Profil
- A Master’s Degree (academic or professional) in a relevant health-related field
- At least 5 years of experience working in a multi-cultural environment, especially in international development cooperation, work experience in DF partner countries is an asset
- Proven knowledge of public health systems in resource-limited settings
- Proven experience in program and project management, budget management, monitoring & evaluation, and capacity building
- Proven experience in preparing proposals to get funding and in implementing donor-funded projects
- Strong communication (written and oral) and diplomatic skills, and experience in working in multicultural teams and in interacting with diverse partners
- Excellent computer skills with proficiency in Office 365 applications and commitment to digital transformation
- Open-minded, collaborative, organized and result-driven manner with the needed attention to detail, ensuring that key deliverables are met on time
- Fluency in English and French (in spoken and written) and a good knowledge of Spanish; knowledge of Dutch is an important asset
Description
Damien Foundation (DF) is a Belgian NGO active in the fight against leprosy, tuberculosis and other neglected poverty-related diseases, with health programs in 13 countries in Africa, Asia and Latin-America and a project in Belgium.
Within Damien Foundation, the Program Department’s mission is to ensure that the organization realizes its vision and makes the difference: to provide all people affected by leprosy or tuberculosis with equitable access to high-quality diagnosis, treatment, care and prevention, without facing huge costs or social repercussions.

As a Program Manager, your general mission is to elaborate the strategy, sustainably manage, monitor and evaluate the overseas programs and projects entrusted to you. You ensure that the DF mission is realized within the budgets constraints and allocated funds while meeting the required quality standards. You take an active role in shaping the evolution of our work and make us fit for the future.
As a Program Manager, you report to the Head of the Program Department. You are responsible for a program portfolio of several partnering countries. Your direct reports are the country representatives who manage local teams for the countries entrusted to you.
You work in close and mutual consultation with the medical advisors, your colleagues program managers and the country representatives in your team. You are an active member of the DF headquarters and engage in crosscutting tasks and contacts with the Damien Foundation network of volunteers.
Generic Key Responsibilities for a Program Manager
- You elaborate the program strategy and multi-year action plan for your programs* and you monitor their implementation (regular and complete reporting) to ensure that the strategic objectives are realized and quality standards are met.
- You elaborate the co-financing and subsidy program for your programs, you monitor, evaluate and report on its realization in order to ensure that funding objectives are met and to maintain a trustful relationship with funders (with a focus on the Belgian Directorate-General for Development Cooperation and Humanitarian Aid)
- You lead your reports and ensure the correct execution of the DF programs entrusted to you in order to ensure that the objectives are reached. This encompasses: analysis, planning, coordination, control and drafting of action plans, drafting and monitoring cooperation agreements, reporting, budget management, logistics, legal, contingency, people management & organization development…
- You plan, organize and conduct field visits in view of monitoring the local activities and realizations against the action plans and budgets agreed upon, and organize monitoring & evaluation visits for external reviewers
- You represent DF externally, you identify new collaboration and (institutional) funding opportunities and turn them into concrete applications and funding sources in order to increase DF impact
- When applicable, you take the lead on strategic topics on a transversal basis (eg. digitalisation, environment, DGD program, etc.) and move it forward
- You actively contribute to the realization of transformation processes of the Program department and contribute to a culture of openness, feedback, team collaboration, constant learning and improvement.
*Initial assignment will be to the programs in the Democratic Republic of Congo and Latin America. The portfolio may change over time.
