Essential
- Not less than seven years’ experience, at least five of which demonstrates a continued progress of institutional fundraising for humanitarian or development programming.
- Strategic approach to partnership management, with good communication, networking and influencing skills – both written and verbal.
- Successful track record of securing multiple high-value grants from institutional donors, trusts or foundations in particular including the EC (DEVCO and ECHO) and/or USAID (OFDA, FFP), BPRM, DFID, Irish Aid, Bill and Melinda Gates Foundation and Rockefeller Foundation.
- High level of numeracy, budgeting and IT skills.
- Ability to represent GOAL with donors, other INGOs, commercial entities and other external institutions.
- Ability to work effectively with diverse groups of people, often on a remote basis.
- Ability to manage a diverse work load, work under own initiative and remain flexible to changing priorities.
- Proven analytical skills and the ability to think strategically.
- Educated to degree level
- Willingness to travel, sometimes at short notice, to GOAL’s operational locations.
Desirable
- Educated to Masters level
- Arabic, French or Spanish language skills
- Extensive overseas management experience within humanitarian and development contexts

Description
General Description of the Programme
GOAL’s Strategic Partnerships team identifies, develops and manages high value opportunities to work with others to further GOAL’s organisational objective of reducing extreme poverty and strengthening resilience. Through pro-active engagement with an array of global partners, such as donors (institutional and large foundations), international NGOs and commercial entities, the team aims to maximise GOAL’s funding diversification. The Strategic Partnerships Unit ensures responsive and transparent donor communications, fostering strong relationships at national, regional and global level. The team conducts donor mapping and funding analysis, positions for funding opportunities, supports and coordinates programme design and proposal development, and captures and shares learning.
Overview of the role
The Strategic Partnerships Coordinator acts as the relationship manager for one (or more) donors, providing support and coordination in all GOAL interactions with the relevant donor (at country, regional and global level). The Strategic Partnerships Coordinator tracks all upcoming funding opportunities, ensuring that GOAL is positioned as well as possible, negotiating GOAL’s role within consortia where appropriate. For high value and strategic calls the role oversees and is responsible for the competitiveness of GOAL’s application, including working with technical and operational colleagues on programme design and managing the proposal development process to submission. The Strategic Partnerships Coordinator ensures learning from all funding applications and related processes is documented and appropriately disseminated within GOAL.
Main responsibilities
Manage GOAL’s global strategic relationship with one (or more) donors
- Act as the GOAL focal point for the relevant donor on all communications (other than those related to specific grants handled by the Desk Officer).
- Develop relationships with key donor personnel and identify appropriate donor contacts for different issues relevant to GOAL.
- Ensure oversight and coordination on all contact with the relevant donor across GOAL, including from the Desk, Regional Directors, Country Directors, Technical Team (TT), Finance, Fundraising and Communications.
- Research, analyse and maintain regular register of donor calls for funding applications including tenders, expressions of interest and requests for proposals.
- Monitor achievement of programme objectives on high value or key strategic grants with the relevant donor, in coordination with the Desk, Regional and Country Directors and TT. Provide advice and input on reports when appropriate, ensuring any non-achievement of results is explained to the donor’s satisfaction.
- Ensure appropriate GOAL participation in donor(s) early market engagement meetings, thematic events, partners meetings and other donor fora.
- Provide analysis and briefings for Senior Management / Board members attending donor meetings.
Identify and secure funding from a range of sources
- Identify and track relevant upcoming donor funding opportunities, through desk-based research, advance intelligence gathering, partner relationships, and other available resources.
- Manage pre-call proposal preparations including: teaming, strategy development, oversight of and contribution to technical design, governance and management structure, and other relevant elements of the proposal.
- Provide advisory services across the organisation for the relevant donor(s) including on upcoming and current funding opportunities, strategy and funding trends. Provide guidance on (non-financial) policy development to ensure coherence with donor requirements.
- Lead the development of strategic or high value funding proposals including those submitted in partnership with other organisations where GOAL is either the primary applicant or a sub-grantee/contractor. Negotiate favourable and manageable role in partnership proposals.
- Work with GOAL’s in-country management teams to develop, implement and monitor action plans for new funding opportunities.
- Research and produce internal briefs on topics and issues related to new funding (e.g. donor profiles, partner organisation profiles, briefings for meetings and conferences).
- Ensure relevant internal approval processes at different levels are followed on making the decision of whether or not to pursue a business opportunity.
Strengthen GOAL capacity to work effectively with partners
- Expand the capacity of GOAL team members to participate in partnership and funding opportunities through mentoring, technical assistance visits and direct training. Support country programmes to develop partner engagement and funding strategies. Develop and deliver trainings and on-the-job tools and aids as required.
- Contribute to the continuous improvement of GOAL’s systems through helping develop better tools, systems, techniques and strategies for identifying, tracking, and pursuing new opportunities and managing institutional knowledge.
Reporting to: Strategic Partnerships Manager
Contract duration: 4 months with possibility to extend
Our package includes a competitive salary and paid annual leave. Additional benefits are available after 12 months of service. Salary range for this role is € 40,000-50,000. Candidates must be entitled to work in Ireland at the time of application.
