CANDIDATE PROFILE
- Comprehensive knowledge of humanitarian interventions;
- Minimum 3 years MSF experience;
- Minimum 1 years as HOM for MSF;
- Minimum 5 years in management position
- Experience or real interest in issues like access to drugs and MSF campaign, epidemics (malaria, TB, AIDS), humanitarian and human rights laws, public health, IDPs and refugees, geo-politics and emergency response
- Good oral and written communication in English. Other languages are an asset.
- High Strategic vision
- Strong leadership capacities, team management skills /Able to make choices and assume decisions
- Planning and organising :set priorities and organization skills
- Behavioural flexibility - High level of maturity in interpersonal relationships, flexibility
- Strong networking and building relationships capacities
CONDITIONS
- Open-ended contract, full-time, based in Brussels with field visits (at least once a year per country)
- Hospital Insurance (DKV) – Pension Plan – Canteen - 100% reimbursement for public transport costs

Description
BACKGROUND
The Operations Coordinator is responsible for the overall vision and strategy of the missions in his/her portfolio. He/she keeps an overview of the implementation and represents the missions in his/her portfolio towards the MSF movements and the external world.
As a principle, a CO position in OCB is not essentially tied to any specific context and countries, as a re-shuffling of the portfolio within the operations department can occur.
Presently, the programs of the following countries are in the portfolio of Cell4: Afghanistan, Pakistan, India, Ukraine and Russia.
To be noted that Afghanistan mission is an intersectional mission that requires permanent collaboration and open dialogue with the involved desks of both OCA and OCP.
JOB PROFILE
- Develops a strategic vision for each country with the Deputy Operations Coordinator, Head of Mission (HoM) and Medical Coordinator (Medco)
- Is responsible to keep an overview of the implementation of operational activities with the other cell members and the HoM
- Is responsible for the choice of the design teams and support teams as per Operation Decision making process document
- Guides the HoM in his/her responsibility to implement the projects (coaching, mentoring)
- He/She keeps an overview of the implementation and represents the missions in his/her portfolio towards the MSF movement and the external world.
- Represents the cell for external actors.
- Develop a network of interesting and useful actors to better connect the programmes with its environment. This should also help to get a better analysis of the contextual dynamic where the programmes are implemented.
- Is responsible for the information flow internally (Field, Cell, Analysis and Com Departments, DO, HQ, and MSF network) and keeps relevant people updated
- With regard to Afghanistan, maintains a particularly active intersectional dynamic (with OCA and OCP) in the management of the mission, OCB remains the leading section but needs to involve OCA and OCP desks for all key strategic decisions of the mission. Represents Afghanistan in all platforms of the international movement
- Ensures that projects have a pertinent advocacy strategy.
- Identifies important topics for communication (and/or support the missions to do so).
- Is responsible that the HR are properly managed in the missions in his/her portfolio
- Is responsible that the Logistic is properly managed in the missions in his/her portfolio Log strategy
- Is responsible that budgeting and internal control is properly managed in the missions in his/her portfolio
- Responsible for the Budget of the missions in his/her portfolio
- Final responsible of the security for the missions in his/her portfolio
- Participates in the recruitment of HOM, manages and evaluates the HOMs.
- Is responsible as Line Manager or participates as Functional Manager in the recruitment of his/her cell’s members.
- Coordinates, and manages the cell (med, HR, log, fin) as per the new operation’s roles and responsibilities
- Evaluates the cell members (depCO, HR, log, fin) with the concerned Middle Manager, and contributes to the evaluation of the Supply Chain Officer, Medical Officer and Com Advisor.
