Context

The Log Department is opening a position for a MIO IT/TELECOM, who has interest in operational challenges and tactics.

According with Log vision @ MSF Today, the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfillment of basic logistic needs, logistics is a solution-driven and innovative force that helps to build and realize operational projects.

The Raison d’être of the MIO IT/Telecom is because MSF medical activities requires Telecommunication network and IT network in order to  run and coordinate operation in the field.

Voice telecommunication means are part of security plan while IT network are crucial to run MSF activities.

S/he will be able to give the first line and second line support to the field. S/he will be coordinated with the Telecom referent & IT field support Referent to improve and/or implement the MSF process, tools and techniques related. S/he will be proactive to evaluate and propose solutions in line to her/his technical domain.

The MIO IT/Telecom LOG is part of the Back Office Technical Log Department under the functional supervision of the Telecom referent& the IT field support referent who develops and validates the technical aspects related with installation, maintenance of Telecom and IT network .And under the hierarchical supervision of the Log Back Office Coordinator. The nature of the field activities will reflect a ratio of 80% Telecom and 20% IT.

The aim of the MIO IT/Telecom is to implement or improve practices in the field for an effective and efficient management, functioning and use of IT/Telecom equipment and network which ensure continuity of MSF medical activities.

S/he contributes with the Telecom referent& the IT field support referent giving feedback of the functional status of Telecom and IT equipment in running projects.

S/he assists the setup of IT and Telecom in starting or running mission in terms of Human Resources, Technical Workshop, training according to MSF frame work. 

Job Profile

  • Provide specialized 1stline support in IT/Telecom domain:
    • To support the ICT field officer on IT/Telecom equipment installation, maintenance.
    • To support the ICT field officer on functional evaluation of IT/Telecom setup as well as in proposing new solutions.
    • To support the field officer to increase the abilities and capacities of the ICT field.
    • To improve and/or implement in the field the MSF protocols, tools and techniques related to IT/Telecom equipment.
    • To evaluate in the field the possibilities and advantages of intersectional IT/Telecom collaboration.
  • Provide specialized 2nd line support IT/Telecom domain:
    • To support the ICT field officer on training and technical workshop
    • To support the ICT field officer to solve interdisciplinary technical problems affecting the optimal functionality of the IT/Telecom equipment with regards infrastructural concerns, electrical, among others.
  • Provide support when possible to Telecom Referent & IT field support referent in 3rdline support tools development, such as:
    • Protocols for testing IT/Telecom innovation product.
    • Referential documents for management of equipment and maintenance.

Description du stage

Le/la stagiaire travaille sous la supervision du Knowledge & Learning manager.

Il/elle assurera une veille documentaire en vue de développer la stratégie d’ASF en matière d’accès à la justice. Il/elle analysera les recherches récentes en matière d’accès à la justice, produites par ASF et par d’autres acteurs académiques et organisations en vue d’en assurer la diffusion aux différentes missions d’ASF sur le terrain. Dans ce cadre, il/elle sera en charge d’animer les échanges entre coordinateurs de projet sur les questions clés en matière d’accès à la justice.

 

Il/elle travaillera également sur le développement d’une plateforme digitale visant à diffuser du contenu juridique en matière de droit de la détention dans plusieurs pays d’intervention d’ASF (Burundi, RDC, Tunisie, Ouganda, Tchad,…)

CONTEXT

 

The learning & development unit (LDU) aims to narrow the gap between MSF staff expected competencies and real competencies for their present and future positions by offering learning resources in a timely manner, whilst also adapting these resources to evolving operational needs.

Learning Officers work within MSF-OCB’s different departments as key actors of the management of the learning program linked to existing career paths (field + HQ)

They work under the direct hierarchical responsibility of the Learning & Development Unit coordinator, and report also, in matrix management, to the coordinator/director of their department, who provides support and technical supervision.

They contribute directly to the Learning & Development Unit dynamic and functioning, benefiting from administrative support from Learning Administration and pedagogical expertise support from Pedagogical experts.

JOB PROFILE

 

Needs Analysis

  • Analyze and define the HR competencies and skills needed to be acquired along the HR Chain together with HR Department and Ops department
  • Assess the required level of skills/competencies/knowledge needed at each level of the HR chain and compare with the actual

Learning Strategy & pedagogic development

  • Design & follow up of department learning program on a yearly basis (// L&D Unit policies and pedagogic methods)
  • Implement evaluation tools before (needs analysis) and after (impact analysis) the courses + organize / write evaluative reports
  • In collaboration with L&D Unit, develop the pedagogic tools & guidelines
  • Facilitate the sharing of good practices and information amongst the course organizers

Context

 

In 2016 MSF has started a pilot project in Belgium targeting asylum seekers and newly arrived refugees (men, women and children) living in accommodation facilities or individual housing. The project aims to decrease morbidity and severity of mental health for the asylum seekers in Belgium with the specific objective to: Improve the MHPS services for asylum seekers within the Belgian reception network by piloting a model of intervention in two local operational zones and advocate for its implementation on the national level.

MSF is piloting a Model of intervention for mental health activities. The aim is to show that by intervening at an early stage, with not only specialized mental health staff, the mental health for asylum seekers and refugees can improve and reduce the burden of the primary and secondary health care. The project activities will be built on three pillars: mental health activities, a community approach that also connects to civil society and advocacy. The project has as well a considerable research component in order to document and analyze routine and specific data in the most efficient way. A close collaboration with Luxor (MSF research unit) has been established.

The mental health activities mainly consist of screening for mental health problems, and offering low threshold activities such as Psychological First Aid (PFA), Psychoeducation, Health Promotion, Group interventions and Individual counseling sessions (e.g. mental health assessment interview before referral). People who are in need of more specialized care will be referred to specialists. Training and capacity building (e.g. on screening for mental health problems/detection and cultural briefing) will be given to staff at asylum centers and other (health) care staff.

With a target population of 750 people for the pilot project (of which approximately 400 in the Charleroi region), MSF covers the needs in collective centers (3 asylum centers, Poelkapelle, Jumet and Morlanwelz) and individual housing (OCMW Roeselare and Lichtervelde et CPAS in the Charleroi region). The teams are composed of Mental Health Activity Managers (MHAM), Counsellors, Community Workers, a Health Promotor and translators.

The project in Charleroi region will run until end 2018. The team there consists of a MHAM, 2 counselors, 1 Health Promotor, 1 Community Worker and (currently) 1 translator.

The activities in the Flemish zone will end by mid-April. The project coordinator will be based in Charleroi with a weekly visit to the Flemish region. He/She will also supervise the exit activities and guarantee a smooth process.

MAIN PURPOSE

PC is responsible for MSF operational response in the project.

In close collaboration with the coordination team, define and plan the project priorities, identifying population’s health and humanitarian needs, analysing the context and the humanitarian issues at stake, the risks and constraints and calculating human and financial needs. Coordinate, in close collaboration with his/her team, its implementation in order to efficiently ensure the specific goals of the project as well as to improve our beneficiaries’ mental health condition.

Job Profile

  • Represent MSF within project limits. In close consultation with the coordination team, develop and maintain institutional contacts with local and national partners at project’s level (civil society, civil authorities, local NGOs and organisations, health representatives, etc.) in order to obtain all information and agreements necessary for the integration of MSF’s programmes in the local context and improve the targeted population’s awareness on them.
  • Supervise the political and humanitarian situation in the project’s region in order to ensure that MSF's charter, policies and image are respected with regards to national employees, populations, authorities and partners.
  • Together with the project team, evaluate needs by identifying the population’s health status, by analysing the context (environment, actors involved, negotiations for access etc.) and associated risks and constraints in order to define priorities and projects goals and to calculate material, human and financial resources needed.
  • Is the owner of the budget and is the one responsible to ensure a rational use of the resources. He validates the expenses related to the project.
  • Propose and carry out exploratory missions, according to Ops coordinator’s indications, in order to better comprehend context, priorities, constraints and population needs.
  • Ensure a data collection system, in agreement with coordination and Luxor that allows and contributes to achieve the projects objectives.
  • Steer and supervise in collaboration with MHAM and Luxor the operational research component of the project so to assure that it contributes to the advocacy objectives of the project.
  • With support of the Belgian advocacy advisor and mission coordination, work out an advocacy strategy and assure its implementation on the operational level
  • Steer and supervise the implementation, monitoring and evaluation of the programmes in collaboration with the team, by collecting information and comparing it with the objectives, schedules in order to monitor progression and early detect deviations and propose corrections.
  • Provide reporting to the coordination team on project’s evolution and propose corrections if needed,
  • Elaborate the Project’s institutional memory, keeping written records (and file them) on its development, in order to broadcast MSF achievements and improve awareness.
  • Monitor the risks and threats around the project, documenting the situation and analysing the consequences of political decisions or negotiations in course, in order to bear witness of and to render the populations' distress public.
  • In coordination with the Resource Manager and MHAM, plan and organise the organizational chart, plan and distribute tasks and workload among the team, guiding their understanding of the issues linked to the Project and the Mission through regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the expected goals.
  • Inform the field team on the instructions given by the Mission coordination promoting fluent, smooth written and oral communication and information flow and ensuring confidentiality and full compliance with security rules and medical ethics.
  • Supervise full implementation of safety and health protocols, reporting the Medical Coordination on risky behaviours, in order to ensure safe working conditions for the project staff.
  • Be responsible of the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for.
  • In coordination with the Resource Manager and MHAM, identify training needs, provide individual follow up and coaching, carry out end of mission evaluation of the team members and lead internal communication initiatives in order to facilitate people’s integration and professional development and to maximize their capabilities and commitment to MSF values and project’s goals.
  • Supervise the project material resources put at MSF’s disposition in order to ensure a correct use and its longevity.
  • Supervise all orders (medical and logistical) and the Project’s purchases as well as the financial indicators, with the support of the Mission coordination referents, in order to ensure efficiency and early detect deviations and its causes.
  • Manage the security in the project, ensuring that all necessary security measures are in place for the safety of MSF staff and its operations.

  • En tant que Monitoring, Evaluation & Learning Junior Officer (MEAL), vous soutenez le renforcement et la consolidation des systèmes de suivi des programmes et de gestion de la documentation dans le système CRM « The Fr@me » (système E-monitoring de l’organisation Plan International Belgique).
  • Vous aidez les gestionnaires de programme dans le processus de développement de la rédaction de proposition du programme (processus de planification et de plan d’action)

Description de fonction :

En tant que Events Coordinator, vous êtes responsable de la gestion de tous les aspects liés à l’organisation des événements externes et internes de Plan International Belgique.

Les événements externes sont les activités de grande échelle visant à augmenter la sensibilisation, la visibilité, la notoriété et la récolte de fonds, organisées pour le grand public, souvent en collaboration avec des volontaires et des partenaires externes.

Les événements internes concernent plutôt des activités d’équipe, ou l’accueil d’invités extraordinaires (par exemple une délégation venue de l’étranger).

Afin d’assurer une organisation optimale de ces événements, vous travaillez en étroite collaboration avec vos “clients” afin d’identifier leurs besoins, et vous établissez un réseau de fournisseurs qui pourront faciliter le processus de coordination de ces événements.

Qui sommes-nous ?

Caritas International Belgique (CI.be) est une ONG belge, membre du réseau mondial de Caritas Internationalis qui comprend 165 organisations catholiques travaillant ensemble dans 200 pays et régions.

CI.be mène en collaboration avec ses partenaires locaux, des actions d’urgence, de réhabilitation et de développement tant sur fonds propres que dans le cadre de programmes et projets de co-financement (DGD, UNICEF, Fonds Commun Humanitaire, ECHO, etc) principalement dans les domaines suivants : Sécurité alimentaire (structuration de coopératives de production agricole, commercialisation de produits agricoles, relance agricole), aide d’urgence, prévention de risque et catastrophes, réseau de veille et réponse humanitaire, promotion d’activités génératrices de revenus, accompagnement et renforcement des capacités des partenaires, appui structurel aux partenaires, et soutien des Caritas diocésaines.

Description de fonction

Le/la Stagiaire joue un rôle d’appui aux deux personnes de la Cellule Humanitaire, et plus généralement peut également se voir confier des missions par d’autres collaborateurs du Département Coopération Internationale.

En particulier, il/elle sera chargé du suivi de certains projets d’urgence mis en œuvre par nos partenaires (membres du réseau Caritas) : analyse des propositions, rédaction de fiches de synthèse, montage éventuel de demandes de financement, suivi du budget et reporting, suivi administratif.

Il/elle pourra également être sollicité/e pour des études thématiques liés à des problématiques humanitaires, ainsi que pour diverses missions/services d’appui au bon fonctionnement du département.

Le poste, à temps complet, est basé au siège de l’association à Bruxelles.

Dates / période souhaitée : à partir de début janvier, pour une période de six mois.

lles de Paix est une ONG de développement belge, fondée par Dominique Pire, prix Nobel de la Paix. Nous travaillons dans des régions rurales défavorisées en Afrique et en Amérique Latine.

Nos projets sont axés sur une agriculture familiale durable et une alimentation responsable, qui visent à améliorer la sécurité alimentaire et les revenus des familles.

 

Chaque année, pendant le deuxième weekend de janvier, nous organisons notre grande campagne de récolte de fonds lors de laquelle nous vendons les modules Iles de Paix.  

En 2018, elle aura lieu les 12, 13 & 14 janvier.
