) by growing collaboration and capacity building aiming at promoting the continuity and sustainability of services for most vulnerable communities in Lebanon.

MAIN RESPONSABILITIES OF THE EXPATRIATE

 

Under the direct responsibility and support of the Humanitarian Action Division HoM, you will be responsible for:

 

-  Ensuring the implementation of the Emergency strategy component 

-  Ensuring the global coordination of the Emergency component implemented in the intervention area (may it regards strategic, operational, human, material or financial aspects);

-  Ensuring application and respect of logistics, accountability and financial procedures, in cooperation with the Administrative and Logistics Coordinators and following direct supervision of Field Coordinators;

-  Ensuring the operational management of the team placed under your responsibility

-  Ensuring smooth and regular reporting activities by all member of the mission.

-  Representing Handicap International towards institutional donors  and partners;

JOB DESCRIPTION

 

Under the direct responsibility and support of the Head of Technical Unit, you will be responsible for the fulfilment of the following objectives:

 

-  To raise awareness of UNICEF WASH staff and implementing partners on the role of the environment in creating and exacerbating disabilities among people with injuries, people with existing disabilities and people with other vulnerabilities 

 

-  To improve the situation of people with injuries, people with disabilities and other vulnerable persons regarding their access to UNICEF-supported WASH services and facilities which the general population of Syrian refugees already have access to

 

-  To build the capacity and the practical skills of UNICEF WASH staff and their implementing partners to include people with disabilities and other vulnerabilities in their existing and future programs/activities through a process of identifying and assessing specific barriers to inclusion, planning actions to reduce or eliminate specific barriers, implementing the changes, and documenting the process.

 

Although the expatriate will not have direct management responsibilities, he/she will continuously supervise the Inclusion Assistants in Bekaa and Tripoli bases linked to the UNICEF WASH Inclusion project.

MISSION CONTEXT

Five years into the civil war, the Syrian conflict continues unabated. With up to 6.6 million Syrians internally displaced and an estimated 13.5 million requiring assistance, the humanitarian and protection needs in the country keep growing at a dramatic rate. The protracted nature of the conflict is also exacerbating the destabilizing effects of the crisis in neighboring countries, stretching the resources and services of hosting communities to the limit and fueling social and political tensions in the region. Out of the 4.8 million registered Syrian refugees almost 1.1 million are hosted in Lebanon, representing 25% of the country’s current population for the highest ratio of refugees per capita in the world. Lebanon, which has also received around 35,000 Lebanese returnees and 42,000 Palestinian refugees from Syria aside from an undetermined number of non-registered Syrian refugees, is precariously coping with a population increase of around 37% over the last 5 years. Although the restrictive border policies imposed in early 2015 have virtually blocked new influx the living conditions of Syrian refugees in the country, as well as those of vulnerable Lebanese and Palestinians, continue to deteriorate. This deteriorating situation is disproportionally affecting communities in the most deprived areas of the country, chiefly in Bekaa, Baalbak-Hermel, North and Akkar Governorates, in which the high concentration of refugees is compounded with pre-existing economic, social and political challenges and chronic deficiencies in services and infrastructures.

MISSION SET UP

HI is present in Lebanon under the development division since the late nineties. Mine Action division started to operate in the country in 2006 and the Emergency division was opened in April 2012 to implement activities related to the Syrian crisis. As of beginning of 2016, HI HAD Lebanon team has expanded significantly with around 200 staff members. HI intervenes in the Bekaa and North governorates (Tripoli T5) through two operational bases located in Zahle (Bekaa) and Tripoli (North) for Syrian crisis related activities and in Batroun area for Mine Action activities. As of April 2016, donors funding HI Syrian crisis response in Lebanon are BPRM, ECHO and GAC. In 2016, HI is planning to revise progressively the operational setup of its division following the recent merging of the Mine Action Division and The Emergency Response Division into the Humanitarian Action Division.

MISSION

Based in Beirut and under the Head of Mission line management, the Administrative Coordinator will ensure the mission's financial, administrative and human resources management and guarantee compliance with the country's legal framework and with the head office policies and processes.

MAIN RESPONSIBILITIES

1. Oversee the mission's financial resources

2. Design/update HR policies and oversee their implementation within the mission

3. Manage the mission's support teams

4. Contribute to the progressive merging of HI Emergency and Mine Action Divisions (financial, administrative, HR aspects) into the Humanitarian Action Division

5. Ensure respect of legal requirements and follow up of partners

MISSION CONTEXT

 

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern. 

HI Syria crisis response is coordinated in Amman and implemented from 3 operational hubs in Jordan (Amman), Turkey (Antakya) and Lebanon (Beirut), and is articulated around four main pillars:

1. Provision of accessible comprehensive rehabilitation services  

2. Emergency response to address immediate needs through reinforcement of access to basic items

3. Implementation of Comprehensive Approach to Mine Action, aiming at mitigating risks to all civilians as a result of trained personnel, identifying risks through non-technical surveys, risk awareness, marking, and clearance

4. Inclusion component aiming at inclusion of vulnerable groups by other actors.

 

The actual intervention from Beirut (Lebanon) hub is based on remote partnership modalities of intervention. The main challenges are: 

 

-analyzing and understanding the shifting humanitarian context 

-bringing constant support and guidance to the partner teams

-maintaining the technical quality of the intervention 

 

Under the responsibility of the Area Coordinator and with the support of the Technical and MEAL Units and the Coordination team for Syria, he/she will be in charge of  ensuring the implementation and development of projects in Central Syria, in line with HI global mandate and policies, as well as HI country operational framework.

 

He/she will be in direct Line Management of:

- Health & Safety Manager

- Inclusion Officer

- Database Officer

- PSS Officer

- P&O Officer (under recruitment)
