Candidate Profile
- Technical education (technician, engineer) in IT and electronics.
- Amateur radio License or Maritime radio certificate is an asset.
- Relevant work experience with NGO.
- Field experience in developing countries is an asset.
- Field experience with MSF is an asset.
- Experience in coaching and training of staff.
- Excellent written and oral communications skills.
- Good oral and written communication in English and French (any additional operational language is an asset).
- Ability to plan and organize in stressful environmental.
- Mobile & flexible.

Conditions

- Based in Brussels but mainly carried out (up to 60% of the time) in the field - Full time (100%)

Description
Context
The Log Department is opening a position for a MIO IT/TELECOM, who has interest in operational challenges and tactics.
According with Log vision @ MSF Today, the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfillment of basic logistic needs, logistics is a solution-driven and innovative force that helps to build and realize operational projects.
The Raison d’être of the MIO IT/Telecom is because MSF medical activities requires Telecommunication network and IT network in order to run and coordinate operation in the field.
Voice telecommunication means are part of security plan while IT network are crucial to run MSF activities.
S/he will be able to give the first line and second line support to the field. S/he will be coordinated with the Telecom referent & IT field support Referent to improve and/or implement the MSF process, tools and techniques related. S/he will be proactive to evaluate and propose solutions in line to her/his technical domain.
The MIO IT/Telecom LOG is part of the Back Office Technical Log Department under the functional supervision of the Telecom referent& the IT field support referent who develops and validates the technical aspects related with installation, maintenance of Telecom and IT network .And under the hierarchical supervision of the Log Back Office Coordinator. The nature of the field activities will reflect a ratio of 80% Telecom and 20% IT.
The aim of the MIO IT/Telecom is to implement or improve practices in the field for an effective and efficient management, functioning and use of IT/Telecom equipment and network which ensure continuity of MSF medical activities.
S/he contributes with the Telecom referent& the IT field support referent giving feedback of the functional status of Telecom and IT equipment in running projects.
S/he assists the setup of IT and Telecom in starting or running mission in terms of Human Resources, Technical Workshop, training according to MSF frame work.
Job Profile
- Provide specialized 1stline support in IT/Telecom domain:
- To support the ICT field officer on IT/Telecom equipment installation, maintenance.
- To support the ICT field officer on functional evaluation of IT/Telecom setup as well as in proposing new solutions.
- To support the field officer to increase the abilities and capacities of the ICT field.
- To improve and/or implement in the field the MSF protocols, tools and techniques related to IT/Telecom equipment.
- To evaluate in the field the possibilities and advantages of intersectional IT/Telecom collaboration.
- Provide specialized 2nd line support IT/Telecom domain:
- To support the ICT field officer on training and technical workshop
- To support the ICT field officer to solve interdisciplinary technical problems affecting the optimal functionality of the IT/Telecom equipment with regards infrastructural concerns, electrical, among others.
- Provide support when possible to Telecom Referent & IT field support referent in 3rdline support tools development, such as:
- Protocols for testing IT/Telecom innovation product.
- Referential documents for management of equipment and maintenance.
