REQUIREMENTS
Education & Experience:
Academic background to Masters’ level (anthropology/social/political sciences, law, protection, migration) with first-rate oral and writing skills and excellent research / analytical skills
Knowledge of the Belgian institutional system
2 years of experience working in research, analysis and advocacy is essential
Previous experience in developing advocacy and campaigning strategies & experience with MSF or other NGOs is an asset

Description
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. We work in over 60 countries, offering assistance to people based on need, irrespective of race, religion, gender or political affiliation.
The MSF Belgian mission is looking for an:
Advocacy Manager (m/f/x) – MSF Belgium - Brussels
CONTEXT
The MSF mission in Belgium intends to address within a multi-disciplinary and collaborative approach, the health needs and main social determinants of populations in situation of exclusion in parallel to pro-actively engaging on the visibility of the problematics and promoting institutional change. The target population includes migrants in transit, in stagnation, undocumented migrants and those in administrative detention.
Today, the Belgian mission is structured around 4 axes of intervention:
Mental health: first line mental health care is provided at the HUB humanitaire and in shelters & squats.
Outreach: the mobile team is providing sensitization, prevention, control of infections, health promotion, primary health care and referral to specialized medical care if necessary.
Emergencies: the mission responds to specific identified emergencies when needed.
Advocacy & communications’ interventions on the reception crisis
MAIN PURPOSE
Contribute to the development of humanitarian affairs and communication activities in the Mission by supporting the humanitarian context analysis based on objective data collection in accordance with MSF strategies and with MSF policies and values, in order to improve the humanitarian and human rights situation amongst the population.
This means:
Ensuring a continuous context analysis
Identifying medico-humanitarian problematics
Developing and updating the advocacy strategy for the mission and implementing related activities
Liaise with communication counterparts to support mobilization/campaigning and public positioning initiatives
RESPONSIBILITIES
In collaboration with the Head of Mission, the Medical Coordinator, advocacy and communications’ referents, define and develop a mission strategy, in order to address the humanitarian situation in Belgium and ensure that advocacy & communication components are included in the mission operational strategies
Support implementation / coordination of advocacy & communications activities, including action plans, press releases, tools, events & other activities, in collaboration with referent comms counterpart
Contribute to the collection of data, key messages and context analysis addressing medico-humanitarian situations in support of the Head of Mission and the project team and ensure liaison with other OCB missions and MSF Operational Centers on migration related topics.
Take media interviews and liaise with team members for interview requests
Draft ad hoc lobbying points and reports in relation to main medico-humanitarian concerns while strengthening the integration of humanitarian affairs (analysis, critical reflection, understanding of context) and operational communications.
Liaise with MSF HQ relevant departments (linked to advocacy, networking and communications in Belgium) in order to jointly define respective roles and responsibilities; to ensure coordination on strategies, development of partnerships, engagement with key actors and institutions.
Support networking needs by leading or participating in representation duties in non-project locations (on delegation from the Head of Mission), including with domestic civil society, professional groups and local academics/universities.
When necessary, support the organisation of discussions, trainings, briefings, etc. about relevant thematic on migration and future advocacy activities, in order to raise awareness of MSF staff and partners regarding these matters
DATA COLLECTION
In collaboration with the Advocacy department and the mission medical coordinator, design and support the implementation of a quantitative and qualitative data and testimonies collection system in order to provide reliable information for operational and strategic decision-making.
In collaboration with the medical coordinator, identify necessary data to be collected and ensure that adequate data collection tools are in place an implemented on the projects of the mission in line with advocacy strategies
Contribute to provide the communication department with relevant data and qualitative information to ensure that communication initiatives and public positioning are grounded in MSF’s medical activities
Support the Head of Mission in the analysis of the data collected, to better orient the programmes and projects, to provide an optimal response to population needs.

Salary according to MSF-OCB HQ grid
