REQUIRED PROFILE
- Higher education (through a degree and/or equivalent professional experience) in economics, social sciences, management or other discipline related to the profile
- At least 5 years international field experience of implementing and developing projects, including experience of team management and project engineering-related issues (financial and budgetary procedures, organisation, planning, reporting, implementation of the project cycle…)
-demonstrated experience in writing proposals and obtaining funding for these proposals.
-Experience working with multicultural and pluri-disciplinary teams in various sectors, both internal and external to the mission or programme.
-Knowledge of public aid to development issues.
- Excellent English speaking and writing skills;
- Project cycle management

Handicap International recently merged its Mine Action Division with its Emergency Response Division to create the Humanitarian Action Division.
INFORMATION ON THE CONTEXT
HI has conducted Mine Action activities in Lebanon since 2006 and in North Lebanon since 2011. The project is well established with an operational base in Toula - currently the office is based in Byblos but will soon be relocated to Toula.
Project funding to maintain current capacity until 2018 is almost confirmed for four demining teams; extra activities should be developed, funded and put in place in 2016/17. The main objective of the project is to support the National Mine Action Center in achieving its objective of a Lebanon free from the impact of mines and explosive remnants of war (ERW) by 2020. HI’s demining project is committed to clear the entire district of Batroun in 2017.
WORKING ENVIRONMENT
The main partner of the project is the Lebanon Mine Action Center (LMAC) which is a military structure within the Lebanese Army Forces. The LMAC supervises all activities conducted within the project. The deployment of HI demining teams is subject to LMAC authorization and accreditation. HI has developed an excellent relationship with the LMAC that shall be maintained to ensure the continuity and growth of the project.
The demining project team is entirely nationalized except for the Mine Action Coordinator and the programme’s Head of Mission. The atmosphere among the team is very good with a low turnover and a high level of competencies. A good level of communication is maintained between the teams. Weekly and monthly meetings are organized. Staff representatives are elected annually.
In Lebanon, the two directions of HI are represented (Humanitarian Action Division and Development Division). Regular coordination meetings take place between the Head of Mission and the administrators of the two directions. Since the formation of the Humanitarian Action Division within HI in 2015, comprising the former Emergency and Mine Action divisions, throughout the course of 2016 the merge between two former programmes at field level will take place under the management of the new HAD division.

JOB CONDITIONS
- Status: Salaried contract. Salary according to the position and experience of the candidate + 457€/month of expatriate indemnity + cost of living index according to the living base
