Required
- Fluent in French and English with the ability to draft clear and concise guidelines/instructions and other written communication in both languages
- Experience using SQL to summarize, analyse, and modify data housed in a relational database such as MySQL
- Strong MS Excel skills
- Willingness, enthusiasm, and availability to travel to and work in different field settings
Desirable
- Some programming/scripting experience or training
- Experience deploying and/or providing support for an enterprise level information system with experience in health IS and IT specifically being a distinct advantage
- Experience implementing and/or maintaining another health information system such as openMRS or DHIS2
- Experience conducting business analysis
- Training or experience in healthcare, healthcare management, public health, or epidemiology
- Field experience in developing countries, preferentially, but not exclusively, with MSF
- Experience in training is a significant asset
- Good communication skills, team spirit

Description
BACKGROUND
The Medical Department (MED) provides technical support on medical issues and strategic guidance for the operations of MSF’s Operational Center of Brussels (OCB). The department is composed of advisors in various fields, among them health informatics. The medical department’s health informatics support to operations facilitates the collection and analysis of data for project monitoring and epidemiologic surveillance.
The Health Information System (HIS) Mobile Implementing Officer (MIO) is responsible for initial field deployment and ongoing support in the field and in HQ of OCB supported health information systems. The MIO spends 60% or more of his or her time in the field and is the key onsite representative of the health information unit to the field. The core application the MIO will deploy and support is the Medical Information Network for Operational Support (MINOS) which is a custom software application developed by the in-house Information Technology and Information Services (IT/IS) Unit. The system is used to manage the aggregate medical data from our field operations including intra-organizational transmission of data and to automate the production of trends of standard medical indicators.
OBJECTIVES OF THE POSITION
The MIO works at least 60% of the time in the field to assist in all aspects of the design, customized project level implementation, and ongoing support of information systems, MINOS in particular, that enable efficient and effective data collection, transmission, analysis and reporting on medical operations. While the MIO is the key onsite service provider in the field, s/he works in the headquarters as well to provide expertise and support at all organizational levels relating to OCBs health information systems.
JOB PROFILE
Field based support
- Install and configure software and MySQL database (variables and lists, data validation rules, data entry forms, reports, etc.) to meet the needs of the field and HQ
- Act as a change agent providing leadership and support to field project managers to facilitate successful deployments
- Communicate with stakeholders before and after field visits to establish goals, resolve outstanding issues, and report on progress
- Train field personnel on supported systems and establish a network of “super users” capable of providing first-line support and training
- Assist in field testing and piloting HIS tools
- Perform data quality audits to identify when procedural and/or system related functions are not leading to good quality data; analyze and assist in correcting the problem and data
- Assist in the integration of HIS tools being used in the field potentially including the creation and/or customization of system interfaces
Business Analysis
- Assess and document the needs, opportunities and difficulties regarding routine medical data (collection, storage, transmission, analysis) in the medical services
- Assist in writing use cases in the field and HQ to inform new features, applications and system interfaces
- Develop and communicate recommendations to improve data quality and optimize the use of current features for project monitoring, surveillance, and decision making
Ongoing support
- Monitor data quality and assist in the correction of identified data problems, including authoring and executing or ensuring the execution of SQL queries in the field as necessary
- Assist in the development, distribution, and maintenance of bilingual (French/English) end user documentation, training videos, courses
- Manage remote updates and reconfiguration of systems to keep them current with evolving project needs, goals and system features
- Provide HIS training to HQ staff or field personnel passing through Brussels
- Assist in handling or routing and following-up on incoming data related questions or system bug reports
- Assist in diagnosing software bugs and testing/deploying software patches
- Assist in day-to-day system administration (e.g. maintenance of translation files used to provide multi-lingual software and reports, update system documentation and logs)
