Description

Objective Reporting to the International Director, the position holder will lead on CBM’s global initiative in Inclusive Humanitarian Action - its planning and development, delivery, coordination, monitoring, evaluation, refinement, resourcing and promotion within the organisation and externally, and its linkages with CBM’s wider disability inclusive development work. Main tasks Strategy • Develop and oversee delivery of the initiative plan, including setting overall strategic objectives and geographic priorities • Support country planning processes and the development of emergency response contingency plans and preparedness with partner organisations • Ensure that Inclusive Emergency Response project proposals which are developed meet international humanitarian standards and quality for them to be presented to Member Associations for funding • External environment: Analyse policies, be up to date with the changing landscape of humanitarian action, identify mainstreaming opportunity and global policy development Management • Lead and manage the emergency response team at global, regional and country level for implementing the CBM emergency response initiative plan • Guide, coach and support staff in the delivery of the initiative, conduct annual key performance objectives and related annual performance appraisals • Promote the effective collaboration of initiative staff with country based staff and partners, Member Association staff and other stakeholders Programming • Ensure quality assurance of emergency response and preparedness programmes fulfil existing humanitarian standards, CBM technical requirements and disability inclusion good practices • Support the development of capacity of CBM’s existing partners in responding to emergency through the sharing of tools, guidelines and set up of contingency plans at the country level • Identify global potential partnerships with mainstream organisations and organisation of persons with disabilities to further foster inclusive humanitarian action • Support disaster/ conflict need assessments, response planning, monitoring and evaluations (at partner, country, regional, global levels) as needed • Ensure fundraising and communication material are produced according to set agreements with Member Associations Advocacy and Influencing • Engage with, support and influence alliance partners and relevant networks as identified in the initiative plan in support of initiative objectives • Engage in the development of global standards and guidelines for inclusion of persons with disabilities in humanitarian action. Rétablissement des Liens Familiaux – Volontaire – Support administratif Partout dans le monde, la Croix-Rouge engage l’efficacité de son réseau, ses infrastructures et ses moyens de communication pour protéger l’une des dimensions les plus fondamentales de l’être humain : celle des liens familiaux. Les Conventions de Genève (1949) et leurs Protocoles additionnels (1977) consacrent le principe d’intégrité familiale, le droit à la correspondance familiale et le droit des familles à connaître le sort de leurs membres. Context

According with ICT vision @ MSF Today; agile, field-inspired and user-centric we aim to drive MSF towards digitally enabled humanitarian operation

We build, implement, maintain, and continuously improve IS architecture, IT services and infrastructure that support MSF operations’ agility and efficiency. We enable new and more effective ways of working, and we enhance transversal collaboration between functional departments.

The Raison d’être of the MIO ICT is because MSF operational activities requires Telecommunication network and ICT infrastructure in order to run and coordinate operation in the field.

S/he will be able to give support to the field. S/he will be coordinated with ICT Service Desk Team Leader to improve and/or implement MSF processes, tools and techniques related. S/he will be proactive to evaluate and propose solutions in line to her/his technical domain.

The MIO ICT is part of the ICT Unit, under the functional supervision of ICT Service Desk Team Leader, who develops and validates the technical aspects related with installation, maintenance of Telecom and ICT infrastructure under the hierarchical supervision of the ICT Coordinator.

The aim of the MIO ICT is to implement or improve practices in the field for an effective and efficient management, functioning and correct use of all ICT/Telecom equipment, network and software which ensure continuity of MSF medical activities. S/he assists the setup of ICT and Telecom in starting or running mission in terms of Human Resources, Technical Workshop and training according to MSF framework.

Technical support

 

  • To support the ICT/Telecom field officer on ICT/Telecom equipment installation and maintenance.
  • To support the ICT/Telecom field officer on functional evaluation of ICT/Telecom setup as well as in proposing new solutions.
  • To support the ICT/Telecom field officer to increase the abilities and capacities of the ICT/Telecom field.
  • To improve and/or implement in the field MSF protocols, tools and techniques related to ICT/Telecom equipment.

Description

CONTEXT

The Log department is opening a position for a MIO Mobility, who has interest in operational challenges and tactics.

According with Log vision @ MSF Today, the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfilment of basic logistic needs, logistics is a solution-driven and innovative force that helps to build and realize operational projects.

The MIO Mobility contributes to the development and support the implementation of Mobility Strategies & Transport policies in all MSF projects.

His/her technical support to operations is done for the benefit of and in close collaboration with the Logistics Operations, through his coordinator.

S/he reports functionally and regularly to the MSF-OCB Mobility Referent on the progress of the projects within his/her domain and supervised hierarchically by Back Office Coordinator.

His/her working time ratio is 70% on the field and 30% in headquarter. During field missions his/her working relations fall under the mission management.

Mobility integrates in its scope vehicle fleet, all motorized equipment such generator, motorbike, motor pump, out-board engine, etc, and access/accessibility.

Mobility concerns all services linked to the fleet from selection, start up, usage, maintenance, monitoring and renewal. It has to answer the following six priorities:

  • Mobility response adapted to Log Scenario linked to the MSF operations by ensuring Access to the beneficiaries and accessibility to MSF structures
  • Security of people
  • Security of goods

JOB PROFILE

At priority level, s/he provides 1st line support and specialized Help Desk

  • S/he supports Logcos, workshop managers and mechanics during her/his field visits, by training, coaching, collaboration and direct implementation.
  • S/he vouches for the appropriation of the standard items used during OCB's activities:
  1. Items – modules and kits (ex: vehicles, maintenance kit, etc.)
  2. Reference documents (ex: transport guidelines, driving policy, spare parts catalogues, logbook etc.);
  3. Management tools (spread sheet aiming to help to order spare parts, table with the follow-up of the consumptions, job-card, etc.).
  • S/he supports the implementation of defined policies and strategies.

Provides 2nd line support in specialized mobility domain

  • S/he defines, plans and executes mobility, workshop, fleet management complex projects.

Management of the information

Description

CONTEXT

 

The Medical officer ensures the medical quality of the projects as per the Decision making process document. It is a critical position to ensure a strong overview and support in the preparation and implementation of projects.

This position is not tied to any specific context. Countries are indicative, as a re-shuffling of the portfolio within the operations department occurs on a regular basis.

Cell 2’s portfolio combines the migration projects in Greece and Serbia Egypt, Italy (included Mediterranean search and rescue activities) and Mauritania.

MSF OCB currently manages several migration related operations (primary health care, mental health, chronic diseases, psychological first aid (PFA), rehabilitation care for victims of torture and other forms of ill- treatment, search and rescue).

In Mauritania MSF provides a comprehensive package of care to the refugee population stranded in Mbera camp, at the frontier with Mali, and supports health centres in favour of the host population. In 2017 a second project, focused on sexual reproductive health/ neonatology care will be opened in Mauritania.

JOB PROFILE

Core function is to enhance/optimize the operational support to the field

  • Together with the medical deputy CO s/he follows up & interacts with the field on the operations according to the agreed strategies.
  • S/He provides critical information to the medical deputy CO which allows for strategic decision making with the field teams. This will be done through the reading/analysis of quarterly reports, which will be discussed together with the deputy medical CO.
  • S/He provides regular support to medical coordinators for the follow up of projects implementation; specific field visits and stays for a few weeks can be proposed to provide ad-hoc support where extra support to the medical coordinator is welcomed.
  • S/He proposes improvement of existing tools such as dashboard and internal control tool in medical programme management.
  • Within agreed plans & priorities, the medical officer will assist HR, fin, log & supply to follow up on a regular base all issues which need follow up:
    • Under supervision of deputy medical CO s/he will follow up the medical orders & forecasts & approve within agreed frame; S/He will liaise on request with Supply Officer.
    • Regular follow up of HR needs and matchings with HRO;
    • Explanation of changes in operational implementation to Fin Cell in order to improve her budget management follow up;
    • Follow up with log cell on the proposed tactics/infrastructures.
  • S/He engages in the medical support to the occasional emergency responses in our fields.
  • S/He provides First line-follow up of specific technical files to be defined according to specific experience in accordance with the deputy Co.
  • Revision and validation of staff health policies: expat and national with deputy Co.
  • Replaces the deputy CO in medical meetings, when absent.  Assists to Medical Department Meetings, when occurring.
  • Field visits will be shared between the Medical Officer & the deputy CO.

Description

BACKGROUND

 

The Finance Officer is part of the Operations’ Cell. The FinOff is accountable for the finance of the missions in his/her portfolio. The FinOff controls, supports and coaches the financial coordinators of the missions in his her portfolio. He/She ensures that Management Control, Budgeting & Forecasting, internal control and financial analysis functions are accurate and performed according to standard policies and processes. He acts as referent for the Fincos and as such, contributes to the objective of ensuring an optimal use of resources.

This position is not tied to any specific context. Countries are indicative, as a re-shuffling of the portfolio within the operations department occurs on a regular basis.

The Finoffs reports both to the Coordinator of Operations (line manager) and Operational Finance Coordinator (functional manager).

Presently, in the portfolio of programmes of cell 6 are the operations of MSF in Lebanon, Syria and Turkey

JOB PROFILE

 

  • Ensures that the financial means, policies and guidelines are relevant and appropriate and that are well managed in the missions.
  • In collaboration with his/her Cell’s members, coordinates, centralizes and supports the mission budget process and ensures consistency of budget with plan of action, ensures set-up and means are relevant and appropriate.

Context

A motion was voted at the OCB Gathering June 2015, stating that “there is an urgent need to formalize, accredit and further develop medical and para-medical training and education in MSF for all staff, with a strong focus on national staff capacity.”

The role of the Medical Academy MIO MSF Experienced Medical Doctor for Clinicians (nurses and Medical Doctor) in the broader set up of the MSF Medical Academy is to support the MSF Medical Advisor in the practical implementation of the motion stated above. So your role will be to implement, monitor and evaluate impact of the MSF Medical academy educational programs

You will work in tandem with an experienced MSF Medical Doctor. This person will go through the whole process described below together with you and won’t necessarily have an academic background in professional teaching. So it will be for you to support him/her to get familiarized with specificities of a Mentor /lector.  It will be for the experienced MSF Medical Doctor to support you to get acquainted with the MSF specificities of OPD consultations and IPD ward rounds.

By doing so we want to create in house expertise in professional clinician mentorship and to create a comfortable and challenging working atmosphere that allows both parties to learn from each other and stay for a longer period on board with us in this project.  

Teamwork with:

  • Academic team from nursing school institutions.
  • Field team in the project (national and international staff).
  • Technical advisors in the medical department.
  • Learning and development unit.

Job Profile

In the preparation phase of pilot project in Belgium

 Preparation of the paramedical and medical staff evaluation system

  • Develop the practical skills test for the paramedical and medical staff (scoring system based on Standard Operating Procedure applied during OPD consultations and IPD ward rounds).
  • Develop the theoretical test for the paramedical and medical staff (focusing on general knowledge on how to structure consultations, guiding principles in making appropriate diagnoses, patient safety, signs of severity, complex patient management, etc.)
  • Develop the Attitude and behavioral test for the paramedical medical clinicians.
  • Preparation of the practical aspects of the evaluation system and transcribe the results into an objective measurable scoring system.

Curriculum level

  • To compose the different thematic/content of the different curricula of Continuous Medical Development courses for the different level of clinicians (Medical Doctors and nurse clinicians).
  • To compose the different content of the courses for the different level of clinicians responsible for inpatient care (Medical doctors and Clinical officers).
  • To develop learning methods for academic classes and practical classes (skills lab), identify the materials needed, work out a time frame for the learning program, etc.

At the start of the pilot project on field level: Gap analysis/ O scoring of national paramedical staff

  • Practical set up of the test on field level (organizing material, equipment, and mannequin in the skills lab, observations during the OPD consultations and observations made during ward rounds).
  • Actual evaluation of nurse clinicians, Medical Doctors and Clinical Officers on project level (practical skills, theoretic knowledge and behavioral attitude aspects).
  • Analyze results and report outcomes                                                                                                                               

At the development phase of an individual tailored learning program  

Based on the results of the evaluation system

  • Development of a training strategy that is most adapted to have impact on quality of care in of the OPD consultation and IPD ward rounds.  
  • Work out a pedagogical methodology that takes in consideration the actual qualifications of the student (create a tailored learning path). Can be short courses, workshop on a specific subject, etc.
  • Develop a time frame for implementation and evaluation.
  • Fine tune and adapt where needed the content of the different thematic modules.
  • In development with the international field staff fine tune and adapt the content of different thematic modules.
  • In collaboration with the different advisors in the medical department integrate curriculum content (  look into the content of existing short courses developed by the different medical referents)
  • Look into the possibility to find facilitators who can support you facilitating certain modules. Those facilitators can come from the MSF academy existing network in the African continent and the medical advisors in the medical department.

At the implementation phase of the individualized training program  

  • Organize academic classes and lector.
  • Organize the practicalities of the interventions done by other facilitators who will help to facilitate certain modules.
  • Organize sufficient clinical contact hours with the students and mentor. 
  • Organize regular written and practical exams.
  • Collect, analyze and report obtained data on regular basis.
  • Adapt where needed the educational program

At the evaluation phase of the pilot program

  • Repeat the evaluation process in collaboration with the academic partners to measure difference between before and after (practical skills, theoretical knowledge, attitude and behavior).
  • Compile the data and produce a final report with results, conclusions and recommendations.
  • Repeat scoring on regular basis to follow up impact.
  • To propose subjects for operational research.

Context

The LOG department opens a position for a Tactician, interest in operational challenges and tactical aspects of the LOG function. Her/his vision as Fieldco/HoM or Emergency coordinator is an important aspect of the profile.

According to the Log vision @ MSF Today Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfillment of basic LOG needs, LOGs is a solution-driven and innovative force that helps to build and realize operational projects.

Purpose

Contribute to build the tactical capacity within the LOG Community.

Provide expertise on a portfolio of LOG scenarios assigned as per the Tactical Team’s Yalta, currently:

  • Medical activities in Emergencies: Deployment and support of first aid and primary needs activities with an imposed limited timeframe for implementation
  • Distributions: Deployment and support of activities aiming at immunization (preventive and curative), water access, shelter items and/or NFI distribution (protection, primary needs) for population coverage within a predefined execution timeframe.

Mission

  • Contribute to the development of the tactical 3rd line support and to the generic tactical base of knowledge (so called pathway project).
  • Develop specific documentation, tools and trainings for his/her scenario portfolio.
  • Support the enlarged Front Office team (LOGCo and LOGCells) to determine and unfold their tactics (2nd Line support) by means of sparring, collaboration or delegation in agreement with FO.
  • Contribute to the creation of a Tactical network of expertise within the LOG Community.

Nature of the function

Le Back Office du département LOG au sein des Médecins sans frontières ouvre une position d’Innovation Officer avec un profil de business développement dans le domaine technique.

Cette fonction comporte des responsabilités très diverses et de nombreux défis. Basé à Bruxelles, ce poste a pour objectif d’accroître un réseau externe reliant la communauté LOG de MSF à d’autres organisations, entreprises et environnements académiques. Le but est de renforcer la capacité à développer des projets ad hoc avec les membres de la communauté. Ceci devrait permettre à la communauté de développer les concepts, les solutions, les processus, les nouveaux modes d’organisation et les produits pour mieux répondre aux besoins opérationnels d’aujourd’hui et anticiper ceux de futur.

L’Innovation Officer travaille dans un environnement matriciel, au sein du Back Office du département LOG. En lien avec les équipes techniques et tactiques il est à l’écoute des besoins et travaille avec la communauté LOG de MSF.

Au-delà de la simple intendance, la LOG de Médecins Sans Frontières Belgique apporte des solutions et des innovations qui permettent de réaliser des projets opérationnels.
