CONTEXT
The Medical Department framework
The aim of the Medical Department is to improve the quality of MSF interventions in the field. This is done through 3 main activities: direct support to the field (field visits, technical advices etc.), training of MSF medical staff according to defined policies and support to operational research.
The Medical Department is divided in several units, with different roles. Several persons are also employed for short period to work on specific dossiers.
The pharmacists’ role in OCB
Access to essential medicines is one of the major concerns for MSF Medical and Operational department. Through their expertise, pharmacists are responsible for the quality and management of drugs, therapeutic foods and related medical devices in MSF missions/projects. The activities covered go from the sourcing of the product up to dispensing practices and rational use, promoting standard WHO practices all along the life cycle of a pharmaceutical product.
In the HQ, the Section pharmacist is delegated from the Medical Director to assure the quality of the medicines supplied and used by MSF projects and to support polyvalent medical staff, and other medical or logistic personnel on pharmaceutical issues. The section pharmacist is the focal point for all questions related to pharmaceuticals and is liaising with external organizations on his domain. He/she works in close cooperation with the Medical Warehouse Management Referent, who advises and supports supply staff, medical polyvalent staff and other medical or logistic personnel on medical warehouse management issues; and with the Drug Management Referent whose overall objective is to assure that procured drugs are properly used in the field.
Place in the organization
- S/he is hierarchically accountable to the medical director and works under the supervision of the Section Pharmacist and in close collaboration with the members of Pharmacy Unit according to their respective responsibilities. S/he also works in close collaboration with the Supply Unit
- S/he supports polyvalent medical staff in the cells and teams in the field.
JOB PROFILE
General Objective(s) of the position
- To ensure the quality and proper organization of medical supply process in end-user units, efficient management of the medical stocks in the end-user units and Good Dispensing Practices.
Note: ‘end-user units’ encompass here IPD/OPD pharmacies, dispensing units, wards & services up to patient level
- To assist the Section pharmacist in quality assurance related activities for medical devices.
Specific objectives
- Initiates/develops an integral and coherent policy on pharmaceutical product supply and medical stock management in end-user units, and develops protocols, training tools, etc to support it.
- Supports implementation and follow up of pharmacy management tools in the field. Maintains up-to-date Isystock Software databases and supports the field with implementation
- Initiates/develops an integral and coherent policy on Good Dispensing Practices, and develops protocols, training tools, etc… to support it.
- Develops, reviews and updates dispensing tools with an objective to strengthen performance in the field, to enhance monitoring and evaluation of the dispensing process and to achieve a more harmonized approach between the missions
- Supports the Section Pharmacist in giving a technical back up for questions coming from the field or at HQ level, related to the quality and procurement of medical devices and on the quality-related aspects of medical devices; perform field visits to selected missions to evaluate the medical devices sector of the country.
- Identifies needs and supports development of training on pharmacy management and dispensing practices for field pharmacists, and ensures knowledge transfer on policies, protocols, guidelines, etc. ; collaborates with human resources pool manager on development of pharmacist pool
- Provides back-up for the Section Pharmacist while she/he is on leave or on a field support visit
Main activities related to objectives
1. PHARMACY MANAGEMENT in OPD/IPD Pharmacy and end-user units:
To ensure proper pharmaceutical product supply and management in OPD/IPD pharmacies and end-user units:
Structural management
- Size, layout, flow, items arrangement
- Storage conditions (in link with the field support GDP pharmacist)
Administrative management (movement follow-up)
- Reception / preparation / distribution / inventories / movements record
- Stock levels follow-up and reporting
Information system management & Data collection
- Referent for Pharmacy management software (Isystock)
- Consumption data (tally sheets..), quality data collection
- Communication management
2. MANAGEMENT OF DISPENSING ACTIVITIES
- To ensure quality of dispensing practices (inpatient-outpatient), including proper dispensing environment/dispensing personnel/dispensing equipment and dispensing process
3. DISTRIBUTION SYSTEM & FLOW
- To support the field teams in defining an efficient medication distribution system and -flow from the Project Central Warehouse to the patient
4. PLANNING OF PHARMACEUTICAL ACTIVITIES
- To support the field teams in planning, implementing and monitoring pharmaceutical activities (Pharmacy Logframe-Sitrep-Order planning- Workplanning)
- To capitalize the pharmaceutical aspects and particularities of the OCB missions (Country Pharmacy Profile)
5. TRAINING
To participate in the development of new trainings and briefing tools and to participate as a trainer in courses both at local/regional and intersectional level (Medical supply and stock management training-Pharmaweek-PPD Log/Supply)
- QUALITY ASSURANCE OF MEDICAL DEVICES
- To participate in the definition of international technical specifications for medical devices together with the Section Pharmacist and other MSF sections.
- To support the Section Pharmacist in giving a technical back up for questions coming from the field or at HQ level, related to the quality and procurement of medical devices and on the quality-related aspects of medical devices.
- To perform field visits to selected missions to evaluate the medical devices sector of the country.
