Education and experience
- Master’s degree in computer science, engineering, business administration or other relevant discipline.
- At least 5 years of relevant experience
- Minimum 2 years of experience as a team leader/project manager
- PMI / Prince 2 certification is an asset
- Experience in multi stakeholder environment is a must
- Experience in dynamic and rapidly changing international environment is an asset.
- Experience in MSF (field and/or HQ), or other international NGO operating in similar contexts, is an advantage.
Competences required
- Excellent administrative and organization skills
- Well structured, good communicator, with capacity to understand and deal with complex strategic issues
- Ability to integrate and support cross-functional team
- Excellent understanding of change management methodologies
- Good listening and diplomacy is required
- Demonstrated ability to establish and maintain effective relationships with key stakeholders
- Well-developed cultural awareness
- Familiar with O365/Sharepoint collaboration and information management tools
- Languages: fluency in English written and spoken, French is an asset
This position requires frequent travel to other MSF Operational Centres in Europe and to MSF missions (ability to travel up to 20%).
This position is with international scope. It is managed by OCB and reports directly to the Field ICT Program Manager and to the FICT Program Executive.
Conditions

Description
Context
The MSF movement has more than 500 sites (locations) around the world that need ICT Infrastructure to function adequately and efficiently. MSF needs a solid ICT Infrastructure in its missions to support ongoing digital transformation processes.
In February 2016 the ISM (Information Systems Management) and the Core ExCom platforms decided to support a new approach towards ICT Infrastructure and related ICT services in MSF missions - a common MSF strategy for ICT infrastructure and ICT services in the field. Its aim is to enable agility (resilience and reactivity), to improve performance and decrease time for implementation of new applications, to allow shared support, to optimize costs, and to provide foundations for innovation by facilitating the prototyping and experimenting at business applications’ level.
In February 2018 the Field ICT Program (a.k.a. FICT) was approved by the MSF TIC (Transformation Investment Capacity) Secretariat and the Core ExCom. The TIC & ExCom approval confirmed the strong support for the transformational efforts needed in the Field ICT area.
The high-level goals of the Field ICT Program, as validated by the ISM and the ExCom are:
- To build foundations for the digital transformation of MSF
- To enable and develop operational agility and efficiency
- To implement high-performing and field user-centric ICT services
- To enable operational innovation
Given the size, complexity, and strategic importance of the Field ICT Program a new key position – Deputy Program Manager is required to strengthen the overall program resource management, and planning, as well as reporting and communication activities.
Job Profile
The Deputy Program Manager is responsible for assisting the Program Manager in the day-to-day management and coordination of projects and initiatives within the scope of the Field ICT Program (FNK – Field Network Kit development, inter-OC ICT training, Field ICT Services definition, Site Reference DB development, etc.). S/he supports the program manager in operational and/or administrative activities such as financial follow up, project reporting, project communication, etc. S/he reports to FICT Program Manager and FICT Program Executive.
Main activities
- Assits PgM in coordinating resource allocation between different projects/work-streams based on priorities
- Assists the PgM in organization & follow up of meetings,
- Assits PgM in the creation & maintenance of Program Management Documents (Issue/Risk Log, etc.)
- Assits PgM in coordinating changes to scope, cost and schedule of work
- Ensure with project managers and key stakeholders that project deliverables are implemented on-time, on-budget, and in scope.
- Support the sourcing, selection, and on-boarding of new team members.
- Coordinate FICT administrative project team (finance, purchasing, communications, PMO, etc.)
- Ensure KPI’s are set & monitored for each project
- Responsible for monthly/quarterly financial and operational reporting on project-level
- Responsible for the maintenance of the FICT website & project sites
- Facilitate and support change management activities and manage the expectations of the stakeholders
- Manage overall communication and reporting with stakeholders and end users.
- Ensure coordination with internal stakeholders and external partners (software development companies, integrators, vendors, consultants, partners, etc.)
