CANDIDATE PROFILE
- Masters HR Management tools, methods and concepts applicable within an international organization
- A university degree in social and human science is an asset
- Minimum 2 years MSF field experience is a requirement, experience as Coordinator is preferable
- Efficiently combines a strong short term focus on concrete results with a creative and proactive strategic approach
- Demonstrates analytical skills, critical sense and is able to take decisions
- Strong networking, communication and negotiation skills required
- Able to withstand considerable stress
- Fluent in English and French

Description
CONTEXT
The function contributes in ensuring the right match, at the right moment, between the HR demand coming from Operations (open vacancies) and the HR offer both in terms of quantity and quality of the Medco and Heads of missions. As these two profiles are keys for our operations in the field, the HOM/medco “Pool Manager OCB - DA MSF Belgium” has a strategic role and holds therefore regular meetings with the Operations Directors to share updates of the offer/demand situation and to share feedback from the pools on specific timings (post Annual Review of Operations and post “coordo week”). Ad hoc meeting are organized when a particular point need to be addressed.
The function, aiming to proactively identify, develop and retain expatriate personnel has 3 main poles:
- Recruitment of HoMs and MedCo OCB: responding to related field needs (contract duration for at least 12 months), calls for an open recruitment process (within and sometimes outside the MSF movement). IMPORTANT NOTE: This process is being review at the moment and will change in the near future in order to keep the best of both (recruitment on post and “normal” pool management).
- Pool Management OCB: ensuring the right match for vacancies of short duration (less than 12 months ie gap fillings and or emergencies) and the candidates available
- Development advise for MSF Belgium: advising expatriates concerning their career path, contributes to ensure the match between the operational needs in terms of actual/future skills required for the HoMs/MedCos and their individual development.
It is also crucial to maintain a reflective and creative attitude in order to, with the support of the Head of PM and Coordo and the collaboration of the “operations”, analyse the existing challenges and propose adapted solutions to improve the general functioning and success of these key pools on the field.
S/he reports to the Head of PM/DA (regarding to HR strategies and policies) and functionally reports to the Ops and Med dpt. ).
JOB PROFILE
Recruitment for HoM/MedCoOCB
- Maintains and updates relevant mailing lists for such openings and actively contact candidates to generate relevant applications
- Manages the applications and makes the shortlist with the CO/deputy CO, validates it with the concerned DO/MedOps coordo
- Informs in reasonable delays (a few days) the non-shortlisted, internal MSF candidates on the reasons for not been shortlisted
- Organises and participates the interviews as the HR department representative
- Provides constructive feedback to selected and non-selected candidates
- Is the reference point for expatriates recruited by MSF Belgium concerning their professional progress within MSF through contact with expats before, during and after missions and provides them adequate support and advice reconciling expats professional aspirations with the operational needs
- Is the reference point for expatriates coming from an non OCB partner section, or from other OCs through contacts during their mission providing adequate support and advice
- Briefs all departing pool members and by integrating information from debriefings, specific vacancy summary and project documents and identifies possible learning experiences that the expat will be exposed to
- Receives and processes end-of-mission evaluations and, with this support, debriefs expatriates, highlighting the technical skills and competencies acquired and those needing improvement, offering advice for future development via trainings or other approaches (ie Mentoring)
- Debriefs MSFB non selected or non-shortlisted applicants, and advices on career steps or other potential development plans to be undertaken
- Identifies upon request expatriates from the pool for fixed term missions in the HQ, facilitates expatriate mobility towards HQ posts and informs interested expatriates of possible HQ posts.

Pool Management HOM &MEDCO OCB
- Receives the short term (<12 months) HR needs (open vacancies), and ensures matching with the appropriate profile; if no profile available, pro-actively search for other options with the DO, Deputy CO, propose creative solutions (even if not always available)
- Carries out a statistical analysis of the pool as well as its potential new members in order to ensure that the pool matches operational requirements in the short and longer term
- Organises bi-annual meetings with ops and PMs to identify and follow up career evolution of identified talents and discuss their possible career plans, aiming at retention while balancing operational current and future needs and expat wishes
- Organise meetings (following the bi annuals) with DO to share the global outcome of such meetings and discuss related topics. Write minutes of these meeting for follow up and record keeping.)
- Organise in between those above mentioned meetings 2 other meetings with DO, coordo HRops, head of PM and coordo Recruit/PM to share updates of the offer/demand, global follow up of expats evaluation. One has to correspond to the week after the coordo week where the PM has had the chance to meet all the coordo. Write a report on the feedback received by both HOM and medco
- Critically review the functioning of the post and develops strategies to identify potentials and ways to source the needed profiles in MSF ever changing environment
- Ensures systematic references taking with other OC or organisations
- Updates the HR database according to the different responsibilities/steps of the work.
- Field visits: carries out field visits when needed and after validation of the Coordo PM in order to keep abreast of the situation in the field and to assess how the member of his/her pool are settling into their missions and posts.
- Is the reference person for these pools when it ones to reviewing training or participating to new initiatives related to these pools.
- Participates to the selection committee for the training concerning his/her pool.
- Participates to the CoPro / ARO to keep abreast of the operations in the field.
- Platforms and meetings: takes part in the HR and related department platforms and meetings and contributes to discussions on its objectives and strategies.
