Energy & HVAC Team Leader (m/f/x)
Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
CONTEXT
Within the frame provided by operations, Logistics provide the adequate environment of care for our beneficiaries and our team’s activities.The Logistics Department’s mission is to provide the logisticians in the project, access to resources (information, knowledge, technical support) and professional developments (learning, etc.) for them to be able to carry out their mission.
The Energy & HVAC Team Leader is part of the Log Support Unit (LSU) under the supervision of the LSU Coordinator. The LSU is part of the Logistics Department.
The Logistics Department is made up of four units:
- The Log Strategy Unit provides the medium and long-term LOG strategies and implements them within the department
- The Log Knowledge Management Unit (LKMU) makes the necessary information and knowledge available to all LOGs
- The Log Workforce Unit (LWU) prepares and trains the field LOGs so that they can be as autonomous as possible in answering to the needs of their project/mission
- The Log Support Unit (LSU) provides direct support to operations based on objective analysis of operational needs. The LSU is made up of:
- All the LogCells
- The Log department technical teams - one for each technical domain of Logistics
Each technical team includes all the specialized staff of the domain regardless of their status (Team Leader, specialists, MIOs, volunteers)
The Energy & HVAC Team is currently made up of 1 Team Leader, 2 Specialists, 2 Mobile Implementation Officers and 1 Regional HVAC Referent. The Energy & HVAC Team Leader coordinates the team.
- Indicative volume of activity (2019-2020)
- MSF internal production is approx. 20.000 KVA (+ outsourced means)
- 400 Stationary generators in operation (+ all alternative productions units) 1500 m3/year globally of fuel and amounting to 4,000 tons of CO2 per year.
- Reliable energy and HVAC sources are provided to health structures and facilities:
- Total of 42.300 m2 of facilities in use and more than 20 M€ of biomedical equipment;
- 31.315 m2 of constructions and 8M€ of biomedical equipment planned for 2020.
- Annual Energy & HVAC related budget: 20M€
- 50-70 field electricians; 45 members in the NRG/HVAC pool.
RESPONSIBILITIES
We require for this technical domain that:
- policies and strategies are developed with OCB strategic orientation and Operational prospects in mind. Strategies must also be developed /adapted across sectors / departments / sections
- foresight of the domain's evolution is available (over the period covered by the OC strategic orientations timeframe) to anticipate trends that will impact operations and our way of supporting them
- the expertise and resources for Energy & HVAC activities are sized, developed and distributed according to needs
- a strategy is built, and a transition is facilitated towards the consolidation of HVAC as an own technical family within the Log. Alignment with the medical department (IPC and Environmental Health) and partnership / mutualizing with other sections is considered in this strategy.
- the quality of the entire Energy & HVAC service is consistent with operational requirements
- solutions corresponding to operational needs are identified and the Log Community is familiar with them. Expert advice towards these solutions, at field & HQ levels is provided (via various means: debates, discussions, decision platforms)
- knowledge is shared with the log community through existing or forthcoming means such as trainings, briefings, media
As the Energy/HVAC team leader for OCB, you:
- Propose, define, discuss the necessary evolutions of the Energy & HVAC domain of MSF OCB
- Manage the HQ Energy & HVAC team (sizing, recruitments, people management and people development)
- Define the yearly plan for the domain in terms of budget and planning, considering operational intentions (ongoing and upcoming)
- Coordinate with the other members of the LSU to bring forward consistent proposals
- Contribute to the reflections and debate activities within the Log department and, where relevant, with other departments
You provide 1st (Basic) & 2nd (Complex) line support in the Energy & HVAC domain:
- Keep an overview of job requests, coordinate, prioritize the response from your team
- Ensure that the support provided by the Energy & HVAC team is capitalized and if relevant, is translated into 3rd line developments, thereby creating learning opportunities for the LOG Community
You provide 3rd line support (base of knowledge) in the Energy & HVAC domains:
- Manage the 3rd line projects portfolio (ideas, planning, budget, resources)
- Ensure that there is a knowledge management strategy to share and transfer knowledge as well as a coherent way of valuing experience and expertise of this domain within the Log Community
- Ensure development of content and delivery of training modules adapted to field realities
- Ensure contribution to the building of a network of support for the Log Community within the Energy & HVAC domain
- Ensure production of necessary technical specifications for the sourcing of items and kits
You provide HR support in the Energy & HVAC domain:
- Assist the Recruitment Unit to ensure the pool of Energy & HVAC experts is suited and sized correctly for the operational needs & intentions
- Provide guidance to the Pool Managers for the matching of specialized Energy & HVAC staff
Others:
- Liaise with other OC technical teams and working groups to share, exchange, adopt, improve existing tools
- Can be available for field deployment on technical and/or emergency assignments
CONDITIONS
- Expected starting date: end of April
- Contract type: CDI (open-ended contract), full-time
- Location: Brussels MSF HQ, rue de l’arbre Bénit 46, 1050 Brussels
- Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
