Knowledge
- Strong interest in disability and issues relating to vulnerable populations, in developing countries
- Specialization in international development, international relations, or global public health
- Good understanding of SDG processes, UN and EU institutions
- Good understanding of North-South cooperation policy frameworks and mechanisms
- Good understanding of public health and disability related policy issues
Experience and abilities
- At least three years of experience in the field of development, ideally including field work
- Experience of advocacy, public relations or communication.
- Excellent facilitation and coordination skills.
- Strong analytical skills, with enhanced political sense
- Good writing and communication skills in English, with strong synthesis skills; proven experience in the production of written public communication
- Good presentation techniques; proven experience in public speaking in English
- Proven experience in the organization of public events
- Strong computer literacy
- Good presentation skills
- At ease in a public relations context
- Willing to travel in Europe and internationally
Languages
- Excellent oral and written English; a good command of French and other languages is desirable
Salary package
Base salary, taking into account the experience of the candidate + holiday paid + 13 month + meal vouchers + hospitalization and pension insurance + monthly transport contribution.

Humanity & Inclusion is looking for a bright and enthusiastic Advocacy Officer to promote inclusive development globally.
Humanity & Inclusion is the new name of Handicap International. HI is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster in developing countries. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Humanity & Inclusion is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of 8 associations in Europe and North America that mobilize resources and raise awareness about HI action. HI is engaged in advocacy in several sectors (development, humanitarian action and protection of civilians), always building its messages on its own field experience and expertise.
Context
You will join the Advocacy and Institutional Relations Unit (AIR) at Humanity & Inclusion Federation, office in Brussels. This unit carries messages to policy-makers, either directly or through networks, to influence decisions and obtain changes in policies or laws.
You will contribute to the design and implementaiton of HI’s advocacy work on inclusive development, that aims to promote, and hold State-parties accountable for, the realisation of the Sustainable Development Goals and the UN Convention on the Rights of the People with Disabilities. We work towards improving the policy environment to emphasise inclusion of persons with disabilities, especially their access to health and rehabilitation, and to reduce road traffic induced mortality and morbidity, in developing countries.
You will work under the supervision of the Deputy Director for Advocacy. You will also liaise with the other AIR team members based in Paris, and Lyon.
Responsibilities
Responsibility 1: Develop the advocacy strategy and action plan on inclusive development
- Prepare and monitor the three-year plan of action and strategy on inclusive development
- Coordinate with internal stakeholders
Responsibility 2: Coordinate and implement international advocacy strategies on inclusive development, with a focus on road safety, access to sexual and reproductive health and rehabilitation
- Build an enhanced understanding of the different policy aspects and stakeholders
- Build a strong collaboration with HI colleagues and programmes
- Develop further the advocacy strategy and update the analysis tools and action plan
- Contribute to the production of advocacy messages and publications
- Develop useful network of contacts with relevant institutions and other stakeholders at global and EU levels
- Ensure HI representation and organise the participation of HI representatives in events and networks meetings at global and EU levels
- Organise advocacy events at EU and international levels
- Support programmes and national associations in the development and implementation of advocacy activities on inclusive development topics
- Support Development Education activities in Luxembourg
Responsibility 3: Contribute to capitalization, training and internal and external communication relating to advocacy
- Systematically inform and promote development advocacy activities within the organisation, organise presentations and feed internal communication channels
- Contribute to internal and external communication tools (blog, website, newsletter, social media)
- Contribute to the development and update of presentation and training tools on advocacy
Responsibility 4: Participate in budget management and fundraising
- Contribute to the budget planning and management
- Contribute to fundraising efforts through the preparation of funding proposals, reporting and other material for donors
