Description
CONTRACT LENTGH:12 months
ROLE PURPOSE:
•The program director is responsible for the leadership, multi-country coordination, oversight and evaluation of the Save the Children Korea’s School Me program which is designed to address girls' primary school dropout in the countries of implementation.
•The level of oversight will require close liaison with implementing offices in Sierra Leone and the Ivory Coast, the award managing office in Korea, and Save the Children International.
SCOPE OF THE ROLE:
•The position has direct line management to the Country Director with a strong matrix line management to SC Korea. The Country Director will ensure security, administration, communication and HR. SC Korea will matrix manage for the School Me program on program design, quality implementations, planning, staffing, and operations.
•Staff directly reporting to this post: School Me country team (Program manager, MEAL manager) Staff directly interacting with this post: Operations Director, PDQ Director, Finance Director, HR & Admin Manager, Education Advisor, and MEAL Advisor
THE PROGRAM:
School Me is a program designed to address girls' primary school dropout as symptomatic of the larger social phenomenon of the lower social status of girls and women in many of the countries where Save the Children works.
The projects aims to achieve girls and boys primary school completion rates are increased and achieve gender parity with improved learning outcomes. For that, the School Me approach consists of exploring and addressing the root causes of girls’ relative lack of educational opportunities through partnerships with key stakeholders, and ensuring that strategies generate meaningful learning for broad-scale impact for girls.
The implementation of the 2016-2018 pilot program in Sierra Leone and the Ivory Coast will strengthen Save the Children’s work in basic education programming through a gender transformative approach through rigorous implementation and evaluation.
Key Functions
① Manage the School Me project team across multiple countries
•Line management of the in-country School Me Team
•Supervise and mentor key technical and grant management personnel including overseeing hiring and performance review processes
② Coordinate program implementation, oversight, and reporting
•Coordinate technical and program oversight with country office Senior Management Teams (SMTs) to ensure consistency of planning and overall quality of implementation across country offices.
•Ensure that efficient system to support all aspects of the program (including sub-grant management, financial, and performance monitoring and reporting) are in place and support the effective use of program resources in compliance with donor regulations and Save the Children policies;
•Coordinate and finalize reporting to Save the Children Korea on program progress, outcomes, and learning.
③ Ensure consistency of strategic direction
•Work closely with Save the Children Korea to develop/maintain strategic vision
•Coordinate between technical teams to ensure consistency and coherence with strategic vision across sectors
•Fully inform Save the Children’s home/field offices on all matters relating to the program, and maintain appropriate links with partner home/field offices
④ Ensure quality Monitoring, Evaluation, Accountability and Learning (MEAL)
•Provide oversight for significant M&E, research and evaluation activities. Support MEAL mechanisms to ensure that program monitoring, evaluation, accountability mechanisms, learning and research activities are carried out promptly, that findings are disseminated internally and externally, and actions are taken accordingly to improve program delivery;
•With support from Save the Children Korea, the technical advisors, senior MEAL advisors, external research partners and university institutions, conduct the impact evaluation (Randomized Control Trials) and other research pieces.
⑤ Communication and internal and external relations
•Ensure accurate and proactive dissemination of information
•Represent School Me in engaging with government, national-level leaders, NGOs, private sector and other stakeholders, providing heightened exposure and maximizing the impact of the program
•Ensure School Me representation at internal and external forums, international and national conferences related to girls education, meetings and occasions as they arise;

Description
ROLE PURPOSE:
The Regional Change Manager will form part of our new Change and Deployment (C&D) team which will ensure the timely implementation of new supporting systems and business processes in our 55 country offices.
The role holder will be responsible for ensuring all key stakeholders in the Regional and Country offices understand the C&D methodology and its application, for facilitating and supporting the country offices with each project roll out and consolidation; ensuring active country/regional office engagement and ownership to achieve a successful implementation.
SCOPE OF ROLE:
Reports to: Change & Deployment Team Leader
Role Dimensions:
•Reports functionally to the Lead Regional Change Manager (assigned per project)
•Close cooperation with the assigned C&D change managers, process owners and Management Team Members of the countries and the region
•Frequent sound boarding with all members of the C&D Team on progress, issues and approach
KEY AREAS OF ACCOUNTABILITY :
Change & deployment guidance:
•Train and coach relevant country and regional office staff in the methodology for C&D
•Facilitate the development of a high quality C&D country plan per project, which fully addresses the roll out and consolidation into business as usual
•Ensure a full understanding of business processes and systems to be implemented (Technical Trainers will support in this)
Ensuring effective and timely implementation:
•Verify the comprehensiveness of country plans for roll out and consolidation, and provide constructive feedback
•Proactively identify risks, ensure these are addressed and mitigated by the country, regional or centre office
Communication:
•Facilitate the engagement of relevant country staff and stakeholders, encouraging a culture of taking responsibility for both resolving issues and celebrating successes
•Influence and oversee increased transparency on project progress, reporting independently on country status via the Programme Management Office
•Proactively interact with all necessary stakeholders who can support preparation, roll out and consolidation per country

•Facilitate the sharing of project experiences and issues among the C&D team

ROLE PURPOSE
The main purpose of the role is to ensure that the Regional Portfolio is agreed, monitored and delivered within the agreed parameters of time, cost, scope and quality.
SCOPE OF ROLE:
Reports to: PMO Manager
Staff reporting to this post: no direct reports will be managed. 5 to 10 matrix reporting resources may be managed.
Budget Responsibilities: The PMO manages, at global level, a portfolio of 100+ projects with overall value of USD 10 to 15 Million.
Role Dimensions: The Regional Portfolio Lead is a key role for ensuring the regional portfolio remains fully aligned to the overall SCI’s portfolio and gets agreed and delivered within the agree parameters.
KEY AREAS OF ACCOUNTABILITY
Portfolio Management
•Implements and promotes best practices for managing the regional portfolio and projects.

QUALIFICATIONS AND EXPERIENCE
Masters degree in Social Sciences, preferably in an area of social development. A general appreciation of global development, and particularly fragile states
Experience from developing and managing high performing and motivated teams as well as from contributing to personal and technical growth and development among staff members
More than seven years, out of which 3 – 5 years international experience, in designing and evaluating large scale, multi-sectorial development and emergency programmes, preferably from a child rights approach in accordance with the CRC and international humanitarian law standards
Proven skills in proposal development and reporting across all major institutional donors, including but not limited to, USAID, EU, ECHO, DFID, CIDA, Sida and others as indicated
Sound knowledge of rights based approaches to working with children and communities, and a creative and innovative approach to working on these issues with a proven commitment to child participation and empowerment methodologies
Substantial understanding of Monitoring and Evaluation as well as accountability towards donors and beneficiaries
Excellent conceptual and analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sectorial work
Proven ability to design and deliver on fundraising strategies
Networking - credibility to lobby, influence and represent Save the Children at all levels

Description
ROLE PURPOSE:
As a key member of the country Senior Management Team you will take shared responsibility for the direction and coordination of the country programme. The DPQA in its capacity is responsible for technical development and support, advocacy, representation, communication, programme development and MEAL with the objective of developing a high quality and responsive programme and obtaining greater impact for children in Cote d’Ivoire.
The DPQA will work closely with the Director of Program Operations formulating and carrying out joint work plans to achieve high levels of technical content in our programmes.
