Essential skills and experience
- Experience in project administration (minimum 5 years)
- Fluent in Ukrainian and English
- Experience in organising and supporting events;
- Excellent administrative and organisational skills, including the ability to operate against challenging deadlines and prioritise workloads;
- Knowledge of Microsoft Office products, particularly Word, Excel and PowerPoint, and Canva
- Experience in cooperation with Ukrainian NGO
- Teamworking skills, with a positive attitude towards supporting colleagues and working flexibly.
Desirable skill
- Project management knowledge and skills (e.g., experience in using PRINCE 2 methods);
- Experience in budget management;
- An interest in international security and global affairs;
- Experience working on a project and grant management in an academic or think tank context.
Conditions for eligibility
- Preferably a Ukrainian national having a residence permit and right to work from one of the EU/EEA countries;
- Have completed any obligations imposed on him/her by the laws concerning military service;

RUSI EUROPE collaborates closely with its international parent organisation, the Royal United Services Insititute (RUSI), by exchanging expertise and by developing relationships with international stakeholders. Our fields of expertise include the critical issue of financial crime.
Summary
The Centre for Financial Crime and Security Studies (CFCS) at RUSI is looking for a committed and experienced Project Officer to support its project on supervising and monitoring Ukraine’s reconstruction funds (SMURF). Thorough knowledge of the Ukrainian language is required as well as a good understanding of the Ukrainian NGO community.

Contract: Full-time, fixed-term from November 2022 - March 2023 (5 months), with the possibility to be extended.
The Opportunity
This role offers an opportunity to work as a project officer on the exciting portfolio of work conducted by the Centre for Financial Crime and Security Studies (CFCS) research group. Reporting to the Programme Manager, the Project Officer role will support the project on supervising and monitoring the deployment of Ukraine’s reconstruction funding (SMURF), specifically focused on empowering the second line of defence (civil society and investigative journalists) in its effort to prevent the laundering of the proceeds of corruption.
The project officer will work closely with the following teams in London and Brussels: events, finance, bids and contracts, and communications, and with other project officers across the Institute. The post holder will help ensure that the project runs effectively and efficiently, that deadlines are met, that documentation is completed accurately and on time, and will support a set of other key team activities. The project officer will also be liaising with the Ukrainian partner for this project as well as Ukrainian non-governmental organisations, investigative journalists, and civil society activists.
Key tasks
- Project management: produce and maintain project documentation and comprehensive and accurate records such as timesheets and invoices; monitor and support risk, quality, and communication management approaches; optimise project management processes; produce management information and analysis on the project;
- Budget management: work with RUSI finance department, maintain accurate records of the financial performance of projects, and of the project overall;
- Events management: work with RUSI and RUSI EUROPE’s events team, organise events by communicating with speakers and participants, using and updating the database, ensuring that all practicalities are arranged, producing and disseminating documentation and web copy;
- Study tour: work with the RUSI and RUSI Europe teams to assist in organising a study tour in Brussels and London for Ukrainian civil society activists and investigative journalists. This will include a.o. securing accommodation, organising transportation and assisting with the agenda.
- Communications: work with the Programme Manager in developing and implementing a communications strategy promoting the project in the EU and Ukraine, producing the comms outputs, and coordinating the social media.
