CANDIDATE PROFILE
To be considered for this vacancy, a candidate must demonstrate:
- At least four years of professional experience in communication or international journalism;
- Knowledge and understanding of how media function, internationally and on national or local levels, with a particularly developed understanding of media in, and from, the MENA region;
- Knowledge of MSF operational communications processes is a strong asset;
- Experience in productions of communications tools (written and multimedia);
- Strong knowledge of social media;
- Experience living in, or extensively working and travelling in, the MENA region;
- A strong sense of initiative combined with team spirit;
- Negotiation skills and ability to work with various interlocutors;
- Ability to work independently with a multinational, culturally diverse team spread into several countries;
- Availability to travel on short notice;
- Legally permitted to work in Belgium.
- Excellent Arabic language skills – spoken and written (which will be tested as part of the selection process);
- Fluency in spoken and written English;
- Other languages would be an additional asset, but not a requirement;

- Long-term contract - full-time - Initially Brussels, with significant travel in the MENA region. Potential to be subsequently based in the MENA region, with occasional travel to Brussels

Description
CONTEXT
As part of the communications department based in Brussels, the “Combo” team works on information and strategic communication matters related to Médecins Sans Frontières (MSF) operations in a number of countries managed by MSF’s Operational Centre of Brussels (MSF-OCB);
In this case, the MENA Communications Adviser position will focus on operational communications support to MSF-OCB projects in Iraq, Lebanon, Syria and potentially other countries in the region;
The MENA Communications Adviser is initially based out of Brussels, for a period of at least six months, in order to fully integrate into the communications, advocacy and operational management team. He/She will be expected to travel extensively (at least once per year to each of the above listed countries of operations, with the exception at the moment of Syria where the MSF-OCB operations are currently entirely made up of a support programme and no MSF-OCB staff are present on the ground). After an initial period of six months, his/her base location may be reviewed, according to the most effective way to provide necessary support;
Currently there is a deficit of Arabic-fluent operational communications staff capable of advising on strategy and then implementing these strategies. This role is intended to add nuance, pertinence and efficiency to MSF-OCB operational communications advice and output in the MENA region.
Interactions
- The MENA Communications Adviser reports to the Senior Communications Adviser based in Brussels;
- The MENA Communications Adviser defines and implements operational communications strategies in coordination with the Senior Communications Adviser and the operations coordinators of Cell 6 in Brussels as well as the Heads of Mission in the field;
- The MENA Communications Adviser will share with the Senior Communications Adviser the role of interacting with Communications Advisers in other MSF HQs to help keep consistency and coherence of MSF communications;
- The MENA Communications Adviser will interact with communications staff in the region, including the Intersectional Senior Syria Communications Coordinator, Field Communications Managers in relevant countries, and a variety of press and social media officers in countries in the region;
- On some critical dossiers, the MENA Communications Adviser will interact with analysis and advocacy experts, alongside the Senior Communications Manager;
- These multiple collaborations are meant to maximise the impact of MSF regional communications.
JOB PROFILE
Field support
- Support and advise the teams managing operations at field and headquarters levels in their communications activities and strategies, and help MSF continue to highlight the medical and humanitarian needs of the populations it is helping;
- With guidance from the Senior Communications Adviser, provide support to field communications officers and managers in the region to develop communication strategies in the project countries;
- Design and implement (or support the field communications teams to implement) strategies for creating and enhancing understanding of and appreciation for MSF, its principles and its activities in the above mentioned countries;
- Advise and support the field and headquarters teams on key target audiences to reach with our communications, and work with colleagues in the region to identify ways to effectively pass our messages to those groups, whether online, through traditional media or other modes of communication;
- Respond to communication needs following an emergency or crisis situation in the project countries.
Production and liaison with the MSF network
- Produce articles, press releases and other materials for MSF and external media and social media on the activities in the above mentioned countries;
- Be the primary source of information (reactively and actively) for the wider MSF network on the MSF-OCB activities in the above mentioned countries;
- Cover temporarily for communication on other countries / topics in the absence of other colleagues or upon request of the Combo Coordinator (manager of the Senior Communications Adviser).
Public positioning
- Signal issues on which MSF should consider positioning itself publicly, based on its medical activities and observations, and help define strategies, messages and tools for communicating such issues;
- In collaboration with the Senior Communications Adviser, oversee the production and dissemination of public-facing elements of key advocacy dossiers;
- In collaboration with the Senior Communications Adviser, liaise with other MSF sections involved that should be consulted on issues of public positioning.
