Contributions

  • Strategy development: Leads the development of program development strategies for a global program development portfolio. Uses organizational tools (Enterprise Risk Management, Health and Sustainability Framework) to assess the health of the portfolio. Participates in overall business planning in relevant conflict geographies.
  • Business intelligence: Manages donor pipeline based on business intelligence with oversight. Ensures balances of risks and opportunities with matrixed teams and at the country level.
  • Positioning and donor relations: Leads donor engagement and positioning strategy with oversight. Ensures Search is seen as credible by the actors and on the issues identified in the strategy.
  • Capture planning: Oversees capture strategy and implementation.
  • Program design: Oversees design and bid process, developing tools, providing coaching and feedback, and quality control.
  • Proposal development: Coaches and supports proposal leads. Assists in cross-organizational proposal development.
  • Contracting process: Oversees contract negotiations.
  • Knowledge management and training: Ensures cross-fertilization of program development learning across teams. Identifies and addresses capacity needs and implements capacity development plans as needed.
  • Other duties that are broadly in line with the above key contributions as assigned.

Team Summary

Search for Common Ground is an international non profit organization with operations in 30 conflict-affected countries across the globe, and headquarters in the USA and in Belgium. The Belgian entity is an international AISBL with 30 staff based in our Brussels office and 1000 colleagues across the globe, 90% of whom are locals to the places where we implement our peacebuilding work.

The Program Development team plays a crucial role in that regard. The team creates new and repeat business for the organization in line with the Program Development Strategy. The Program Development team works closely with in-country Directors and Managers to ensure funding for programming that directly responds to the needs in Search’s conflict geographies. This function commences with scoping and pre-positioning for opportunities and completes with the signing of an award. This involves building program development strategies for conflict geographies, capturing opportunities, and leading Search’s engagement with institutional donors and partners. To develop successful bids the team works in close collaboration with other departments, including Finance, the Institutional Learning Team, Communications, and Human Resources. The Program Development team will build and strengthen the program development capacity within the organization.

This position oversees and coordinates Search’s engagement with donors in Europe, including the UK, and globally. The candidate will be responsible for a Europe-based engagement strategy, including for new donors to the organization. This position supervises at least one staff member and reports to the Executive Director, Brussels. The position is part of the Global Programme Development’s Senior Management Team, and works closely with the Director of Global Affairs and Partnerships, the Africa Programme Development Manager and the MENA/Asia Programme Development Manager (based in the USA and Nairobi).

Verantwoordelijkheden van de HR Officer International Staff
Als HR Officer International Staff ben je verantwoordelijk voor de uitvoering van effectieve en efficiënte HR admin processen voor onze international staff, in lijn met de Globale HR strategie en procedures en sociale wetgeving. Je maakt deel uit van het HR team op het hoofdkantoor van VVOB en rapporteert aan de Global Lead of HR. Tegelijkertijd werk je nauw samen met de andere collega’s op het hoofdkantoor en de HR collega’s in de landen.
 
Je takenpakket bestaat onder andere uit:
  • Je volgt de personeelsadministratie (payroll, verzekeringen, fiscaliteit, ...) van onze international staff en beantwoordt hun vragen, verleent advies waar nodig.
  • Je zorgt ervoor dat het HR handboek, dat onze HR admin policies en processen bevat, up to date is en dit zowel voor international staff als de globale versie voor onze landenteams. Je informeert en adviseert de betrokken collega’s hierover.
  • Je coördineert globale security management processen en begeleidt onze landenteams in het opstellen en updaten van hun security management plannen. Je werkt mee aan de continue verbetering van HR processen en ondersteunt in verschillende HR projecten en activiteiten.
Als jij onze HR Officer International Staff wordt, dan zijn dit onder andere zaken waarmee jij je tijdens je werkweek bezighoudt:
  • Je hebt een aantal vergaderingen met HR collega’s uit de landen gepland.  Samen met hen bekijk je de voor- en nadelen van verschillende contracttypes, volgens de sociale wetgeving in deze landen. Op basis van deze informatie maak je een globale analyse en bekijk je samen met de Global Lead of HR of er wijzigingen nodig zijn.
  • Een recent gestarte expat is op zoek naar een huurappartement en contacteert je met een vraag rond de terugbetalingsvoorwaarden. Je plant een meeting in om samen te kijken naar de huisvestingsprijzen en voorwaarden van dat land om een duidelijk beeld te schetsen en geeft mee welke documenten overgemaakt moeten worden om de huisvestingsvergoeding toe te kunnen kennen.
  • Lunch! Een ideaal moment om bij te praten met de collega’s op hoofdkantoor.
  • Je hebt een meeting gepland met het HR-team in Kenya om hun security management manual voor dit jaar te bekijken aangezien de verkiezingen eraan komen en dit voor de nodige politieke onrust kan zorgen. Samen denk je na of en welke aanvullende acties nodig zijn, gebaseerd op hun specifieke noden en context.
  • Je bereidt een meeting met een externe expert in fiscaliteit voor. Samen met de Global Director of Finance en Global Lead of HR wil je met hen onderzoeken hoe we, met een steeds internationaler wordende expat populatie, op een correcte manier over taks-gerelateerde zaken communiceren en adviseren.

Description

CONTEXT

Ariadne, the E-health Unit, supervises the collection, processing and use of medical data for MSF Operational Center Brussels (OCB). The unit is part of the Medical Department and provides data management support to the Operations in the field and Brussels Headquarter (HQ). The support provided is aligned with the projects’ objectives, ambitions and demands, and to MSF OCB’s overall ambitions as described in the Operational Prospects. The unit’s goal is to provide a broad and consistent way to come up with good quality data in the field, with a good balance between tailor-made (through relevant and usable short-term support) and standardized systemic electronic tools. 

Health information management comprises a whole series of activities and responsibilities which start with data collection in front of the patient, the use of electronic databases, until the production of analyses which can be used by clinicians, epidemiologists and operational managers to guide clinical activities and humanitarian operations. Operational and medical, humanitarian and strategic intelligence is produced out of relevant, clean, quality project data. 

An Electronic Medical Record (EMR) solution is deployed to answer to the operational needs for data collection and needs at the service provider level in OCB: to improve patient care by making medical information available across all medical and support services and over time. Implementations can be indicated for health structures with a complex or multidisciplinary patient flow or for the follow-up of chronic diseases (TB, HIV, etc.). To have the most appropriate solution for any given field project, a thorough analysis of specific needs must be done in the field and a well-defined choice between multiple options made.  

For the deployment of EMRs, MSF works with Bahmni and OpenMRS, which are related Open Source Software (OSS) solutions. This requires MSF to participate in their respective communities to follow up new evolutions and to assure developments are in line with field requirements.  

On the other hand, a solid replicable solution requires some centralization while maintaining close interaction with field projects and to balance specific demands with the aim to implement standardized approaches.  

Also, in many of the contexts where we apply EMRs a technical support is needed beyond the adoption phase to support continuous development and user adoption. 

A multidisciplinary team supports the EMR role out in headquarters. Between medical department supporting content and validated use, ICT department for software development and hardware solutions, data protection experts etc. 

For the EMR product owner, we are looking for a person who is familiar with software architecture, with an EMR administrative role, is a team player and can help to drive tool adoption strategy supporting a long-term vision.

RESPONSIBILITIES

The EMR product owner assures that MSF’s adopted software solution is continuously improved via upgrades, expansions and other technical developments, for example analytic functions, and this in close collaboration with the EMR team, field projects, ICT and vendors (where necessary).

Assure up-to-date knowledge on software architecture and evolution of EMR software 

  • Assure link with community including follow-up of new developments 
  • Road map for development support looking at prioritized functional requirements 
  • Build a roadmap to gradually shift towards more OpenMRS 3.0 adoption in favor of Bahmni use  

Organize the technical backbone for EMR role out 

  • Manage, verify and validate configuration for field instances 
  • Define development and customization needs for requests beyond configuration 
  • Provide technical support as first point of contact for the teams of running EMR projects 
  • Second line support for project EMR managers 
  • Direct support for small static projects without local EMR managers  
  • Liaise with ICT for infrastructure or coding issues 
  • Management of administrator accounts and surveying good data protection practices 

In close link with ICTs 

  • Support liaison with vendors and field  
  • Assure Security analysis, monitoring and follow-up 
  • Data protection compliance by setup

Objectifs du stage :

Le stage couvrira trois grands volets d’activités :

  1. Communication
  • Collaborer à l’entretien de la communication sur les réseaux sociaux
  • Mettre en forme des informations pour alimenter l’agenda du site du CNCD-11.11.11
  • Entretenir des contacts et répondre aux sollicitations des citoyen·nes ou des volontaires du CNCD-11.11.11
  • Participer aux réunions d’équipes à Bruxelles et à Namur

 

  1. Organisation d’activités
  • Organisation et logistique propres à l’organisation d’événements, en ce compris la gestion d’un budget
  • Montage, démontage et rangement de stand, exposition, etc.

Contexte 

 

Annoncer la Couleur (ALC) est le pilier francophone du programme d’éducation à la citoyenneté mondiale (ECM), mis en œuvre par l'Agence belge de Développement, Enabel. Ce programme vise à ancrer et renforcer l'éducation à la citoyenneté mondiale dans l'enseignement belge. A cet effet, il propose aux secteurs de l'enseignement et de l'ECM un soutien stratégique, un renforcement des pratiques pédagogiques centré sur la collaboration et se positionne en tant que centre de connaissances, d’innovation et d'expertise en éducation à la citoyenneté mondiale. 

 

 

Description de la fonction 

 

Afin de contribuer au renforcement des pratiques pédagogiques des enseignant-e-s en éducation à la citoyenneté mondiale, Annoncer la Couleur propose une offre pédagogique de qualité au travers de la formation initiale et continuée des enseignant-e-s et l’analyse et la diffusion de ressources pédagogiques. Par ailleurs, Annoncer la Couleur soutient le développement et la mise en œuvre de projets innovants visant l’ancrage de l’éducation à la citoyenneté mondiale dans l’enseignement.  

 

Dans ce cadre, Annoncer la Couleur » est à la recherche d’une personne dynamique et engagée dans le but de : 

  • renforcer les pratiques d’ECM dans l’enseignement en Fédération Wallonie-Bruxelles à travers la formation des enseignant-e-s et futur-e-s enseignant-e-s,  

  • conseiller des acteurs de troisième ligne de l’enseignement (formateurs et accompagnateurs d’enseignant-e-s),  

  • et, dans une position de facilitateur,  mettre en œuvre des projets qui renforcent la qualité, la synergie et l’innovation en ECM dans la pratique éducative. 

 

Votre profil 

Niveau de formation requis 

  • Master en sciences humaines (sciences sociales, sciences politiques, pédagogie, etc.) 

Expériences requises  

  • Minimum 2 ans en formation d’adultes; 

  • Minimum 2 ans d’expérience pertinente en ECM ; 

  • Une première expérience en gestion de projet constitue un atout appréciable. 

 

En outre, nous attendrons des candidats qu’ils puissent faire preuve des compétences et connaissances suivantes :  

  • Compétences pédagogiques (capacité à capter l’attention et l’intérêt de son public tout en maîtrisant le contenu, transmission et co-construction de savoirs et savoirs-faire, ...), compétences en pédagogie active très appréciées ; 

  • Connaissance de l’organisation de l’enseignement en Fédération Wallonie-Bruxelles; 

  • Bonnes connaissances du secteur de l’ECM en Belgique francophone 

  • Facilitation de processus et gestion de parties prenantes; 

  • Compétences en networking; 

  • Forte affinité  avec les nouveaux médias et les évolutions récentes dans ce domaine; 

  • Grande maîtrise du Français tant à l’oral qu’à l’écrit ;  

Bonne connaissance du Néerlandais (au moins passive) pour la bonne collaboration avec les collègues néerlandophones; Une bonne connaissance de l’Anglais est un atout.

WWF Belgium is looking for a Program Manager to lead the management, delivery and development of conservation programs in Europe and the Mediterranean, with a particular focus on the region of the Carpathians and the Danube, also known as the Green Heart of Europe.

Your role

Key Responsibilities

CONTEXT:

HI is implementing two global projects on inclusive humanitarian action. One is a HI flagship project, funded by ECHO, to develop programming and coordination tools and guidance for disability-inclusive humanitarian action. The other project is the third phase of the ‘Leave no one behind’ project series (LNOB). Both are building on the existing practices developed through inter-agency efforts on inclusive coordination, capacity development and programming by HI and other humanitarian actors, including Organizations of Persons with Disabilities (OPDs).

HI is seeking a MEAL (monitoring evaluation accountability learning) & Communication Officer. He will ensure effective and efficient implementation of HI’s MEAL and communication strategy and related approaches for the “Leave no one behind” and “From Guidelines to Action” projects through establishing and strengthening M&E systems, capacity development and knowledge management. He will support the two projects also with regard to internal and external communication efforts. This will require collaboration with the respective country project teams focal persons and project partners.

The MEAL & communication Officer will join the Governance and Inclusive Humanitarian Action unit within the Protection & Risk Reduction Department. The unit consists of 11 staff members under the supervision of a manager. The team members are scattered across the USA, Canada, France, Belgium and Germany.

 

MAIN RESPONSIBILITIES:

The ambition is to support the operationalization and localization of the IASC GL by humanitarian actors, including OPDs, through various activities on global, national and local level, including “Review, Adapt & Action Learning Labs” (RAAL Labs) for disability inclusive coordination, data collection and programming in sectors, such as WASH, protection, health and food security.

Your main responsibilities are:

  • Spearhead the development and implementation of MEAL Plan.
  • Ensure adequate project monitoring in relation to project objectives and learning of teams.
  • Actively contribute to MEAL Data Management
  • Capacity building and support to Project Teams

Student job – Data Analyst (m/f/x) – MSF Belgium - Brussels

CONTEXT

The MSF Academy for Healthcare is an initiative that has been created with the aim to increase the quality of healthcare provided by our staff to the patients we assist in the missions. The Academy has a growing portfolio of projects addressing specific learning objectives of different categories of healthcare staff in MSF. All these projects are chosen in line with overall MSF operational and medical priorities.

A large focus is on MSF’s national staff, especially in the countries with the largest gaps in human resources for health (HRH) capacity. Presently, a lot of effort goes to nursing staff of MSF hospitals in Africa. More recently, the Out-patient care initiative has been implemented with pilot initiatives in the field. The Academy develops adapted curricula and invests a great deal in clinical mentorship in the wards. Presently the nursing training programme has projects in CAR, South Sudan and Sierra Leone and it is planned to be expanded to other countries in the coming years. We hope to install a much stronger learning culture within the MSF operations. Beyond MSF projects, the Academy connects also to health authorities to work on accreditation of its learning and punctual support to governmental programs.

Finally, in 2021 the MSF Academy has started to implement a project to improve the management of Antimicrobial resistance (AMR) in MSF-supported structures, and two longer term academic courses: a Post-Graduate Diploma in Infectious disease (PG DIP), and a two-year course for medical managers in the organisation. The portfolio of project of the MSF Academy is growing, and projects are increasing in scope and complexity, the workload of the overall team has increased, and we recognize the need to reinforce the capacity of the ‘global team’ of the Academy.

The Academy aims to maintain the same overall educational approach in all its projects: competency-based learning; as much as possible on-the-job training with the presence of strong tutors or clinical mentors; and seeking to achieve appropriate accreditation for all trainings, often in collaboration with partner teaching institutes.

MSF Academy Digital learning Content Developpers are responsible for giving support in the design, development, deployment and administration of e-learning solutions, always looking at providing creative and best quality services that meet MSF Academy learning needs.

Overall, the main tasks of the Global team can be divided in 5 categories:

  • Leadership and Project initiation
  • Project management of existing projects
  • Administrative follow-up and support of existing projects or the overall structure
  • Technical expertise, guidance and support for the different programs (nursing, learning, curriculum development, mentorship, etc.).

Positioning within the organisation 

The Data Analyst student reports hierarchically to the MSF Academy’s Deputy Director and interacts regularly with the pedagogical Referent and administrative coordinator, among others.

RESPONSIBILITIES

Under the guidance of the Deputy Director, Pedagogical Referent and Admin coordinator:

  • Data encoding into Acadata, our Odoo-based newly developed database, for the AMR & Outpatient care programmes’ data
  • Develop dashboards in Power Bi that will allow for easy analysis of data encoded in Acadata, following a needs analysis of what would be useful for regular M&E for the global team’s programme managers and the field representatives & pedagogical managers
  • Develop a user guide and train team members on Power BI

Supply Chain Officer for Cell 6 (m/f/X) – MSF Belgium - Brussels

CONTEXT

Driven by MSF’s goals, the Operational Center of Brussels (OCB) Supply Chain’s mission is to enable humanitarian action and to provide reliable supply chain solutions. It comprises several sites in each mission on the field (projects and capital), MSF Supply (its European Supply Center), and the Kenya Supply Unit (its regional hub). The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the relevant support for its development.

The Supply Chain Officer (SCO) position belongs to the Supply Department (line manager: Front Office Coordinator) and is a member of the operational cell (functional manager: Operations Coordinator). S/he:

  • designs both the supply strategies and the set-ups answering the operational needs while taking into consideration the general supply policies and standards
  • makes sure resources and means tally the needs in the field (technical support, budget, field HR skills…)
  • supervises and reports about the performance of the supply chains
  • is accountable over the current situation of his/her contexts and must proactively foresee the future challenges to avoid supply becomes a bottleneck for operations
  • understands the needs of operations and translates them into supply chain solutions

As a principle, a SCO position in OCB is not essentially tied to any specific context and countries, as a re-shuffling of the portfolio within the operations department can occur.  Lebanon, Syria/Turkey, Iraq, Palestine, Yemen and Egypt are presently in the portfolio of Cell 6.  To be noted that Lebanon and Palestine missions being intersectional missions, they require permanent collaboration and open dialogue with the counterparts of both OCG and OCP.

RESPONSIBILITIES

  • S/he designs and supervises the implementation of the Supply strategy of each context / project of the Operational Cell, in close collaboration with Medical and Logistics operations in order to cope with operational needs and quality required by OCB’s policies. These include stock management, international and national sourcing, transport and customs, ordering process, demand planning and forecasting processes, communication and customer satisfaction processes.
  • S/he participates in the dynamics of the cell as its Supply referent. As such, s/he helps to build and follow the budget. S/he participates in all necessary gatherings (AROs, budget revision, monitoring, Project Proposals…).
  • S/he works closely with the other SCOs as a team to foster best practices and benchmark. S/he also promotes outsourced resources when adequate.
  • S/he is the functional manager for the Supply Co at the Coordination on the field. S/he collaborates with him/her to design and improve the supply chain of the context (set-ups, needs for support, processes, needs for trainings, intersectional dynamics…) with the support of the Supply Department and its technical referents.
  • S/he collaborates closely with the procurement experts and pharmacist in charge of quality. Due to regional dynamics and importation constrains, a big portion of the needs are sourced locally.
  • S/he keeps tight link with his/her peers within the other OCs and ESCs and promotes synergies to maximize capacity (mutualization initiatives ongoing in several missions of the cell portfolio).
  • S/he has full visibility of his/her resources. S/he reports performance of the supply chains of his/her contexts, based on quantitative and qualitative metrics and analytics, with a focus on partnership’s satisfaction.  
  • S/he contributes to drive the MSF Supply Chain strategy towards Supply Chain excellence by escalating the uncovered needs on innovation, resources and quality.
