REQUIREMENTS
Education & Experience
- Studies in Political Science, Communication, Human studies or similar
- At least five years of professional experience in strategic operational communication
- Previous experience in MSF HQ and/or field mandatory, ideally in an operational communication position
- Proven experience in crisis communication
- Previous experience in the organization or facilitation of trainings and debates
- Outstanding experience in production
of communications tools- Previous experience in crisis management teams is an asset
- Record of impactful communication initiatives is an asset
- Previous experience in developing M&E for the evaluation of impact of comms initiatives is an asset
- Experience in training, coaching, mentoring
Competencies
- Knowledge and understanding of international media
- Proven knowledge of digital and social media approaches and tools
- Knowledge of MSF operational communications processes is an asset
- Strong sense of initiative and strategic vision
- Strong organizational and planning skills
- Proven capacity to manage highly stressful situations
- Capacity to influence others, also with different background and experiences

Description
Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
To support this work, the Communication department of the MSF Operational Centre Brussels (OCB) is looking for a:
Operational & Crisis Communication Strategist (m/f/x) – MSF Belgium – Brussels
CONTEXT
The COMBO (Communication for Brussels Operations) Unit is a team of communication, audio-visual and digital professionals that delivers high level communication support to MSF’s operations. It serves the Brussels Operational Centre (OCB) of MSF and is part of the Communication and Fundraising Department in Brussels. The Unit’s main tasks are to advise on and develop communications strategies and public positioning on specific contexts and to support the field teams with communication productions and day-to-day activities.
As part of the COMBO Unit, the Operational & Crisis Communication Strategist ensures the implementation of several transversal tasks and dossiers to support the strategic objectives of the COMBO, enhance MSF’s response to crisis and reinforce our public positioning and speaking out capacity. You will follow up transversal dossiers and initiatives and provide communication support during reputational, institutional crisis and/or critical incidents involving OCB. You are the focal point for crisis management for the COMBO team, ensuring the functioning of the roster and the availability of comms profiles during critical incidents. You are also in charge of long-term dossiers to support the vision of the COMBO, such as the training of HQ and field staff, the development of transversal initiatives with the operational and analysis departments, and other strategic tasks. You are the focal point for the COMBO in the processes of “field recentralization” and in the organization’s transition towards a networked OD (Operational Directorate).
INTERACTIONS
- You work under the supervision of the Operational Communication coordinator (COMBO coordinator)
- You interact with different stakeholders at the HQs and at the field level in case of reputational, security or institutional crisis affecting OCB operations and/or staff
- You interact with the security focal point for crisis management tasks
- You work in close coordination with the other members of the COMBO team
- You interact with other CAs (Communication Advisors) or CoCos (Communication Coordinators) in the follow-up of intersectional files
- You interact with the Vienna Training Unit, the L&D (Learning & Development) unit for contributing to the training modules for comms, operations and medical staff
- You interact and coach/support FCMs (Field Communication Managers), RCMs (Regional Communication Managers) in different projects supported by RSTs (Regional Support Teams)
- You interact with MSF partner sections’ Director of Communication and operational communication referents
RESPONSABILITIES
Crisis communication and transversal operational communication dossiers
- Follow reputational and institutional crisis involving OCB in coordination with the Operational Communication Coordinator and Director of Communication
- Elaborate preparedness plans, strategies, and tools to ensure MSF OCB is prepared to reputational, institutional & security crisis from a public communication perspective in coordination with the Digital Strategist
- Focal point for the Communication Crisis Management team, ensuring the functioning of the OCB communication CIMT roster in coordination with the OCB Security focal point
- Follow up on intersectional files, topics and dossiers in coordination with the Operational communication coordinator
- Follow up on transversal communication topics, initiatives and dossiers linked to other departments such as the Analysis department or the Operational department (counterterrorism, conflict, displacement, climate change, etc.)
- Represent the COMBO unit in the articulation and implementation of the “field recentralization program” and other change management processes
- Provide technical support to Field Communication Managers, Regional Communication Managers or Operational communication focal points in different contexts supported by Regional Support Teams
- Be an active member of the crisis management roster for communication
Learning & Development, Trainings and Knowledge Management
- Follow up the individual and collective training dossiers for the OCB operational communication team
- Organize and facilitate trainings, internal and external debates on operational communication and speaking out to support the implementation of the COMBO vision
- Contribute to the trainings on operational & crisis communication for Coordinators, RST leaders, HOMs (Head of Missions), Field Coordinators, Medical coordinators,…in coordination with the L&D unit and other relevant stakeholders,
- Contribute in coordination with the Vienna Unit to the trainings of Field communication managers and officers in the field
- Ensure that the COMBO team are trained in crisis management
- Ensure the technical validation of candidates for the field communication and emergency comms pool in coordination with the intersectional pool manager
Coordination support
- Support the Operational Communication Coordinator in coordinating tasks including the organization of annual meetings, annual COMBO retreat, B&O, editorial meetings; etc
- Improve our internal capacity to assess the performance and the reach of operational communication initiatives in coordination with the other members of the COMBO team and other relevant stakeholders in MSF offices
- Support the Operational Communication Coordinator in HR dossiers, including new recruitments, induction and briefing of new team members, etc
- Put in place and ensure the general internal reporting and the archiving of the COMBO team
- May be asked to follow dossiers and countries of CAs during holidays or gap filling
- Replace the Operational Communication Coordinator when on leave
