CANDIDATE PROFILE
- Skills and overall experience in the organization and management of construction works and teams.
- Skills and experiences in the design of electrical projects and in follow-up and monitoring of electrical works: e.a. ability to establish and follow the purchase of material and equipment needed for the proposed works.
- Skills and experience with cold chain and air conditioner devices.
- General technical knowledge about other technical domains (electronics, mechanical, hydraulic, construction...).
- Ability for the planning and the coordination of the works.
- Skills and experience in the training of technical staff.
- MSF experience is an asset
- Sociable, open character and mind
- Organization, rigor and discipline.
CONDITIONS
- 1 year “MIO contract” – full-time
- Field position : salary according to MSF-OCB Field salary scale
- Position based in Brussels but mainly carried out (up to 70% of the time) in the field.
- Starting mid of February 2015

Description
CONTEXT
Operational Logistics is a very specific and well-known force of MSF; the department must by all means participate in the elaboration of operational tactics from a logistical point of view and translate this into logistic scenarios.
Projects of new setup or rehabilitation of existing electrical facilities are supported by our teams and sometimes external contractors, under the supervision of the technical support units at coordination or HQ level. Specific developments and technical studies are also performed in order to support large projects which have more demanding technical needs. Mobile implementation officers (MIO) are therefore required to bring technical support to the projects where such technical activities are needed. Such a support can be given from the HQ, or directly on the mission, accorded to the situation.
Objectives of the service
- Participate to the fast deployment of electrical installations and cold chains in emergencies.
- Ensure the implementation, alone or as a team, of the electrical setup and cold chain required to satisfy the needs of an MSF project, considering the general requirements for safety and reliability, and respecting the MSF technical standards and rules.
- Offer to the local technical staff technical and methodological training as needed to ensure their proper participation to the works, and proper functioning and maintenance of the facilities after that the works have been performed.
- Give assistance to the technical support unit in all matter about energy and cold chain, including project design, research and development, follow up and supervision of specific situations and activities on the field.
Responsibilities
- The operations on the field will take place under the responsibility and the supervision of the technical and logistic coordinator of the mission.
- The technical options will be made in accordance with the provisions defined by the technical referent of the support unit of MSF-OCB, who will ensure the general technical follow-up, in collaboration with the technical and logistic coordinator of the cell and the mission.
JOB PROFILE
The MIO Energy and Cold chain :
- Supervise or perform the expertise needed to complete the state of the electrical installations and cold chains of missions MSF - OCB (hospitals and health centers, bases and residences).
- Supervise or perform the preliminary studies to assess the needs and specific requirements regarding large rehabilitation or new construction projects. (hospitals)
- Supervise or establish the technical files as needed to complete the entire and definitive conformity of the premises. (Technical studies, plans, diagrams, list of supplies, chronograms…)
- Supervise or make the urgent recommendations and carry out the work of establishing all critical interventions and rehabilitations.
- Supervise or identify the local technical resources, and organize their participation to the projects – training of the technical staff, relationships with local companies, contractors and suppliers, establishment of tenders, contracts.
- Supervise or ensure the coordination and execution of the required works, and the installation of the necessary equipment, as defined for each project.
- Supervise or improve the conditions of use of the equipment, as well as empowering the sense of responsibility of the users.
- Supervise or organize the technical services in charge of the facilities and of the electrical and cold chain equipment, (technical team, procedures for maintenance and repairs, tools, spares, accessories, workshop, technical stocks)
- Participate to the project teams in charge of technical projects on the field, and research projects at HQ level
