Profil
• University degree in Disaster Management or Development Studies, Social Sciences, International Relations or equivalent working experience • Minimum 5 years of experience in humanitarian aid and/or development work in multi-cluster INGOs in the field • Experience in working in unstable environments • Experience and knowledge of emergency project management (incl. security and logistics as well as HR and finance related issues) • Experience in child protection in emergencies and/or pedagogical background is an asset • Strong interpersonal and organizational skills • Solution-oriented and structured way of working • Ability and willingness to work in an intercultural team environment • Excellent English and French language skills verbal and in written is essential; proficiency in Arabic is an asset • Advanced knowledge of MS Office (Excel, PowerPoint, etc.) • High level of flexibility and mobility
Description
For our Emergency programmes we are seeking a committed Flying Emergency Advisor (f/m) Reporting to: International Director GER & Managing Director Luxembourg Location: Flying position – location based on current needs in MENA region - focus on Syria, Iraq and Lebanon Contract: Employment contract Start of contract: 01.08.2017 with the duration of one year (to be continued based on an evaluation during the last quarter of the contract duration) Background SOS Children's Villages International (SOS CVI) is an independent, non-governmental, non-profit and non-denominational international umbrella organisation that has been active in the field of children's rights and has committed itself to address children's needs and concerns. It is one of the oldest (since 1949) and largest organisations working with vulnerable children, which operates in 134 countries and territories around the world. In recent years SOS CVI is increasingly engaged in emergency preparedness and emergency response to meet the growing needs of the affected population and to make sure that “children are protected from abuse, neglect and exploitation and are kept safe during natural disaster and war” (SOS Children’s Villages, Who we Are). SOS Luxembourg (SOS LU) is a member of SOS CVI’s federation and contributes to the response by financing programmes in different countries of the Middle East and North Africa (MENA) region (Lebanon, Iraq and Syria). In order to support directly those programmes and increase their mutual collaboration, SOS LU and SOS CVI are looking for a Flying Emergency Advisor to support emergency response activities in the MENA region. Overall objective of the position The Flying Emergency Advisor supports and advices the emergency programmes on the ground financed by SOS Luxembourg in priority but also the other emergency programmes in the region on an ad hoc basis, in terms of assessment, implementation and monitoring so to ensure efficient and accountable in-field operations. On those tasks the Flying Advisor will report to SOS LU and communicate on emergency activities for donor and fundraising purposes. The flying position also closely cooperates with the Regional and the International Offices on tasks related to the operations and their implementation. The following task split between the different entities is planned (rough estimation)*: - 60 % in field operations - 20 % support of IO and IOR - 20 % for communication * The basic principle is that the majority of time will be invested in supporting field operations on the ground. The exact task split will be defined and adapted according to the needs. Tasks and Responsibilities: 1. Support and advice the regional office in supervising and giving hands-on support to the field teams in order to ensure efficient and accountable in-field operations in countries outlined above 2. The flying emergency advisor works closely together with the regional emergency advisors (which will be located in Lebanon and Jordan as well as the head of emergency in Casablanca) and colleagues from the global emergency department in the international office. 3. Emergency Project support (main focus on ERP Syria, ERP Lebanon and ERP Iraq – needs based): o Ensure support and advice for the emergency project coordinators with assessment activities, start-up, implementation and coordination of the emergency project based on project cycle management as well as internal and international standards. Support and advice the project coordinators with the financial management, traceable utilization of funds and transparent procurement according to internal and international standards and ensures that all reporting deadlines and donor/SOS CVI procedures are respected. o Closely monitor and evaluate the progress and the implementation of activities to ensure that objectives are achieved with particular relevance to the needs of our target group, the security situation as well as integrity and compliance. Support and advice the project coordinators in change management based on the development of the situation on the ground, the humanitarian needs and the security situation. o Ensure regular reporting to the National Directors, International Directors Region and the International Director Emergency Response on any important issues occurring in the field programmes that need high-level decision-making stakeholders involved. o Supports to define and ensure implementation of security policies and protocols to guarantee safety of staff across the emergency programmes. 4. Ensure regular reporting on emergency activities in the specified countries to SOS Luxembourg and its specialized departments (fundraising, external communication). o Supporting SOS Luxembourg in meeting donor requirements, fundraising and external communication based on the gained in-field experience. 5. Responsible for monitoring and analysing the political, humanitarian and general situation across the specific country and surrounding countries through established contacts with key persons/institutions. o Liaise and coordinate with local, national and international actors and participate in sectorial meetings, working groups and other meetings and forums as needed. 6. Ensure adherence to SOS CVI policies such as the Code of Conduct, Child Safeguarding Standards and others as well as the minimum standards of humanitarian relief (ICRC Code of Conduct, Sphere, HAP).
