Project Co-Manager and Advisor on NRM/LED - TANZANIA

 

For the project “Natural Resource Management for Local Economic Development in Kigoma Region”

 

Ref.: TAN/13/029-1B

 

 

Location: Kigoma, Tanzania. The Technical Assistant will be based in the Regional Secretariat of the Kigoma region.

Duration of the contract: 32 months

Probable starting date: January 2017

Monthly salary package: between 5.633,37 euros and 7.980,52 euros (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

 

 

Project:

 

This project is part of the Indicative Development Cooperation Programme (IDCP) between Belgium and Tanzania signed on 26th October 2009. Under this Programme Natural Resource Management (NRM) is one of the focus sectors for the Belgian Cooperation. 

Within the recent policy framework, the Ministry of Natural Resources and Tourism (MNRT) requested the support of a project for the development of a coherent bottom-up approach for decentralized NRM for LED to be executed in Kigoma region.

The specific objective of the project is “An improved enabling environment and strengthened capacities for sustainable management of Natural Resources linked to an equitable Local Economic Development result in increased benefits for the communities of selected landscapes in Kigoma Region”.

The direct beneficiaries of the project are the local users of Natural Resources organized in Community Based Organizations, Local, and Regional Government Authorities, non-state service providers and the private sector for those who associate themselves with the project implementation through partnerships in order to improve the management of Natural Resources in interaction with community partners.

 

 

Function:

 

Under the BTC Resident Representative, the International Technical Assistant will represent BTC in the co-management of the project. He will advise and assist the National Project Manager with technical and strategic guidance. In addition, the Project Co-Manager is supervising, coordinating and guiding the staff of the Project Implementation Unit (PIU) and the work executed through contracted service providers or in partnership with other partners. This in cooperation with the partner structure as agreed in the project technical and financial file (TFF).

 

Main duties and responsibilities:

 

  • Represent BTC in relation to project planning, implementation, monitoring and reporting;
  • Ensure, with the support of the International Finance Advisor (based in Kigoma), proper financial management and execution of the project as described in the TFF including the monitoring of expenditures and use of BTC contribution and assets;
  • Ensure the implementation of a M&E system which is oriented toward achieving results and supports strategic and operational management, evidence based learning  and accountability for the results achieved;
  • In collaboration with the National Project Manager, give guidance to the National Technical Advisors of the PIU and those in charge of assisting the District Facilitation Teams for the project implementation;
  • In collaboration with the National Project Manager, plan and coordinate the intervention with development partners, develop ToR, tender documents and openly advertise and evaluate proposals for Service Provider contracts, and monitor the contract performance;
  • Liaise with other relevant regional or national institutions for sharing of information, experiences and lessons learned;
  • Ensure that capacity assessments are undertaken and that adequate training programs and skill development are put into place for PIU, Local Government Authorities,  NGO’s and implementation partners;
  • Make sure the crosscutting themes of the Belgian Cooperation are taken into account as described in the TFF, with special attention for gender and aids & HIV;
  • In collaboration with the National Project Manager, ensure that annual and periodical consolidated budgets, work plans and reports are produced and submitted in time to the Joint Local Partner Committee (JLPC), Government of Tanzania (through MNRT) and BTC-Brussels (through the BTC Resident Representative);
  • In collaboration with the National Project Manager, serve as secretary to the JLPC meetings;
  • Any other function related to the project that may arise.

 

 

Profile:

 

Diploma:

  • Master Degree in Natural Resources Management, Agronomy, Economics, Environmental science and related fields;

Experience:

  • A minimum of 10 years relevant professional experience, of which at least 5 years with Community Based Natural Resource Management (CBNRM) and/or, landscape  approach related to Local Economic Development ;
  • A minimum of 7 years professional experience as a project manager and team leader of multidisciplinary teams;
  • Proven experience with financial management of donor funded projects;
  • Proven expertise in the development,  implementation and monitoring of projects on NRM and LED, preferably in East Africa;
  • Knowledge of and experience with the governance dimension of decentralization of natural resource management;
  • Proven expertise in institutional strengthening and capacity building of related stakeholders (State & Non-state actors)
  • Proven experience with deriving sustainable economic benefits from natural resources
  • Experience in participatory and multi-stakeholder processes;
  • Experience with Land Use Planning would be an additional asset;
  • Experience with an important gender component will be an asset;

 

Competencies:

 

  • An excellent and inspiring team manager;
  • A good communicator, skilled in capacity assessment and capacity development and in facilitating multi-stakeholder processes and team working;
  • Positive and open attitude towards gender issues
  • Excellent oral and written communication skills in English, knowledge of Swahili would be an asset;
  • Knowledge of MS Windows, Word, Excel and PowerPoint.  Demonstrated experience with GIS software would be a definite advantage.
  • Willing and able to be based permanently in Kigoma, travel extensively with extended stays in remote and rural locations.

Agricultural engineer, agronomist, agriculture technician or similar training.

Description

This person will be responsible for:

• Providing technical support in the selection of agricultural production systems most appropriate for development of subsistence farming at Sanganigwa, both for internal use and sale;

• Assisting in growing horticultural crops with specific attention to methods with low negative environmental impacts and due attention to crop rotation, soil erosion and soil fertility.

 •  Provide technical support and ensure use of natural pesticides for bio cultivations and for mosquito control (malaria repellents).

 •  Liaising with the Sanganigwa Coordinator and JGI-Italy to analyze financial and economic considerations and management and monitoring aspects.

 • Coordinating with members of the local Institutions departments for the optimum development of the orphanage agro forestry potential and interventions for soil erosion control.  

•   Taking the initiative of exploring work and research synergies as applicable.

Project:

 

Agriculture is the main economic activity in Kigoma Region and employing over 70% of the population of the region, dominated by small-scale farmers, especially women. The major crops are maize, beans, cassava, rice, bananas, oil palm, coffee, tobacco and various fruits and vegetables. Recently sunflower has been introduced in the region. The agriculture in the Kigoma region is characterized by low crop production and productivity, poor service delivery, lack of farmers ‘organisation, poor market access, weak linkages between actors and the lack of active search for supporting each other and achieving a win-win collaboration.

Agriculture is one of the two priority sectors in the current Development Cooperation Programme (2014 –2015) between the Government of Tanzania and the Kingdom of Belgium. Within this framework the Ministry of Agriculture Food Security and Cooperatives requested the support for a project on sustainable agriculture in Kigoma region. The identification form indicated that the project should contribute to achieving the Millennium Development Goals and Gender Equality & Empowerment. The project should be also in line with and support the Agriculture Sector Development Strategy (ASDS).

The second ASDS (2013/14 –2020/21) includes the development of key commodity value chains and indicates the importance of enhancing market efficiency. Strengthening public and private partnerships for improving agricultural support services is also one of its strategic priorities.

This project aims to support agricultural development in Kigoma through a pro-poor value chain approach.

The overall objective is: local economic development and wellbeing of smallholders is improved in Kigoma region through sustainable agriculture development.

The specific objective is: smallholders’ income is increased and diversified in Kigoma region, especially for women, through pro-poor value chains development.

The specific object is to be reached through achieving the following five complementary results:

 R1: Value chains management and coordination mechanisms are installed and steer cassava and beans value chain development.

 R2: Sound financial mechanisms are developed and financial organisations are strengthened to support value chains development.

 R3: Public and private chain supporters provide effective services to value chains actors.

 R4: Stronger position of smallholders in the value chain through improved integration and empowerment.

 R5: Improved market access and sustainable trade.

 

The project will facilitate value chain development through organising and empowering smallholders and linking them with traders, facilitating value chain financing, strengthening value chain service provision, market intelligence and multi-stakeholder processes. Gender equity in the development of value chains will be of great importance.

The value chains of cassava and beans show the highest potential for pro-poor value chain development if one looks at the market potential, the potential for the promotion of gender equity and women empowerment, the contribution to household food security, the income potential and the overall outreach of the chain in Kigoma. Therefore these two value chains are selected as priority chains for the start of the project. Indirectly other value chains will also benefit from the project. The five results will address the three complementary levels of value chain actors, value chain supporters and value chain environment.

The direct beneficiaries of the project are the smallholders, especially women and other chain actors of the cassava and beans value chains. Secondary beneficiaries will be the local chain supporters, including the Region and the Districts.

The project has the following guiding principles for its strategy: (i) promoting sustainable agriculture and strengthening empowerment of farmers ‘organisations through Farmer Field Schools; (ii) a market driven pro-poor value chains development; (iii) facilitating finance of VCD from the start onwards, (iv) promoting gender equity and empowering women; (v) strengthening farmers’ organisations; (vi) promoting sustainable business models and applying business principles. Special attention will be paid to the promotion of an active role of young actors in the VCD and the inclusion of people living with HIV and AIDS (PLHIV).

Promoting multi-stakeholder processes and the participation of the private sector and civil society in the implementation of activities is embraced in the strategy of the project.

The execution period is 60 months, of which 9 months will be for the baseline/inception phase. The Belgian contribution for this project is 8M€ complemented with a Tanzanian contribution of € 800,000. The management of the Belgian contribution is done under the BTC direct management mode as the Tanzanian Treasure does not allow to open project accounts in co-management at regional and district level.

Institutionally the project will be anchored in the Regional Secretariat of the Kigoma Region as a specific project implementation unit (PIU) under the Regional Administrative Secretariat (RAS). The Joint Local Partnership Committee (JLPC) will function as the Project Steering Committee under the Chairmanship of the RAS with further representatives of MAFC, PMO-RALG, Ministry of Finance and BTC Representation.

 

 

 

 

 

Function:

 

Objectives:

 

The Project Manager supervises, coordinates and guides the Project Implementation Unit (PIU) and work executed through contracted service providers. Jointly with the Project Coordinator (PC) and the Project Manager you will be  responsible for the coordination and outcome of the project.

You will have the task of contributing to the attainment of the specific objective of the service being provided, as stipulated by the project documents.

 

The international Project Manager & Advisor on Value Chain Development reports to the BTC Resident Representative.

 

Your responsibilities:

 

Management responsibilities:

  • Planning and reporting:

-          Ensure proper planning of the project in order that the activities are planned and executed in accordance with the Technical and Financial File (TFF).

-          Ensure the elaboration of annual work plans and budgets, and ensure that annual and semi-annual consolidated budgets, work plans and reports are produced and submitted in time to the Steering Committee, the Government of Tanzania  and BTC-Brussels.

-          In collaboration with the Project Coordinator, plan and coordinate the intervention with development partners, develop Terms of Reference, tender documents and openly advertise and evaluate proposals for Service Provider contracts. You will also monitor contract performance and quality and supervise the grant contracts with the project’s Implementation Partners.

-          Act as  the secretary for the JLPC meetings, in collaboration with the Project Coordinator.

  • Implementation and monitoring:

-          Ensure  the proper implementation of the project by ensuring  that the activities are executed in accordance with the TFF, approved annual work plans and budgets.

-          Rather than only monitoring you will ensure the implementation of an M&E evidence-based learning framework and process, which is oriented toward achieving results.

  • Human and resource management:

-          You will be responsible for the proper financial management of the project. You will monitor expenditures and use of BTC contribution and assets in line with the Project Implementation Manual and ensure the execution of the management and finance duties as described in the TFF.

-          You will give, in collaboration with the Project Coordinator, guidance to the International and National Technical Advisors in charge of assisting the District Focal Point and District Facilitation Team at their level, assisting to maintain quality, in consolidating their work plans, budgets and reporting as per Administrative and Finance Manual.

-          You guarantee the coordination and supervision of BTC employed staff of the PIU at district level.

-          Ensure that capacity assessments are undertaken and training programmes and skill development are put into place for both PIU, Focal Government Authorities LGA, NGOs and private sector partners.

 

Technical Responsibilities

  • Make sure that the crosscutting themes of the Belgian Development Cooperation are taken into account as described in the TFF, with special attention for gender and sustainable agriculture.
  • Supervise strategic studies that will guide the project orientation: market researches, value chains mapping/assessment, value chain finance study. At the same time  ensure that the TOR are sufficiently qualitative, supervise the selection process, organise orientation meetings with the consultant, follow up the work and participate in key steps (workshops), check quality of the recommendations.
  •  Ensure, in collaboration with the PC, the coherence between the value chain development strategies and plans (elaborated by the platforms) and those of region and Districts. Articulate the value chain approach as well as the local economic development approach.
  •  At the same time, ensure  the coherence of the methodologies implemented by the project: value chain platforms to improve governance, value chain finance, direct support to chain actors.

 

 

 

Profile:

 

  • You have a Master’s degree in Agricultural Economics or related field.
  • A minimum of 15 years professional experience, of which at least 5 years with Value Chain Development are indispensable.
  • As well as a minimum of 8 years of professional experience as a project manager, team leader and/or coordinator.
  • Proven technical expertise in the following fields:

-          Value Chain Development and value chain finance: market driven and pro-poor value chain approaches to increase producers income; value chains development by using the interlinked services of value chain financing, group strengthening, strengthening value chain service providers, market intelligence and multi-stakeholder processes.

-          Value chain finance and working with MFIs.

-          Theory of Change approach and Result Oriented Management.

-          Local Economic Development (LED) and working with local government authorities, including institutional strengthening and capacity building at local government level and of institutions linked agricultural service provision.

-          Working with and coordinating, public and private sector stakeholders to develop partnerships and multi-stakeholders processes.

-          Proven experience with financial management of donor funded projects. Experienced in co-management, in managing accounts, preparing reports, work plans and budgets, and reporting to Steering Committees.

 

 

  • Behavioural skills:

-          A proven ability in managing a 6-member team.

The International Technical Advisor will pilot the strategic orientation, implementation, follow-up and communication of the programme and on all other aspects related to the support towards sustainable market access, value addition to the products cassava and beans and capacity building in marketing & business management.

The International Technical Advisor on Strategic Marketing reports to the Project Manager and works in close collaboration with the national Technical Advisor in charge of business development.

Responsibilities:

 

  • You will provide methodological guidance and strategic orientation on marketing and value chain development:
    • Define the content (Terms of Reference) of needed market researches and consumer surveys and of the value chains mapping and assessment. As well as identifying and choosing the service providers.
    •  Translate the results of market researches and value chains mapping into value addition opportunities. You will be responsible for a thorough analysis and feasibility for the different categories of the Kigoma smallholders.
    • Assure that the marketing strategy is coherent with the upgrading strategy for the different value chains. As well as the development of a strategic positioning and marketing strategy for both value chains of Kigoma region. You will provide the support for the value chain platforms (methodological support, advice/backstopping, technical inputs…).
    • Orient the development of the ‘Farmer Business Schools’ concept and its integration in the Farmers Field School (FFS) concept and implementation in the field in coordination with the National Technical Advisor (NTA) for FFS and District Focal Point. Identify the required capacity building and formulate a plan of implementation and monitor this.
    • You will build the capacity of the Project Implementation Unit staff, service providers and chain actors, and will guaranty the follow-up and backstopping of staffs:
      • Accompany and orientate the work of the national commercial technical assistant.
      • Contribute to the content of the assessment of value chain actors/beneficiaries of the programme, monitor the results and translate them into training/coaching needs, planning and deliver products responding to the needs of targeted markets and eventual new market opportunities.
      • In collaboration with the NTA, assess capabilities of local NGOs and service providers in marketing and business management and translate the result into training/coaching needs.
      • Strengthen capacities of trade officers at the districts and the regional office and local NGOs in marketing aspects.
      • Assess, choose and supervise service providers in empowerment-driven marketing & business management and market linkage facilitation.

 

  • You will provide hands-on support on value chain development:
    • Provide operational marketing advice and hands-on support to key beneficiaries in analysing the best fitting opportunities to increase their income, to develop their marketing strategies and business plans and eventual profitability studies. 
    • Assist the public authorities in developing a market data/information transfer-system to smallholders.

Profile:

 

  • A Master degree of a higher Business School and/or Master in business administration, management sciences, strategic marketing.
  • You have at least 5 years of practical experience in strategic and operational marketing in the private sector, in businesses commercialising food products and/or FMCG.
  • You have at least 5 years of experience with a development project, preferably in Sub-Saharan Africa.
  • You can prove relevant experience in:

-          working with smallholder farmers and farmers’ organisations, big and small chain actors (processors, traders, brokers…) in developing countries.

-          value chain analysis, chain mapping, market survey.

  • Experience in sales/account management and knowledge of the concepts of fair and sustainable trade are assets.
  • You are Gender sensitive.
  • You are very motivated for development cooperation.
  • You are fluent in English, knowledge of Swahili would be an asset.
  • A strong team player.
  • You are a skilled manager of multicultural teams.
  • You are ready to work in the field and ready for travelling within the Kigoma region and abroad in Tanzania and neighbouring countries, at least 25% of your time.

ORGANISATION
In Africa, millions of people survive by their livestock. yet veterinary care is often insufficiently available. When farmers lose their herds to disease, drought or conflict, they lose everything: their pride, their culture, their savings and their livelihood. By helping to care for livestock and improve production, the NGO Vétérinaires Sans Frontières Belgium supports local populations in their struggle against hunger and poverty.   In the Great Lakes region, our programs focus on livestock dependent communities in Burundi, DR Congo, Kenya, Rwanda, Uganda and Tanzania.

 

PROJECT

The Maisha Bora Belgium Food Security Project is a 5 year project (2015-2019) in both Longido (Arusha region) and Simajiro districts (Manyara region) of Tanzania. It is to be financed by the Belgian Fund for Food Security.

 

The program is multi-sector approach with five partners (4 Belgium and UN WFP) designed to deliver three strategic outcomes and one supporting outcome.  VSF Belgium will contribute to the livestock and development of livestock resources, while Ile De Paix will support development of water as a resource, TRIAS will facilitate the income diversification, and WFP will contribute to the Nutrition component. The Belgian Technical Cooperation will coordinate the program.

 

The project’s specific objective for VSF-Belgium will aim at households having their livestock livelihoods secured and benefiting more from livestock products. Two sub results are (1) equitable access and sustainable use of livestock resources securing a progressive form of pastoralism and (2) improved productivity and quality of animals and the safety of their products.

 

VSF-Belgium will implement the project in partnership with the local organization UCRT (Ujamaa Community Resource Team; www.ujamaa-crt.org).

 

 

THE ROLE

The Programme Manager manages the Maisha Bora Project in partnership with UCRT.  He/she reports to the Regional Director for the Great Lakes Region.

           

RESPONSIBILITIES

 

   Manage the Maisha Bora Project, in partnership with UCRT,  in accordance with VSF’s strategies and approaches (i.a. partnership approach, and in close cooperation with the 4 other partners of the Maisha Bora program

 

   Ensure that methodological and technical support to the project is given, that a monitoring and evaluation process is put in place and that knowledge/expertise is captured within the project and shared with teams in the country/region

 

   Contribute to securing the co-financing funds for the program, taking into account global needs of VSF-Belgium for co-financing

 

   Contribute to the development of the country/regional strategy of VSF-Belgium

 

   Represent and promote VSF-B in the country
