- Master’s degree in HR management or equivalent by experience
Experience
- Extensive experience in HR and administrative management
- Experience in coordination / leadership position (minimum 5 years)
- MSF experience is an asset

Deputy HR director (m/f/x) – Brussels – MSF Belgium
CONTEXT
The Operational Center of Brussels’ (OCB) Human Resources department is divided in 4 complementary Hubs: Operational HR (partner in defining and implementing workable HR solutions for operations, recruitment), People Development (development and learning solutions), HR IS (IT solutions for HR) and People deployment (administration, international mobility, staff health and reward).
Today OCB has an average of 900 FTE International Mobile Staff and 9,500 locally hired staff on the field based in 33 countries of intervention. The Brussels Office consists of 480 FTEs.
The Deputy HR Director will be in charge of the HR management of the HQ staff in Brussels and will oversee the People deployment Hub activities which includes the administration, the compensation and benefits, the international mobility and the Staff health for all categories of staff (international, locally hired and HQ staff).
RESPONSIBILITIES
- Be the final person accountable for the definition and the implementation of the HR strategy for HQ. This includes well-being at work, the new ways of working (post-covid), the out-of-Brussels HQ positions management and the rewards strategies. Develop a sustainable and people-oriented HQ-approach for the employee life cycle which includes the recruitment and L&D strategy for the HQ staff together with the relevant stakeholders.
- Develop a sustainable plan to improve internal HR processes to provide a top of the line employee HR experience.
- Together with the different teams and the People Deployment Hub Coordinator, define the vision and the strategic frame for administration, international mobility, compensation and benefits and staff health.
- Challenge the status quo and make sure that HR processes and policies are questioned with the sole purpose of making sure that HR and OCB as a whole are more successful at achieving its goals.
- In line with OCBs networked Operational Directorate strategy, focus on developing a solid strategic administrative frame for the different new locations of HQ activities (Kinshasa, Abidjan...). Work in close collaboration with in-country representatives. Closely follow evolutions and changes at international level, in other Operational Centers and Partner Sections.
- Together with the HR Director develop the OCB positioning for the Rewards Review international project.
- Coordinate the social concertation for the HQ in Brussels and represent with the Deputy General Director the Direction in the Working Council (CE) and in the Committee for the Prevention and the Protection in the Workplace (CPPT).
- Be a member of the HR Committee of the HR Department and contribute to the definition of the general HR strategy for MSF OCB.
- In terms of team management, supervise the HR HQ unit and the People deployment Hub Coordinator.
- Be responsible for defining and monitoring the budget for those areas.
- Oversee the GDPR implementation for the HR dept.
- Together with the HR director, the Deputy HR Director is in charge of implementing the HR vision and is also expected to take a leadership role in developing a culture that enables employees to perform in accordance with MSF’s objectives and OCB Management Values at HQ.
