Description

 

Main duties and responsibilities

The ITA has final responsibility for the achievement of the objectives of the Capacity Development MIREME intervention. Areas of responsibility include (but are not limited to) the following areas:

·        Accompany, support and guide the comprehensive baseline study for the entire intervention

·        Integration management with a focus on scope and quality management areas

·        Support MIREME management in the organizational change through coaching and mentoring of involved staff

·        Provide strategic guidance and coaching to all actors involved in the intervention

·        Provide technical advice/coaching related to capacity development

·        Support the participatory planning process through active participation in the dialogue, advice on capacity building issues relevant to the project specific objective and expected results

·        Provide technical input into the preparation of terms of reference for the various studies and capacity building activities subcontracted and support the implementing agency to ensure their adequate implementation

·        Support and provide technical advice for recruitment of specific technical international and national expertise required for the project implementation

·        Ensure coherence and coordination of project strategies and activities for areas related to capacity building together with the other DPs within the Ministry

·        Support, develop and implement a project monitoring and evaluation plan

He/she will also, in close coordination with the MIREME Change Manager:

·        Play a role in facilitating the change by paying attention to signs of resistance and developing strategies to overcome this resistance together with involved staff

·        Organize, coordinate and technically supervise the implementation of project activities (including the comprehensive baseline) in accordance with the approved work plans

·        Attend and prepare the Steering Committee (SC) meetings on a regular basis

·        Contribute to the operations reports to be submitted to the SC

·        Report quarterly to the BTC representative

·        Contribute to the preparation of financial and procurement planning and budgeted work plans

·        Establish and maintain good working relationships with project participants, counterpart agencies, donors and other relevant organizations and government agencies

·        Share information about the project with other organizations and agencies as needed

·        Liaise and co-ordinate project activities with other relevant technical assistance projects

Profil

Required experience, skills and competencies: University Degree and 5 years experience in programme coordination and management Proven experience in result-based project management, including budget management (experience with DGD grant management is an asset). Knowledge of methodologies and principles with regard to capacity-building and organisational and institutional development. Good knowledge of rural livelihoods (knowledge of gender based violence is an asset), preferably in an African context. Ability to work with local partners, government, networks; strong communication and facilitation skills, using participatory approaches. Experience of fundraising from diverse institutions, both local and international. Experience in leading and motivating a team (including team coordination without line management). Experience in representing an organization with partners, government agencies, private sector organizations and donors. Proven analytical skills and ability to think critically and strategically. High level financial management skills to steer the operational budget. Understanding of managing security and risk within an INGO context. Good spoken and written Portuguese and English, including strong report writing skills (French or Dutch is an asset). A commitment to Oxfam’s vision, mission and values.

Description

Oxfam Solidarité Belgium is looking for a Country representative (m/f) to coordinate the DGD-funded Mozambique programme divided in two subprograms: rural livelihood and gender based violence, in cooperation with partners on national and provincial level. The Mozambique Country representative is line managed by the Programme Coordinator in the Oxfam Solidarité headquarters in Brussels. Main tasks: Represents Oxfam Belgium towards partners, authorities, and funding institutions in Mozambique. Ensures the management of Oxfam Solidarité Mozambique DGD-funded programme (2,675 M Euros/3 years) and other livelihood projects. Ensures the accuracy and timeliness of the narrative and financial reports that are sent to Oxfam Solidarité headquarters and other partner organizations Coordinates Oxfam in Mozambique Rural Livelihood staff meetings (including staff of Oxfam Novib and Oxfam Solidarité) Takes part in fundraising for the Oxfam livelihood program in Mozambique Contributes to the transition towards one Oxfam in Mozambique.
