Senior Policy and Advocacy Officer - Publicly-Backed Private Finance: The successful candidate will play a major role in Eurodad’s exciting work to make publicly supported private finance contribute to sustainable development objectives. This currently means leading our work supporting a global campaign on public-private partnerships (PPPs), and developing or supporting our work on other key issues, including infrastructure investment, and the role of public development banks.   • Vous êtes la première personne de contact en vue de construire une relation forte avec les partenaires commerciaux (Retail – Foodservice – marques A) de Fairtrade Belgium. Le Cota recrute un expert dans le secteur de la gouvernance territoriale et de la conception, de la mise en œuvre et de l’évaluation des politiques publiques.

Le poste a pour mission de renforcer et développer au sein du Cota une expertise de qualité et novatrice dans le secteur des politiques publiques et de la gouvernance locale.

Le travail s’effectue au sein d’une petite équipe de 9 personnes, complétée par des experts externes.

 Objectifs

  • Développement d’un portefeuille d’activités dans le domaine de l’accompagnement, de la formation et du conseil des pouvoirs publics pour la conception, la mise en œuvre et l’évaluation des politiques, les modèles organisationnels ainsi que les relations avec les citoyens/usagers.

Description

CONTEXT

Nutrition is part of the core activities of MSF. With the introduction of ambulatory treatment for uncomplicated malnutrition, treatment of acute malnutrition can be integrated into all medical activities. We need to go in depth in the medical management of complicated acute malnutrition in order to adapt our practice and training of medical staff. Introduction of nutrition care in other hospital departments (surgery, ICU…) needs support and evaluation. We also need to continuously improve our monitoring of food security and surveillance systems and have this integrated into our project planning

Reference person for this position:

  • The Medical Technical Coordinator
  • You will work in close collaboration with the paediatricians, vaccination team and SRH team and on an ad-hoc way with the other experts from the medical department.
  • The post's objectives, activities and functioning will be updated regularly with the medical director.

JOB PROFILE

Development and follow-up of nutritional programmes (40%).

To ensure efficacy and quality of our nutritional interventions, the nutrition expert:

  • Provides technical support and advice to field teams, operation department, emergency pool for the nutritional / food security evaluations or surveys, development of strategies, and planning of nutritional programs.
  • Helps to estimate resources needed and to develop protocols for programs set-up.
  • Follows Early warning Systems (FEWS, FAO, Sahel...).
  • Reads and comments on documents written by field teams.
  • Answers technical questions specific to nutrition or food security coming from the field or headquarter.
  • Monitors projects: helping to collect and analyse nutritional data from the field with regular feedback.
  • Realizes field visits: program evaluation (general organization, quality of care, results and functioning indicators...), technical support for implementation (revision of protocols, coaching ...) with written reports of the visits including recommendations.

Orientation in nutrition (30%)

To disseminate and guide missions on our nutritional strategies and guidelines, the nutrition adviser:

  • Carries out literature searches and establishes technical files on specific subjects (e.g. micronutrients, breast feeding, hospital feeding …).
  • Follows the evolution of research in the field of nutrition by following  scientific publications and participating in existing networks of nutritionists and specialists in food security in the world as well as insuring regular contacts with institutions like  WHO, UNHCR, WFP, FAO and other organizations concerned by nutrition.
  • Support new and existing research in nutrition.
  • Participates, when required, in the MSF international working group meetings and discussions.
  • Participate in thematic circles, medical meetings, Medco/Hom coordination week.
  • Participate in building the briefing tools.

Training and follow-up (25%):

To ensure that national staff, field expatriates and HQ members get the appropriate and updated tools to set-up nutritional activities, the nutrition adviser:

  • Continues to support, develop and implement training sessions (FLMT, PSP, retrospective and nutritional surveys, nutrition module in diverse trainings (log, HIV, SRH…).
  • Supports MSF staff undergoing nutritional trainings with respect to answering technical questions and giving general guidance
  • Does briefing / debriefing of medical & field coordinators, project medical referents, and sometimes medical doctors + nurses.
  • Follows with pool managers, the evolution of expatriates with a nutrition profile.

Communication (5%)

To ensure a correct dissemination of information on our nutritional activities, the nutrition adviser:

  • Supports the communication department in the development of communications concerning our nutritional activities and programs.
  • Disseminates internally and externally documents / reports concerning our projects and strategies (nutrition surveys, nutrition projects)

KIYO NGO voor Kinderrechten zoekt:

Child Rights Officer (m/v/x)

Deeltijds/Voltijds (80%-100%) voor onbepaalde duur  

KIYO staat voor 'Kids & Youth'. Àlle kids en youth.

Uitgaande van het Kinderrechtenverdrag dat stelt dat kinderen rechten hebben, wil KIYO, als erkende Belgische ngo er voor zorgen dat alle kinderen de mogelijkheid hebben en instaat zijn om hun rechten op te eisen. Om daar toe te komen, creëert KIYO bewustzijn rond het bestaan van Kinderrechten en reikt expertise aan om Kinderrechten waar te maken in haar partnerlanden.

KIYO is op zoek naar een Child Rights Officer om haar mondiale kinderrechtenwerking te ondersteunen.

Functieomschrijving

De Child Rights Officer ontwikkelt en implementeert een reeks kinderrechtenprojecten waaronder research, sensibilisering, beleidsbeïnvloeding, kennismanagement en trajectbegeleiding van actoren in ontwikkelingssamenwerking. KIYO zoekt iemand met zowel sterke pedagogische/coaching vaardigheden als competenties in projectbeheer en vlotte redactionele vaardigheden voor de ontwikkeling van de educatieve tools. De Child Rights Officer rapporteert aan de Programma Beheerder.

Verantwoordelijkheden

  • Je coördineert en implementeert de trajectbegeleiding (via workshops en coaching) van actoren in ontwikkelingssamenwerking (ngo’s, 4e pijlers,…) opdat ze de kinderrechtenbenadering integreren en het IVRK toepassen in hun werking en acties. Je ontwikkelt tools en methodieken om de trajectbegeleiding van de verschillende actoren te faciliteren.
  • Je coördineert het pleidooi- en lobbywerk binnen KIYO België en staat in voor pleitbezorging rond nationale en internationale kinderrechtenthema’s. Je neemt actief deel aan debatten, netwerken of werkgroepen voor beleidsbeïnvloeding, ledenoverleg, evaluatiemomenten en kennisdeling en verdedigt de standpunten van KIYO.
  • Je bewaakt de coherentie en de meerwaarde van KIYO binnen de verschillende netwerken en verzorgt de relaties met de partners en samenwerkingsverbanden.
  • Je schrijft mee aan technische publicaties (opiniestukken, artikels…) om de kinderrechtenmissie van KIYO extern te verspreiden.
  • Je stimuleert kennismanagement van KIYO over de regio’s en departementen heen en coördineert de research van bepaalde kinderrechten gerelateerde onderwerpen. Je verzamelt, analyseert en deelt thematische informatie met partners en samenwerkingsverbanden.
  • Je werkt modules voor capaciteitsversterking uit om de KIYO partners te ondersteunen in de verbetering van de toepassing van de (kinder)rechtenbenadering in hun acties.

Contexte

Enabel ambitionne de devenir un leader sur le plan de la digitalisation à travers la mise en œuvre de projets D4D (Digital for Development) dans nos pays partenaires ainsi que d’une augmentation de notre efficacité numérique. Enabel a déjà réussi à déployer des projets D4D dans différents contextes : prix ‘Prize Digital for Development’ remporté pour son projet d’e-learning avec les autorités palestiniennes, logiciel de gestion hospitalière, cartographie au moyen de drones et de gyroscopes, réalité virtuelle en tant qu’outil d’apprentissage, bourses d’e-learning…

C’est dans ce contexte qu’a été mis sur pied DEVELAB, un laboratoire d’innovation au sein du département Développement organisationnel. C’est en ce moment l’endroit où trouver de l’inspiration pour de nouveaux projets D4D ainsi qu’un appui pour développer des solutions D4D tangibles. Le D4D fait à présent également partie intégrante des nouveaux cycles de programmation pays en Guinée et au Burkina, tout en s’inscrivant dans la mise en œuvre de projets existants en RDC, en Palestine, en Ouganda et au Vietnam. DEVELAB est aussi en train de développer des « espaces d’innovation numérique » décentralisés dans les pays partenaires, au Bénin et en RDC, par exemple.

 

Le projet « Hack the Goals »

 

Ce projet a pour objectif de « hacker » les Objectifs de développement durable dans nos pays partenaires et en Belgique. Il permettra de montrer l’expertise engrangée par Enabel dans les différents pays partenaires, tout en démontrant que c’est dans les pays en développement mêmes que l’on peut et l’on doit trouver les solutions aux problèmes survenant dans le monde en développement. Aussi, deux types d’évènements vont être organisés :

  1. Des hackathons de développement locaux dans nos pays partenaires et un en Belgique, organisés par des équipes locales. Ils feront de la cocréation et impliqueront les partenaires, deux jours durant, dans la résolution de problèmes de développement.
  2. Un « Salon de l’innovation » visant à informer et impliquer des partenaires, une journée durant, à l’occasion d’un évènement se tenant à Bruxelles et incluant une cérémonie de remise de prix. Celui-ci sera organisé par le siège d’Enabel.

Ces deux types d’évènements ont pour but d’insuffler l’innovation au moyen de vastes opportunités de réseautage et de l’implication du secteur privé (pôles locaux, espaces de travail partagés, etc.) et de la société civile dans l’atteinte d’objectifs communs. Les livrables escomptés sont le développement de prototypes jusqu’à des projets bancables.   

 

La fonction

Le/la futur(e) Digital For Development Officer sera chargé(e) de co-construire des systèmes et des solutions numériques pour le développement au profit des citoyens des pays partenaires, avec en point d’orgue la mise en œuvre du projet « Hack the Goals ».

 

La personne retenue contribuera à l’apport des solutions numériques comme accélérateur de changement pour le développement et veillera à ce qu’Enabel soit un acteur de pointe en matière de digitalisation pour le développement.

 

Le profil

  • Vous disposez d’un master et vous vous êtes passionné(e), durant vos premières expériences professionnelles, pour les méthodologies relatives à la co-création ;
  • Vos récentes missions vous ont amené(e) à vous pencher sur des projets portant sur la digitalisation des processus ;
  • Ces projets, vous les avez accompagnés en formant et en coachant les utilisateurs finaux et les personnes impactées par le changement induit ;
  • Votre attrait pour le secteur de la coopération internationale vous a conduit à rencontrer des cultures et des publics avec d’autres cadres de référence, et cette expérience a été concluante et enrichissante ;
  • Vous avez récemment développé des sites web et vous serez enthousiaste à l’idée de nous en parler ;
  • D’ailleurs, vous êtes capable de vous exprimer en français et en néerlandais avec aisance.

Description

Context

The Hospital Management Unit (HMU) is a multidisciplinary, interdepartmental team, set up within the Operational Department. In order to manage hospitals in their proper context and in coherence with OCB strategic objectives, the HMU has a horizontal role with respect to the different Cells making up the Operational Department, and therefore depends on each of them for guidance on strategy and context.

The HMU develops expertise in hospital management and, in close collaboration with supporting departments, provides operational support for the team managing the hospitals in its portfolio. This Unit is the direct interface between HQ and the field. Each member has responsibility for a specific topic under the supervision of the Unit's coordinator (hierarchical link) with a functional link to the coordinator of the corresponding department (functional link).

Within the Unit, the logistics Department is represented by the Hospital Facility Referent.

A Steering Committee, consisting of representatives of the Operational, Medical, HR and Logistic Departments, sets out the strategic and operational axes for the Unit's intervention (including hospitals for which it is responsible) and evaluates its operation.

The Hospital Facility Referent (HFR) is responsible within the Unit for ensuring the development of the expertise in management and maintenance policy of the infrastructures of the hospitals in portfolio.

Job Profile

The HFR takes part in the development of health facilities expertise in OCB, and more particularly in management of hospital infrastructures, in close collaboration with members of the Unit and the Log Department at HQ.

The HFR participates:

  • In the development of a horizontal hospital management policy: set up, organisation methods, evaluation mechanisms,...
  • In the development, both at HQ and in the field, of HR with expertise in en Health Facility Management, particularly by establishing training programmes, coaching and outside collaboration.
  • Development and coordination of supportive management tools (protocols, guidelines, specialised software, data management, etc …) for the medical and caregiving professions in hospitals.

The HFR participates in new pilot projects.

The HFR may, as the Steering Committee chooses, participate in establishing new projects, more specifically:

  • (Pre) feasibility study, in collaboration with the Mission and the Cell.
  • Support for the team implementing the new project.

The HFR has an operational role vis-à-vis hospital in portfolio.

The HFR has a direct supporting role with the hospital's management team, particularly the Hospital Facility Director, for topics related to:

  • Maintenance strategy
  • Planning of new works (adaptation of the infrastructures regarding to new programs and/or reorientation of the programs)
  • Inventory and risk management regarding infrastructures
  • Organization and management of the different maintenance tools (preventive and corrective)
  • Budget monitoring of the technical activities, the infrastructures and equipment’s of the hospitals
  • HR settings and needs of the technical teams

He is moreover responsible, in collaboration with the LogCells:

  • Definition of materials and equipment’s needed as well as how it use it and the maintenance program.
  • In coordination with other members of the Unit, the HFR participates in the preparation of master plans, in collaboration with relevant people in the hospital and other HQ departments.

For all these issues, the HFR collaborates with, and is the interface of the hospitals and the key contacts in the Log Department.

For all issues having an impact on the context and/or the strategy, he/she reports to the LogCo of the concerned mission.

The HFR participates in the setting up and development of a Pool of Hospital Facility Managers profiles capable of having a specific responsibility in Hospital Team Management, in collaboration with the Pool Managers and Development advisers.

The HFR therefore:

  • Participates in recruitment of the Hospital Facility Managers profiles ;
  • Identifies training requirements for these profiles ;
  • Takes part in the organisation to some specific related trainings.

The HFR is responsible for technical information and data management at Unit level

  • The HFR ensures that a data management system is set up in hospitals and monitored.
  • The HFR ensures that logistics information, data and reports regarding hospitals in portfolio are compiled and distributed to the relevant bodies.
  • The HFR ensures that such information is analysed and that any measures and actions to be adopted are followed up.

The HFR participates in the development of external partnership arrangements, in collaboration with the various supporting departments, so as to reinforce OCB's hospital management expertise.

The HFR participates in evaluation and control missions, in close collaboration with members of the Unit and HQ supporting departments.

The HFR therefore participates in:

  • Development of methodology, evaluation tools, and qualitative and quantitative indicators for hospital management.
  • Organisation of visits to evaluate procedures and organisation at OCB hospitals.
