Profil
Experience required: • Several years’ experience in a trade union organisation with responsibility for membership and community engagement and/or organising, or in an INGO/IO with strong identification with the ITUC’s values and objectives; • Experience working at regional or international levels, or demonstrated capacity to translate national experience into the international sphere; • Strong campaigning, coordination and organisational skills, with a focus on online engagement, and capacity to motivate and support others to take action. Skills required: • Capacity to manage, in conjunction with IT specialists, the process of website development; • Knowledge of community engagement and the use of social media tools to build movements for change; • Excellent writing and editing skills for policy documents, public communications and for engaging content; • Knowledge of human and trade union rights and migrants’ rights in particular; • Knowledge of the cross-border recruitment industry is an asset; • Ability to identify research and fact-finding needs, conduct or commission research tailored to achieving project goals; • Excellent English language skills required, with knowledge of other languages (especially French and Spanish, Malay, Bahasa, Nepali and Filipino) a distinct advantage. Description
Job mission: We are looking for a talented and experienced Project Officer to fill a key position in our Human and Trade Union Rights Department at our Brussels headquarters, dealing with migrant workers’ rights. The successful candidate will be responsible for developing and implementing a global web-based project to tackle deceptive and coercive practices during the recruitment process of migrant workers, by increasing knowledge on safe recruitment options and facilitating the sharing of migrant workers’ recruitment experiences. The project integrates large-scale outreach to migrant workers, organising and advocacy both online and offline. Implementation of the project involves member organisations and requires strategic support for national plans to inform migrant workers of their rights and to mobilise and organise them. The successful candidate for this position will be required to set up, coordinate and manage the project, to deliver defined outcomes within established timeframes and budget. The Project Officer will work with colleagues in the Trade Union Rights Department, other ITUC services and also with national counterparts, initially in four countries. Responsibilities: Responsibilities, under the direction of the ITUC Trade Union Rights Director, include: develop a full workplan and strategy for the project including (conceptualising building blocks of the website, drafting strategy for the choice of country hosting options, compiling and drafting concise information on migrants’ rights, etc.), organise and coordinate meetings workshops and conferences, and develop materials for these and for training purposes; monitor and oversee the work of project members, experts and external consultants; provide assistance to partners at international, regional and national levels, and build cooperation with inter-governmental and non-government organisations in order to build engagement in the project; liaise with other ITUC departments, in particular on website design and maintenance, publications, campaigning and communications strategies, fund-raising and financial control and financial and narrative reporting; represent ITUC at events and conferences as speaker as well as participant, act as central point of contact regarding the project and to ensure advocacy and lobbying. Specific responsibilities for the Migrant Recruitment Monitor project: 1. Develop and launch a global Migrant Recruitment Monitor website with the support of IT specialists, including checklist for assessment of recruitment companies and destination countries, outreach and engagement strategy, data security and other relevant applications. 2. Develop and launch national Migrant Recruitment Monitor websites/webpages in Nepal, the Philippines, Indonesia and Malaysia (in English and the major local language). Manage the recruitment of national project coordinators in each country, identify and categorise relevant information, train the national coordinators in content-management, develop and oversee the implementation of a reporting system for rights violations 3. Develop and implement an engagement strategy for the Migrant Recruitment Monitor website among migrant communities to increase participation on the website, including data and contact-collection methodology, online and offline promotion. 4. Ensure visibility and explore expansion options with affiliated trade unions and like-minded donors, produce regular reports from the data collected and develop proposals for expansion of the project beyond 2018. 5. Manage donor reporting, including financial and narrative donor progress report to be submitted to the International Labour Organisation.
