CONTEXT

Integrated within the headquarters ICT unit DevOps team, as a Data engineer / Data Integration Developer you will support the deployment of new applications in the software landscape. You will be involved in the Data Strategy, developing pipes between application and providing data analyses and visualization to your colleagues.

RESPONSIBILITIES

We expect you to collaborate closely with the other members of the team (program/project managers, integrators/developers) and even with senior users:

  • Assist in the definition of functional requirements for projects and translating them into precise technical requirements;
  • Development of the data pipes (specification, development, test, deployment, documentation, support)
  • Development of Data sets and reports (specification, development, test, deployment, training & documentation, support)

CONTEXT:

Currently present in 60 countries, of which more than 40 are affected by mines and explosive remnants of war (ERW), Humanity & Inclusion remains strongly committed to its mission: protecting civilians from the effects of armed conflict, ensuring access to an adapted and comprehensive response for victims of mines and explosive remnants of war (ERW), persons with disabilities and most vulnerable people in contexts of crises and post-crises, and calling for recognition of their needs and respect of their rights at the international and national level.

Advocacy is a key component of Humanity & Inclusion social mission and is rooted in our action on the field. Our objective is to achieve policy change to increase the impact and meaning of our action. It implies liaising with policy makers, engaging with networks, participating in international conferences and events, raising awareness of the general public and the media.

Our advocacy on disarmament encompasses universalization and implementation of the Mine Ban Treaty and of the Convention on Cluster Munitions, with a strong focus on the need to implement victim assistance obligations in links with other international instruments. We also work towards a political declaration to prevent the harm caused by the use of explosive weapons in populated areas.

 

Hi is looking for its new disarmament advocacy officer, starting from September 2021.

 

MAIN MISSIONS & RESPONSIBILITIES:

Under the supervision of the Disarmament and Protection on Civilians Advocacy Manager, and in a team composed of 11 people, you provide support guidance on specific subjects to the advocacy team in implementing activities to achieve policy change on arms related topics. Your main missions relate to the following priorities:

  • Produce strong evidence-based guidance and advocacy for adequate policies at the  international level for victim assistance, and liaise with the national level when necessary
  • Contribute to the development and implementation of EU strategy to influence EU policies on disarmament and protection of civilians
  • In collaboration with the International Campaign to Ban Landmines (ICBL) and the CMC, contribute to strategies and campaigns to universalize and implement the Anti-Personal Mine Ban Convention (APMBC) and the Convention on Cluster Munitions (CCM)
  • Ensure the voice of survivors and others impacted by the use of mine/ERW is heard in relevant fora and that their influence on decision-making is facilitated, by supporting their participation in national and international events, discussions and campaigning activities.
  • In coordination with the rest of HI colleagues in the Disarmament HUB and with International Network of Explosive Weapons (INEW), act as a focal point for the mobilization of main political stakeholder in Belgium, as well as Latin American and Caribbean states to develop and endorse political declaration on explosive weapons.

Your main responsibilities are:

  • Support elaboration and publication of evidence (factsheets, briefing papers, case studies, reports…) on arm related topics with a focus on the above mentioned issues
  • Prepare and facilitate meetings with decision makers in charge of disarmament issues
  • Coordinate communication with Latin American and Caribbean states, mobilize them and keep them informed about the latest political developments and opportunities on EWIPA
  • Coordinate activities related to parliamentarian campaign, specifically in Belgium and Luxembourg
  • Investigate different opportunities within EU bodies for endorsement and universalization of the future EWIPA political declaration
  • Liaise with the EU Parliament and propose different parliamentarian activities to mobilize parliamentarians on humanitarian impact of EWIPA and protection of civilians
  • With the support of Disarmament and Protection of Civilians Advocacy Manager, create and maintain a strong networks of political stakeholders at EU level and work with partner organizations
  • With the support of Policy Lead on Arm Violence Reduction and Disarmament and Protection of Civilians Advocacy manager, act as a focal point on VA advocacy at global level
  • Assist in liaising with HI programs, supporting data collection and national events to ensure universalization and implementation on Anti-Personnel Mine Ban Treaty and Cluster Munitions Conventions
  • Assist in the organization of side events at international conferences and meetings to share best practices and lessons learned.
  • Assist with travel and other disarmament related conference logistics
  • Assist with internal and external communication
  • Provide support to internal processes, such as 3-year action plans, strategic reviews, etc.
  • Prepare and disseminate documents internally and externally
  • Ensure watch and monitoring of arms related issues (campaigns, other NGOs, media, States position etc.)
  • Provide support to fundraising opportunities in writing proposals and donor report
  • Follow-up on arms advocacy budget

Formation

  • Vous avez un bachelier ou un master en comptabilité, business administration, finance, sciences économiques, commerce, gestion de projet ou équivalent par expérience.

Connaissance et expérience

Votre rôle en tant que Programme Finance Controller

En tant que Programme Finance Controller, vous serez responsable de la gestion financière de projets contribuant à la stratégie de programmes internationaux de Plan International Belgique.

  • Vous faites partie d’une unité très dynamique et performante, la Programme Finance and Compliance Unit
  • Votre rôle sera de soutenir les responsables de programmes internationaux dans le suivi financier et le contrôle financier d’un portefeuille de projets de Plan International Belgique

Required Educational/professional qualifications:

 

  • Minimum 3 years relevant professional experience, preferably in communications, journalism/press or media relations;
  • University degree or equivalent qualification preferably in communications, journalism or public relations;
  • Working knowledge of EU institutions and processes, and in particular of climate, energy and environment policy;
  • Excellent level of written and spoken English; additional EU languages considered an asset.
  • Experience of working with NGO’s and in the climate and energy fields are considered as important assets.

Experience, skills and abilities

  • Experience writing, editing and proofreading in English, with a proven ability to manage the production of various types of high quality print and digital media products;

CAN Europe, Europe's largest coalition working on climate and energy issues, is currently seeking at least two      experienced and dynamic Communication Coordinators to join our team.  This position will offer the successful candidate an opportunity to be at the center of the largest movement for global change that will affect people and the planet for centuries to come.

The communication coordinator will be a part of CAN Europe’s communications team, and should be experienced in developing communications strategies, narratives and key messages for advocacy and campaign work, and content creation for the communications products. 

Main duties will include:

 

  • Responsible for external communications;
  • Writing, editing and dissemination of press releases and other documents, responding to media enquiries;
  • Organising production and editing of paper and digital publications; liaising with policy officers to generate online web articles;
  • Manage content and updates to the website ( www.caneurope.org );
  • Maintain a contact databases of experts and journalists;
  • Descriptive reporting to funding organisations;
  • Develop/liaise and maintain contacts with the media 

 

The location of this position is flexible, and remuneration will be defined accordingly. If the position would be based in our headquarters in Brussels, a Belgian open-ended contract could      be provided with a projected salary between 2940      and 4080 Euro gross/month depending on the years of relevant experience (from 0 to 20 years) and subject to Belgian taxes. Depending on the location of the position, a self-employment contract could be more appropriate.

Campaign Officer (Climate & Trade)

Climate Action Network (CAN) Europe is Europe's largest coalition working on climate change. We are currently seeking a motivated and talented campaigner and communicator to join our trade and investment policy team (full time or at least 60%), either working in Brussels or remotely.

The successful candidate will in particular support our campaign to end the Energy Charter Treaty, an investment agreement from the 1990s, which allows fossil fuel firms to sue states for climate policies. The campaign has gained considerable momentum in the past year. Can you help us expose and end this little known anti-climate agreement?

Your tasks:

  • External communications: You ensure that our activities are noted in traditional and social media. You also write articles for our blog and website and reach out to external stakeholders.
  • Campaigning and networking: You look ahead at upcoming moments and figure out how to make best use them to reach our campaign objectives. You maintain and grow our campaign network with a view to integrate new partners and keep existing ones involved.
  • Internal communications: You keep our wide network of campaign partners and member organisations informed about upcoming campaign moments and ensure they have all the tools at hand they need to maximize our impact.

The location of this position is flexible (within the EU and UK), and remuneration will be defined accordingly. The consultant should possess relevant experience in undertaking a task of similar nature and magnitude, and shall have the following qualifications and experience:

  • Advanced university degree in social sciences, or public health;
  • At least 5 years of health communication experience;

CONTEXT OF THE CONSULTANCY

Acknowledging the burden of preventable Non-Communicable Diseases (NCDs) in Low and Middle Income Countries (LMICs), the importance of non-pharmacological measures against the ongoing pandemic of SARS-CoV2, the role of social norms in shaping access to health services, and the discrimination against persons with disabilities and persons with psychosocial disabilities, HI is actively engaged in health promotion and prevention. In this field Social Behavioral Change Communication is widely used, but often misinterpreted as simple awareness. Recently, many activities of Risk Communication and Community Engagement (RCCE) have reignited the interest in Social Behavioral Change Communication to strengthen HI capacity to provide inclusive, adapted and effective prevention interventions in LMICs and humanitarian crisis. This request for consultancy asks for exploring definition, differences, and links of SBCC and RCCE approaches.

Many HI programs on the field are including awareness activities within service delivery routine and some programs have been implemented specific prevention campaigns. However, it is likely that such programs refer to different theoretical backgrounds, heterogeneous practices, and different evaluation of impact. Moreover, despite the availability of many SBCC resources online, it could be difficult to evaluate the quality and the appropriateness of such tools.

 

OBJECTIVE OF THE CONSULTANCY

This consultancy aims to create a map of SBCC/RCCE key resources and guidelines already available a short theoretical framework, and practical guidelines with training for field staff for supporting HI programs aiming to focus on effective inclusive SBCC/RCCE approaches in LMICs and humanitarian settings. Therefore, those documents should include a conflictive-sensitive approach and, as crosscutting topics, promoting inclusion and participation.  

The focus of deliverables is intended broad and different health issues can be used as study-cases (like adoption of safe behaviors for prevention of COVID-19, promotion of vaccine acceptance, promotion of healthy lifestyles, change of social norms in Sexual and Reproductive Health, promotion of access to mental health and psychosocial services, etc.).

 

DESCRIPTION OF TASKS:

  • Conduct a mapping review (details below)
  • Facilitating a workshop with key informants among technical specialists from selected HI programs and HQ health specialists to co-create a shared vision and theoretical framework in line with HI principles, mandate, and approach;
  • Define the theoretical framework as detailed below and submitting according to the schedule;
  • Design guidelines for field programs as detailed below and submitting according to the schedule;
  • Collecting key case-studies;
  • Design the training material for field programs, based on the guidelines as detailed below and submitting according to the schedule;
  • Consulting with selected HI field operations and HI partners among Organizations of Persons with Disabilities to ensure that the approach and the material are inclusive;
  • Ensure regular coordination with the HI referent before and after working on each deliverable and on demand for technical updates;
  • Facilitate one online workshop to present the deliverables to the HI staff.

 

METHODOLOGY and TIME FRAME

This consultancy is a home-based position; however, the technical and the final workshops are preferably organized in the HI office in Brussels (Belgium) or Lyon (France)

To complete the proposed tasks, the consultancy is estimated to take up to 30 days spread over a maximum of 3 months period (starting half of September 2021) as outlined below:

  • Briefing / coordination meetings / debriefing – 2 days
  • Mapping review - 5 days
  • Technical workshop (including preparation and follow-up)  – 1 days
  • Theoretical Framework – 5 days
  • Guidelines – 10 day
  • Study-cases – 3 days
  • Training – 3 days
  • Dissemination workshop (including preparation and follow-up)  – 1 days

 

DELIVERABLES

  • Briefing and coordination meetings minutes;
  • Annotated bibliography of minimum 20 resources / maximum 30 resources, with key academic articles in English and French (full text needed) + grey literature (i.e. WHO and NGOs reports and guidelines) + websites. The goal is to  offer to readers a list of selected relevant documents indicating author/year, main findings, added value for HI RCCE activities, and other criteria to be defined;
  • Organization of internal workshop for consultation with HI technical specialists of different expertise (10 persons maximum) during a half-day workshop to inform the theoretical framework with HI values and principles, experience, and expertise;
  • Theoretical framework (maximum 20 pages) with the following structure (it could be modified in accord with the referent):
    • Definition of SBCC, its key elements, and its overall goals;
    • Main theoretical frameworks of reference (social marketing; cognitive-behavioral psychology; frame theories; etc.) and their strengths/critical implications;
    • Relevance of SBCC to health promotion and prevention and its proven effectiveness;
    • Inclusion and participation processes within SBCC;
    • Summary of and links to international standards;
    • Bibliography.

The goal is to offer a vision and a clear understanding of what SBCC is and what is not, its roots and their implication, its potential, and how SBCC could facilitate inclusion, participation, and empowerment.

  • Guidelines (maximum 20+20 pages) with the following structure (it could be modified in accord with the referent):
    • Part I: How to design a SBCC plan from designing messages in an inclusive manner, selecting the right target and channels, to monitoring and evaluate the activity;

The goal is to indicate to Head of Mission/Technical Unit Referent/Technical Advisors/Project Managers of HI programs clear goals, steps, potential barriers, risks (with potential solutions to overcome such challenges), costs and indicators of SBCC intervention within a HI program

    • Part II: How to carry out key SBCC activities  (mainly in presence as group communication or one-to-one communication within current health services), ensuring cultural adaptations, participation and empowerment of the audience. A “Do’s and Don’t” sheet in annex is required;

The goal is to offer to HI staff on the field with no technical background on SBCC a tool for design and carrying the activity.

  • Case-studies (maximum 8 pages) on 4 examples of real implementation of SBCC in LMICs in each of those areas: prevention of NCDs; prevention of COVID-19; SRHR; MHPSS.
  • Training material on PowerPoint (maximum 30 slides) with notes for facilitators on the two parts of the guidelines.

The goal is to train a HI referent on the field on basic understanding of RCCE, using this tool,  

  • Dissemination event (duration: 3 hours with Q&A). The event will be based on the PPT and it could be recorded for internal use.

 

The deliverables should be submitted in academic English. A reasonable use of figures, tables, and other graphic visualization is encouraged. All deliverables should use a Vancouver style referencing with updated links.

All deliverables should demonstrate concrete efforts to decolonizing knowledge, including critical views as well as Global South voices and sources.
