Description

The Program Manager in Beirut is responsible for representing, leading, coordinating, consolidating, and ensuring smooth implementation of and adherence to logistic, human resource, administration and provides operational support to the programs on an Action Against Hunger Beirut base. The Program Manager supports security at the base level, and liaise with the CD, DCD, and Logistics Coordinator leading the context and risk analysis and the adoption of the necessary measures to protect the staff and the Organisation

The Program Manager will represent AAH in Beirut and oversee all AAH activities, staff and assets, making sure that all departments follow AAH procedures and have a unified and coherent management. Will update and follow up all AAH procedures with the support of FSL Coordinator, DCD, and Headquarters. 

Objective 1:  Strategy Development and External relations (20%)

  • Monitor and analyze the political, socio-economic and humanitarian context Beirut, and discuss with the FSL Coordinator potential programmatic and strategic decisions;
  • Responsible for revising the ACF Beirut base Strategy and its annual workplan in coordination with the FSL Coordinator and stablish a monitoring plan
  • To ensure that programs are aligned with the national strategies, are relevant and of high quality for ACF mandate;
  • Coordinates, oversees, reviews and validates the timely and correct preparation of reports to donors, internal reports and any other document for external actors (amendments to donors, letters, requests, contract etc…)
  • Engage and represents AAH in relevant sector working group or other external meetings, ensuring leadership in the sectors relevant for the organization
  • Develops and maintains relationships with key stakeholders, such as donors, government authorities, international and local organizations, counterparts, beneficiaries, the press and other external actors related to ACF activities
  • Engages in active fund raising (development of relationships with potential donors)

Objective 2 :  Programme Management (20%)

  • Ensure effective operational management of the Programme area through oversight of and adherence to Programme tools, logistics, communications, transport, human resources, and finance policies and procedures.
  • Work closely with the technical coordinators to facilitate the correct implementation and identification of projects
  • Contribute to the development of the area Programme through participation in and facilitation of assessments, visits, and evaluations
  • Ensure that a high standard is maintained in all proposals, reports and other material submitted to donors.
  • Ensure that the Programme area is managed and programs implemented in accordance with all relevant ACF-Spain sectoral policies and strategies.
  • Maintain accurate documentation of on-going project implementation, summarized in weekly/monthly minutes and in reports submitted to donors as required.
  • To oversee the implementation and monitoring of programmes to ensure timely and effective implementation and financial management.
  • Agree goals and objectives with key staff and assess monthly progress against outputs.

Objective 3 : Human Resources Management & Capacity Building (15%)

  • Application and respect of ACF procedures, internal regulations, deontology and principles both for the Head of Base and staff.
  • Update and review base structure/Organizational Chart according to programme needs, with input from the relevant coordinators, FSL Coordinator, and DCD.
  • Directly line-manage project / Programme Managers, Base Admin and Base Log and evaluate them according to ACF standard tools and procedures.
  • To be responsible for the capacity building of office staff.
  • To identify needs and organize appropriate training through the Mission Training Plan tool.
  • To initiate and implement internal trainings where required

Objective 4 : Logistics and Administration (10%)

  • To monitor the financial, administrative and logistical management of the base (including the preparation and monitoring of budgets, accountancy, payments, tenders, fulfilment of procedures, movements etc.).
  • Follow up and support the implementation of logistics procedures, policies and practices as defined in the Logistics Kit.
  • To supervise, support and follow up the compilation and timely submission of the monthly logistics and administrative reports and accountancy to the coordination office
  • To follow up closely the relevance of any expenses and proposed cost reduction measures, together with the relevant coordinators.
  • To be responsible for the financial authorization of expenses in the base in compliance with the monthly treasury forecast.
  • To participate in the financial management of the base in collaboration with the base administrator: budget drafts and updates, budget follow up and projection, financial transparency, follow up co-funding and partner contributions according to mission tools.
  • To ensure that all administrative and financial procedures in the base follow ACF standards and manuals and mission level memoranda.
  • To communicate regularly with the Administration Coordinator on all important issues regarding finance and administrative matters.

Objective 5: Ensure proper management of the ACF security procedures and tools in coordination with CD and Logistics Coordinator (15%)

  • Continuous monitoring of the local situation through the collection and analysis of security information.
  • Identification of security threats and measures to mitigate risk.
  • Follow up the implementation of security measures.
  • Contribute to updating the security plan as required.
  • Comply with ACF-Spain’s security procedures.
  • Follow up and analysis of security incidents.
  • To ensure that all staff are aware of ACF-Spain’s security management system, including ACF-Spain’s Security Guidelines, and ensuring compliance with these.
  • Prepare and submit security reports to Logistics Coordinator as required

Accion Contra El Hambre - Trabaja con Nosotros (acf-e.org)

Description

Under the global direction of the WASH Coordinator, the WASH Deputy Coordinator (DC) will be in charge of increasing the quality of the WASH Programmes, both in the South and Bekaa regions. He/She will also take part on the follow-up of regular implementation of the different WASH interventions, supporting WASH Program Managers in the implementation of activities at field level.

The WASH Deputy Coordinator will also liaise with WASH PM to support on reporting, project design and monitoring current interventions. In addition, the WASH DC will follow-up in the scaling up of different pilot projects, such as CASH for WASH, decentralized sanitation systems or social outreach activities.

Finally, and under the supervision of the WASH Coordinator, he/she will support on capitalizing all lessons learned by the ACF WASH Team in these last years, feeding up the future ACF Sectorial Strategy in Lebanon.

Objective 1: Ensure quality implementation of WASH activities, providing technical advice and guidance to the technical teams at base level (50%)

  • Identify, jointly with the team, program constraints and delays during implementation, propose solutions and support the correct implementation of Programmes.
  • Provide technical guidance and advice to the project teams when required (trainings, monitoring, reports etc.) ensuring quality and timely implementation of the WASH activities.
  • Support on developing a Social Outreach Component, including Risk Communication and Community Engagement activities in different settings along the country.
  • Ensure proper archiving of technical and support documents in collaboration with the HoP at base and capital level.
  • Ensure capitalization of lessons learnt based on our programmatic experiences, making sure recommendations are shared and documented to improve the quality of the programs.
  • Ensure team’s monitoring and evaluation plan is effective, logical, and moving towards achieving the expected results and indicators of the project.
  • Support on providing capacity building to existing staff, building their knowledge on both technical and social outreach activities.

Objective 2: Donor reporting, support for the preparation of new proposals and external coordination (20%)

  • Work closely with the WASH PMs and Grants Manager to produce and revise donors reports on a timely and quality manner in collaboration with the technical teams.
  • Build the technical capacity of both WASH PMs and Head of Projects based on the current and future approaches defined by the WASH Department.
  • Support, when needed, on the timely procurement of goods and services and budget follow-up of programmes, in close coordination with Logistics and Finance Departments and the HoPs.
  • Participate in the design of new proposals, in close coordination with the Grants Manager, WASH PM and WASH Coordinator.
  • Represent ACF in Water Sector working groups and coordination meetings, participating in stakeholders’ relevant meetings when needed.

Objective 3: Project design, development of assessments and monitoring tools (20%)

  • Support on defining the program implementation modality, methodology and tools for an integrated programming together with the WASH PMs.
  • Work closely with the MEAL Department and the project teams to develop quality monitoring tools and in-depth analysis of current existing Programmes.
  • Develop, together with the technical teams, assessments templates and context monitoring tools to build interventions with evidence-based data.
  • Support identifying potential new humanitarian needs that might arise in the coming months, based on the evolution of the volatile Lebanese context.

Objective 4: Capitalization of ACF previous and future interventions in the WASH Sector (10%)

  • Capitalize on current pilot experiences (Cash for Wash, Shelter/WASH interventions, decentralized sanitation systems) and provide a framework for upscaling those Programmes.
  • Develop and prepare SOPs to standardize intervention proposed by the WASH Department according to the different settings (ITS, Collective Shelters, Lebanese communities…etc).
  • Support on the development of the WASH Sectorial Strategy together with the WASH PMs and the Wash Coordinator.

Objective 5: Security

  • Respect the security rules specified in the mission and capital security plan.
  • Communicate to the security managers of the working location any security related issue or non-compliance with the security plan.

Description

Head of the financial and administrative management of the mission, coordinating and leading the mission Admin team in the capital and the bases. In charge of assuring the administrative and financial procedures of the mission according to AAH-Spain rules and the local law.

Objective 1: Mission Financial Management

Process Project execution / Contract management

  • Follow up of mission execution, signature and cashflow objectives, using the SFIN meeting and Financial Dashboard

  • To follow the financial planning of the mission through the standard financial management tool (FMT) and update it on a monthly basis

  • To carry an exhaustive control of the coverage plan (CCP: Cost Coverage Plan) and monitor the cost structure of the mission.

  • Assure the monthly delivery of updates of monthly budget follow ups (BFU) to the coordination team, Head of Bases and administrative teams. Ensure the full involvement of all departments monitoring of the accuracy of forecasts

  • Coordinate and support the different departments on the budget elaboration for the proposals or reformulations of the signed contracts, as well as the financial reports of the missions, assuring the delivery on time to HQ for its submission to donors.

  • Follow up and analysis of all Mission’s financial risks with a focus on the co-funding risks

  • Supervise the control on local partner expenditure (based on their contracts / budgets) in coordination with Head of Projects/Program Managers.

Objective 2: Mission Treasury and Accountancy Supervision

Process Financial follow up / Accounting closing

  • Supervise and validate the monthly closing of the accountancy, ensuring the correctness of the invoicing, use of analytical accountancy and deadlines (before the 10th of each month) established.
  • Assure the respect of the administrative and financial procedures established by AAH-S and the donors.
  • Define the treasury flows in the mission Cash Management Policy and supervise its correct implementation.
  • Control the treasury level to the minimum operational.
  • Assure the correct and punctual delivery of the fortnightly treasury forecast.
  • Prepare the treasury advance requests for all contract not yet signed (Z2).
  • Follow up of all payments received at mission level
  • Manage relationship with banks.

Objective 3: Administrative management of the mission

  • Verify and control the respect of the expenditure authorization procedure.
  • Update the financial data in GESPRA in a regular basis or whenever is necessary,
  • Control and supervision of the respect of any rule regarding the quality and archiving of all administrative and financial documentation according to AAH and donor guidelines.
  • Represent the mission in front of the administrative representatives of other international and national organizations in-country.
  • Assure the respect of local law and any tax obligation by the mission, ensuring thethe on-time submission of tax reports to local authorities. Follow up of all tax-related issues concerning specially VAT and NRT.
  • Initiate and/or develop relationships with local authorities for any financial related matter.
  • Plan and follow up of internal and external audits in coordination with headquarters.

Objective 4: Relationship with counterparts

Process Stakeholders management

  • Ensure a proper training of partners on AAH accounting and financial procedures.
  • Supervise on a 3-month basis at least the partner’s invoices.
  • Supervise the recording of transactions of partners in Agresso
  • Consolidate financial reports sent by partners and update the budget follow up considering their forecasts
  • Follow up of any treasury request by any partner.

Objective 5: Management of the mission Administrative and Finance teams

  • Plan, develop and assure a correct team structure for the Finance department in the mission.
  • Assure the motivation, communication and coordination within the Finance team.

  • Conduct the evaluations of the team under his/her responsibility and assurer that all evaluations of the Finance team are done.

Process Training of staff

  • Contribute to the draft and follow up of any individual action plan of the department.

Description

The position has four main objectives:

  • To assist Operations Coordinator in managing and coordinating the implementation of the Base projects
  • To provide daily and consistent support and guidance to the Support & MEAL teams in order to meet targets, comply with donor requirements, follow the internal requirements of the organization and to deliver on learning objectives.
  • To provide regular, clear and direct feedback/reports to the Operations Coordinator on the objectives outlined in this Job Description.
  • To serve as Acting Operations Coordinator as needed/required

Objective 1: To manage the Support Departments (HR, logistics, finance), keeping in mind the final objective of improving Base operations and projects efficiency – (60%)

  • To ensure that support functions are strengthened at the Base level and appropriate systems are in place to adequately support programs implementation in all aspects.
  • To support the Support Managers to establish effective workplans, provide regular follow-up on them and pre-identify/respond effectively to constraints and restrictions in implementation.
  • To provide selective capacity building of staff as needed and to contribute to the career development for them.
  • To provide supervision, support and close teamwork between the Managers and their teams in order to ensure implementation of all initiatives.
  • To ensure that support functions at the Base level are characterized by quality, consistency and compliance in line with ACF strategic priorities, guidelines as well as legal requirements.
  • To monitor and analyse the logistical, administrative and human resourcing being used at the Base, recommending streamlining options and improvement of processes to the Operations Coordinator and the Base Management Team.
  • To ensure close budget-follow up at the Base level, in coordination with the Operations Coordinator and Base Administrator.
  • Supervise the implementation of the Archiving Protocol at base level with the support of the archiving by department. Ensure the definition and implementation of robust archiving procedures in all departments (supports, operations, technical)
  • To assist in the definition and improvement of inter-departmental collaboration, cooperating closely with technical departments, to improve operational effectiveness and quality of service delivery
  • To identify, jointly with the team, resource constraints and problems during implementation of the activities, propose solutions and support implementation.
  • To liaise with other INGOs and other relevant stakeholders for effective coordination and implementation of logistics, HR and administration
  • Lead on the Base Operational Task Force meetings on a monthly basis, and liaise with the Coordination OTF meetings for further follow up.

Objective 2: To manage the Monitoring, Evaluation, Accountability and Learning Department (25%)

  • To ensure the development of the MEAL unit and its optimal integration in the Base, in particular: design methodology for multi-sector assessments, monitoring and evaluation of ACF Sectors of intervention, provide sector guidance and capitalize the lessons learnt.To support the design of project monitoring tools streamlining resources at the Base level.
  • To support the roll out of ACF accountability framework and enlarged feedback mechanism at the Base level
  • In coordination with the Operations Coordinator and the MEAL Manager ensure regular and consistent data is collected against each indicator in logical frameworks as well as against the Mission Strategic Framework
  • To ensure the preparation of intermediate and final MEAL reports to the donors in coordination with PMs, Operations Coordinator and Grant Manager
  • To utilise tangible lessons learned and learning outcomes derived from project and programme MEAL activities to build quality focused proposals in coordination with the Operations Coordinator and BMT
  • To ensure that accountability processes are incorporated in the activities and implementation of programming at the field level, reporting back on these to the MEAL Coordinator, and Operations Coordinator.
  • To supervise the implementation of the mission accountability strategy at the Base level.

Objective 3: Team Management and Human Resourcing (15%)

  • To be the direct line manager of HR Manager, Log Manager, Admin Manager and MEAL Manager, with the Operations Coordinator maintaining a functional link and overall line management
  • To participate in the recruitment of departmental team members, and upon request, participate in the recruitment of other key staff (if relevant)
  • Provide development plans and appraisals for the HR Manager, Log Manager, Admin Manager and MEAL Manager to ensure their capacity is built and their performance is improved.
  • To organize regular meetings with the staff line managed; to improve team communication and to support team building activities.
  • Participate in the Human Resources definition for departments and ensure the best candidates are selected for the implementation of activities.

Objective 4: Security

  • To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • To communicate to the security officers of the working location any security related information or noncompliance with the security plan

  • To serve as Acting Operations Coordinator during absences (breaks, leave, training, illness etc.).

The Consortium Manager as head of the Consortium Management Team (CMT) provides overall representation , implementation management of the LPC – Emergency Response Facility (and operational coordination of the two consortium partners (ACF and NRC) acting as liaison between the Steering Committee and the implementing organizations. While not directly managing implementing program staff, the Consortium Manager is responsible for coordination of approaches for impactful and efficient programmes. The Consortium Manager has direct line management of the Information Manager for the Consortium.

Objective 1: TECHNICAL and STRATEGIC PROGRAMMATIC COORDINATION

  • Act as an advisor to partners to address operational and technical programmatic issues and provide neutral facilitation to solve potential technical issues between partners
  • Ensure a good flow of information and efficient communication between partners.
  • Lead  partners to address technical issues and facilitate the solution of technical issues as well as ensuring a functional flow of information;
  • Lead the coordination between  partners on a day-to day- basis as well as convene and provide reporting and attend part of the steering committee  and board meetings on a regular basis and additional ad hoc meetings as required;

    1. Implementation progress of the signed agreements;
    2. Technical issues faced and suggested solutions to overcome them;

  • The Consortium Manager will be required to prepare, submit and manage grant proposals and reporting processes.
  • Ensure all grant files are up to date and copies are also kept for proper archiving according to Action Against Hunger minimum standards and donor regulations. This includes also adequate risk mapping, including financial risks and to advice on mitigation measures.
  • The Consortium Manager has a direct managerial reporting line to ACF Country Director and functional one to ACF Emergency Coordinator. Description

The position has two main objectives:

  1. To ensure the effective implementation of all Food Security, Livelihoods and Nutrition projects within the AAH Mission. This includes efficiently managing the project teams and budgets and ensuring all AAH’s contractual obligations, reporting requirements, quality standards and procedures are met and followed.

  2. To build the capacity and functionality of the FSL and Nutrition staff in line with staff development plans, with an eye towards nationalization of the position, ensuring that adequate skills, experience, and knowledge is transferred within a limited time-frame.

Objective 1: To ensure timely & quality implementation and reporting of Food Security, Livelihoods & Nutrition activities at the base level (30%)

  • In coordination with the FSL & Nutrition Coordinators, Head of Base and MEAL Team, design the macro Program Cycle Management tools, including: monitoring tools, project indicators and means of verification, Activity Progress Reports, Budget Follow Up tools, and Project Procurement Plans.
  • Ensure a workplan for each project is in place, in coordination with the project team and make sure that the program activities are implemented in respect to the workplan
  • Ensure monitoring and evaluation plans for the program are effective and functioning to measure the direct and indirect results of the projects
  • Provide guidance to the project teams in weekly planning of activities (including input distribution, trainings, set up, maintenance, monitoring and reporting) and ensure these plans are in line with the project workplan
  • Ensure required project materials are developed and used, such as IEC, training modules, workshops.

  • Ensure the collection and timely analysis of information on food security, nutrition, health, and the living conditions of target population; design and lead quantitative and qualitative needs and capacity assessments as required.
  • Analyse the needs, capacities and appropriate response options to assist the vulnerable local population at a base level
  • Actively coordinate with other agencies implementing food security, livelihoods & nutrition projects in the Bekaa
  • Draft FSL & Nut reports to donors and support the development of new AAH proposals for FSL and Nut interventions in the Bekaa, including coordination of field staff inputs based on sound field assessments
  • Represent Action Against Hunger in regional working group meetings in line with Action Against Hunger' Lebanon’s Strategy and in coordination with the Operations Coordinator, Food Security and Livelihoods Coordinator and Nutrition Coordinator
  • Represent Action Against Hunger in food security, livelihoods & nutrition meetings with other international and national NGOs, national institutions and international organizations under the guidance of direct and functional managers
  • Document and share learning from the project

Objective 3: To manage and develop the capacity of the whole FSL-Nut team, with especial focus to coach the Deputy PM in the process of nationalization of the position at the end of the period (35%).

  • Assess the needs and strengths of each team member and identify capacity-building priorities for each as part of AAH’s normal staff appraisal process.
  • Supervise and build the capacities of the Deputy PM and HOPs on Project Cycle Management and food security, livelihoods & nutrition interventions
  • Prioritize, develop and facilitate trainings for staff on Program Management and Action Against Hunger Training Modules
  • Provide regular coaching and feedback sessions, providing adequate updates on progress against development plan and new objectives

  • Oversee the cooperation between the FSL&NUT Department and support departments (Admin, Log)

Description

Under the global direction of the WASH Coordinator, the WASH Deputy Coordinator (DC) will be in charge of increasing the quality of the WASH Programmes, both in the South and Bekaa regions. He/She will also take part on the follow-up of regular implementation of the different WASH interventions, supporting WASH Program Managers in the implementation of activities at field level.

The WASH Deputy Coordinator will also liaise with WASH PM to support on reporting, project design and monitoring current interventions. In addition, the WASH DC will follow-up in the scaling up of different pilot projects, such as CASH for WASH, decentralized sanitation systems or social outreach activities. 

Finally, and under the supervision of the WASH Coordinator, he/she will support on capitalizing all lessons learned by the ACF WASH Team in these last years, feeding up the future ACF Sectorial Strategy in Lebanon.

Objective 1: Ensure quality implementation of WASH activities, providing technical advice and guidance to the technical teams at base level (50%)

  • Identify, jointly with the team, program constraints and delays during implementation, propose solutions and support the correct implementation of Programmes.
  • Provide technical guidance and advice to the project teams when required (trainings, monitoring, reports etc.) ensuring quality and timely implementation of the WASH activities.
  • Support on developing a Social Outreach Component, including Risk Communication and Community Engagement activities in different settings along the country.

  • Build the technical capacity of both WASH PMs and Head of Projects based on the current and future approaches defined by the WASH Department.
  • Support, when needed, on the timely procurement of goods and services and budget follow-up of programmes, in close coordination with Logistics and Finance Departments and the HoPs.
  • Participate in the design of new proposals, in close coordination with the Grants Manager, WASH PM and WASH Coordinator.
  • Represent ACF in Water Sector working groups and coordination meetings, participating in stakeholders’ relevant meetings when needed.

Objective 3: Project design, development of assessments and monitoring tools (20%)

  • Support on defining the program implementation modality, methodology and tools for an integrated programming together with the WASH PMs.
  • Work closely with the MEAL Department and the project teams to develop quality monitoring tools and in-depth analysis of current existing Programmes.
  • Develop, together with the technical teams, assessments templates and context monitoring tools to build interventions with evidence-based data.
  • Support identifying potential new humanitarian needs that might arise in the coming months, based on the evolution of the volatile Lebanese context.

Objective 4: Capitalization of ACF previous and future interventions in the WASH Sector (10%)

  • Capitalize on current pilot experiences (Cash for Wash, Shelter/WASH interventions, decentralized sanitation systems) and provide a framework for upscaling those Programmes.
  • Develop and prepare SOPs to standardize intervention proposed by the WASH Department according to the different settings (ITS, Collective Shelters, Lebanese communities…etc).
  • Support on the development of the WASH Sectorial Strategy together with the WASH PMs and the Wash Coordinator.

Objective 5: Security

General context of the project

The position is responsible for overall leadership, coordination and technical support to maintain and expand Protection programming in Lebanon, which include Gender-Based Violence (GBV), Child Protection (CP), Psyco Social Support (PSS), Protection Monitoring and Legal components.

The Protection Coordinator will also be in charge of leading the development of the protection strategy and support the programme development at the national level.

General purpose of the position

The Protection Coordinator is responsible to (general duties):

  • Ensuring a quality implementation of the protection component of the different programs supporting the protection managers and specialists
  • Providing technical support to Protection Staff of Lebanon Mission to build skills and expertise.
  • Support the management of the Protection staff, in coordination with the PMs, HoB and Program Coordinator.
  • Lead the definition of the Protection Strategy of the mission
  • Play a key role in program development through contributions to new concepts and proposals (writing of the technical part and contributing to the design of the budget).
  • Monitor, evaluate and support the implementation of the protection program (or protection component of the programs), participating also in the donor reporting.
  • With the support of the Head of Mission, lead the representation in relevant technical forum and with relevant stakeholders on Protection aspects

Main responsibilities and tasks

Quality implementation

  • Provide a clear support and supervision and mentoring of the Protection team through regular field visit, meeting with the staff and the line managers.
  • Ensure that the services provided in the different projects adhere to best practices.
  • Support the integration of the Protection Programming with the other sectors, including Wash, Livelihood, Education, Basic Assistance.

Human Resources - technical support to Protection Staff.

  • Play the role of the functional Manager of the relevant Protection Staff
  • In collaboration with HR and Project Managers, support the recruitment of the staff
  • Build and supervise the relevant Protection staff
  • Take part in the evaluation of the relevant protection staff
  • Organize training and identify capacity building for the staff, ensuring internal capacities are built (capacity building being a priority at mission level for staff retention and internal career progression)
  • Organize internal workshops and meeting with all the relevant key Protection staff of the mission to develop and innovate the mission protection tools and strategy

Protection Strategy Development and new funding

  • Provide analysis of the protection situation of the country
  • Lead the definition of the protection programming strategy for INTERSOS
  • Support the Programme Coordinator and the HoM to design a Lebanon Country Strategy.
  • Support the design of potential funding opportunities for Protection programming
  • Lead the technical writing of new funding opportunities.
  • Ensure Protection mainstreaming and integration in other programming in coordination with the Program Coordinator and HoM

Monitor, Evaluation and Supervision of Project Management

  • Provide direction to staff in the implementation of the work planning, budgets and spending (relative to the Protection component)
  • Support the Project Staff in the planning and the monitoring of the achievement of the activities, deliverables and budget.
  • With the support of the Programme Coordinator, provide feedbacks on the monthly monitoring tool (PAT) to PMs (both technical and financial)
  • Support the Project staff in producing high quality donor report (in their protection sections)

Representation, Coordination and Advocacy

  • Establish and maintain collaborative relations with relevant donors, local authorities, partners, project stakeholders and other organizations working in the project areas.
  • Proactively engaging with donors, international NGO and other actors participating at sectorial coordination meetings.
  • Maintaining productive working relationships with Protection, GBV and CPiE Working Groups at the national and field level.
  • Ensuring the participation of INTERSOS to relevant Working Groups and Task Forces (responsibilities can be delegated)
  • Briefing all protection staff on discussions held during working groups.
  • Organizing the internal protection meetings on a monthly basis.
  • Developing strategic partnerships with local organizations, wherever possible.

Reporting

  • Monthly protection report

Other objectives and duties:

  • As requested by the HoM, for the effective implementation and quality of the protection activities.

Profil

Education

  • Master degree in Refugee law, International Human Rights Law, Forced Migration and Refugee Studies, Gender studies or other relevant to the position

Professional Experience

  • At least 5 years in humanitarian / NGO sector and at least 2 years in a Senior Management, Coordination or Advisory position
  • Previous experience in the Middle East region (strongly preferred)
  • Experience in the different components of protection programming

Professional Requirements

  • Background in protection and human rights projects
  • Ability to set high standards for quality of work and quick adaptability and flexibility in stressful environment
  • Ability to manage human resources and provide coaching / capacity building
  • Facilitating and encouraging open communication in the team, communicating effectively.
  • Previous achievement in Project Proposal Writing

Languages

  • English (fluent)
  • Arabic would be considered as an asset
