BACKGROUND

Project outline

MSF is running a pilot project in Belgium targeting asylum seekers and newly arrived refugees (men, women and children) living in accommodation facilities or individual housing. The project aims to decrease morbidity and severity of mental health for the asylum seekers in Belgium with the specific objective to:  publicly demonstrate the need for mental health services for asylum seekers by piloting and documenting the efficacy of mental health and primary health services in a defined target population.

MSF is implementing a Model of Care for mental health activities. The aim is to show that by intervening at an early stage, with not only specialized mental health staff, the mental health for asylum seekers and refugees can improve and reduce the burden of the primary and secondary health care. The project activities will be built on tree pillars: mental health activities – a community approach that also connects to civil society – advocacy.

The mental health activities mainly consist of screening for mental health problems, and offering low threshold activities such as Psychological First Aid (PFA), Psychoeducation, Health Promotion, Group interventions and Individual counseling sessions (e.g. mental health assessment interview before referral). People who are in need of more specialized care will be referred to specialized care. Training and capacity building (e.g. on screening for mental health problems/detection and cultural briefing) will be given to staff at asylum centers and other (health) care staff.  Care for staff and caretakers will be set up to prevent burnout due to emotional stress.

With a target population of 750 people for the pilot project (of which approximately 400 in the Charleroi region), MSF covers the needs in collective (2 asylum centers) and individual housing. The team composition consists of Counsellors, a Community Worker, a health promotor and translators.

Currently a Mental Health Activities Manager is coordinating and supervising all MH activities within the whole project which counts 2 operational zones: Charleroi and Roeselare. We are now looking to duplicate this position in order to reinforce both zones.  A Mental Health Activities Manager will thus be recruited for the Charleroi region. This person will coordinate and supervise the team (2 Counsellors, Cultural Worker and translators) and through the implementation of preventative psychosocial activities. Additionally the MHAM will closely cooperate with the HP, in developing a HP strategy, tools and the organization of activities, but also emphasize the community approach within the AC.

Main purpose of the position

Define, implement and coordinate psycho-social activities in the project area; ensuring the quality of care, analysing statistics and reports, managing and supervising staff involved in psychosocial activities according to MSF protocols in order to provide the most appropriate support for beneficiaries.

JOB PROFILE

  • Identify the need of MH support in the population within the scope of the project and participate to the setting up of MSF strategy accordingly
  • Participate in the definition, planning, organization and update of the mental health activities and its budgeting, in close collaboration with other medical team members, in order to ensure an efficient and effective use of the resources needed while maintaining high levels of quality in MSF psychosocial activities
  • Manage and supervise the team working in the Charleroi region (Counsellors, CW, translators).
  • Ensure the implementation of all Mental Health standard protocols and methodologies set by MSF and supervise their application by all professionals under his/her responsibility, in order to provide the most appropriate support for beneficiaries
  • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
  • Review and develop the technical material, tools, guidelines and documents elaborated for the psychosocial  activities in order to develop appropriate support for beneficiaries
  • Do a mapping and its regular update of the existing services, including other INGO’s, local NGO’s, community groups and governmental health services, etc. and maintain regular communication and collaboration according to objectives and context.
  • Ensure good communication with the other components of the project
  • Monitor and evaluate psychosocial activities (collect and analyze data etc.) in order to have reliable information about activities and adapt them accordingly. Participates in monthly reports according to guidelines (SitRep, statistical report, etc.)
  • Share problematic situations and cases with the Medical Coordinator for help with decision making and problem resolution.
  • Participate to multi-disciplinary meetings in the  AC and the CPAS
  • Arise awareness on MH issues among all staff in the AC and CPAS
  • Ensure that psychiatric patients coming to MSF facilities receive psychosocial support either within a MSF program or through referral to an appropriate resource in close cooperation with local medical staff.
  • Ensure treatment in case of need for severe and moderate cases 
  • Provide training and supervision on a regular basis.

In order to ensure that our national staff (NS) – who comprise about 90% of all our field staff – have access to all relevant staff development opportunities, while on the other hand helping missions to address their particular mission-specific needs related to HR development, -motivation and -retention, MSF has created the position of HR Development Referent NS.

The HR Development Referent (NS) works in close cooperation with the Development Advice Referent (XP), and other development actors (Mobility Focal Point, MIO Supervision, ..) and reports directly to the L&D Coordinator.

The HR Development Referent (NS) will also be part of the Development Platform which brings together all HR Development related actors at HQ (Development Advice Referent (XP), HQ staff development, Mobility Focal Point,..), and which will define and implement the global HR Development Vision, and which ensures coherency between the different development initiatives within the organisation.

JOB PROFILE

The main areas of responsibility of the HR Development Referent (NS) are to:

  • Contribute to the formulation of OCB’s vision & strategy for HR Development for all staff
  • Act as a referent for all development-related strategy, policies and tools on mission-level, ensuring coherence with the global MSF HR Development vision and strategy. 
  • Develop & train a pool of HR Development Managers, and act as their technical referent 
  • Act as the technical referent for the Learning & Development Platform that is under development, ensuring a translation between the field needs and the platform processes. 

Contribute, in close cooperation with all other HR/HR Dev actors within the organisation, to the formulation of OCB’s vision & strategy for HR Development for all staff

  • Develop the OCB vision and strategy for HR Development for NS field staff
  • Assist in the definition/framing of the management development framework and practical translation into the different phases of the Employee Development Cycle
  • Support the analysis of the evaluation process, and assist in the translation of the recommendations into practical solutions for the field (support the transition from ‘evaluation’ to ‘performance management’)

Act as a referent for all development-related strategy, policies and tools on mission-level, ensuring coherence with the global MSF HR Development vision and strategy. 

  • Ensure that HQ initiatives (such a Mobility, Supervision Project, Talent Spotting) are translated into the mission’s HR Development strategy and tools
  • Develop/refine HR development tools and methods, in close cooperation with the Development Advice Referent, which are in coherence with the OCB vision, strategy and other existing HR Dev tools
  • Facilitating the communication and knowledge management between the field and HQ, regarding HR development activities/initiatives
  • Coordinates, in close cooperation with the Development Advice Referent, HR Dev related initiatives with counterparts in the other OCs

Develop & train a pool of HR Development Managers, and act as their technical referent 

  • Defining- and communicating about the rationale of HR development in the field towards Ops and supporting departments
  • Framing the position of the HR Development manager in relation to other HR positions
  • Promoting the HR Dev role and creating buy-in for HR Development processes in missions
  • Developing and training of the HR Development Manager’s pool
  • Developing the career-path for the HR Dev Managers
  • Development of a supporting HR Development community, facilitating the sharing of know-how, tools and experiences between missions, and between HQ and missions
  • Supporting the missions in the development/refinement of mission-specific learning & development strategy, policies and tools
  • Acting as the entry point to the L&D unit for the field
  • Developing indicators for impact assessment of the HR development strategy and activities in the field 

Act as the technical referent for the Learning & Development Platform that is under development, ensuring a translation between the field needs and the platform processes. 

  • Supporting the translation, standardization and formalization of the development processes from the field into the PLE/PDE solution

SOS Faim est une ONG belge de développement active depuis 1964 dans la lutte contre la faim et la pauvreté en milieu rural en Afrique et en Amérique latine. Elle apporte un appui aux paysans et organisations locales sur ces deux continents et mène, en Belgique, un travail de sensibilisation et de mobilisation des citoyens et des décideurs afin d’influencer les politiques ayant un impact sur la faim et la pauvreté dans les pays en développement.

Mission de bénévolat

SOS Faim dispose de nombreuses photos de ses activités, aussi bien en Belgique qu’en Afrique et en Amérique latine. Ces photos sont utilisées à des fins variées : publications, animations, récolte de fonds, etc.

Nous cherchons une personne pour intégrer les photos dans Piwigo, un logiciel de photothèque en ligne. Il s’agira d’attribuer des mots-clés (tags) aux photos, pour en faciliter la consultation et l’utilisation. 

Quand et où ?

- Quand ? : dès janvier 2018 – pendant un mois en temps plein, répartit selon les disponibilité du/de la bénévole.

- Lieu : au siège de SOS Faim, rue aux Laines 4 à 1000 Bruxelles

La CTB, l'Agence belge de développement, mobilise ses ressources et son expertise pour éliminer la pauvreté dans le monde. Ses collaborateur(trice)s à Bruxelles et à l’étranger concrétisent l’engagement de l’État belge et d’autres partenaires au développement pour la solidarité internationale. La CTB et l’Infrastructure :

 Dans de très nombreux projets, la Coopération belge au développement est impliquée dans l’amélioration de l'infrastructure dans divers domaines, essentiellement l’eau et l’assainissement, l’énergie, le transport, la construction d'infrastructures sociales, les aménagements hydro-agricoles et le génie civil. À l’instar des soins de santé de base, de l’enseignement, de l’agriculture (sécurité alimentaire) et de la consolidation de la société (prévention des conflits), l’infrastructure de base fait partie des cinq secteurs prioritaires de concentration de la coopération bilatérale directe, conformément à la loi du 25 mai 1999. L'infrastructure constitue aussi un volet significatif dans toutes sortes de projets d’autres secteurs tels que la santé (construction d’hôpitaux, p. ex.), l’enseignement (construction d’écoles, p. ex.) et l’agriculture (projets d’irrigation, p. ex.).

 

Fonction:

 L’Expert sectoriel Infrastructure spécialisé en eau potable et productive (infrastructure agricole) est impliqué dans les différentes étapes du cycle de projet et est responsable de l’amélioration de la qualité (lors de la préparation, l’exécution et le suivi) des projets et programmes de développement dans le sous-secteur eau et assainissement;

  

 L’Expert sectoriel sera entre autres chargé des tâches et responsabilités suivantes pour des

projets et programmes dans le domaine de l’eau et l’assainissement:

 

-          Préparation, suivi et exécution des formulations et assurance qualité des interventions de la CTB ;

-          Assistance technique pour l'exécution des projets et programmes y compris la formation continue des collaborateurs impliqués dans ces interventions ;

-          Suivi technique des prestations de coopération en cours ;

-          Exécution de missions sur le terrain pour le suivi technique, la formulation et/ou le suivi des prestations de coopération ;

-          Rédaction de notes stratégiques et de documents concernant les prestations de coopération ;

-          Intégration des thèmes transversaux tel que l’environnement, le genre et le travail décent dans les interventions ;

-          Activation, sélection et mise à jour d’un réseau d’experts ;

-          Tâches diverses en appui aux activités du service EST (Expertise Sectorielle et Thématique) ;

-          Suivi des contrats cadres;

MSF International is the legal entity that binds MSF’s 21 sections, 24 associations and other offices together. Based in Geneva, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

context

The International Technical Coordination (ITC) was created to maintain consistency in the choice of medical and non-medical articles between MSF sections in order to improve MSF interventions, while taking into account field realities. Proposed and developed by the logistics and medical departments, ITC was officially recognised at International level in 1994 and integrated into MSF International in 2006.

The role of ITC is to coordinate decisions taken, to inform and advise decisional bodies but it is not responsible for taking decisions.

In 2016 UniData was implemented. This Master Data Management system (MDM) contains all the codes created in the MSF movement, avoiding duplication, improving the articles description and thus streamlining supply chain processes. With it, ITC delivers article Master Data to all the MSF movement.

PLACE IN THE ORGANISATION

UniData is delivered by the International Technical Coordination of MSF International.

The UniData Help Desk and Training Manager lead the UniData Support Team. This team is responsible of monitoring and guaranteeing that the Service Level Agreements (SLA) are respected.

The UniData User Support Officer, as part of the UniData Support Team, reports to the UniData Help Desk and Training Manager and works closely with key staff in all five Operational Centres and all 3 European Supply Centres of MSF to fulfil the indicated objectives.

OBJECTIVES OF THE POSITION

The purpose of the position of the UniData User Support Officer is to guarantee the SLA’s are respected following the UniData Service Management System processes and procedures according the FitSM ITSM methodology.

MAIN RESPONSIBILITIES

  • Participate in UniData Service Management System (SMS)
    • Help Desksystem management
      • To monitor new tickets received at UniData Help Desk tool
      • To follow the procedures to categorize and assign  the received tickets to the right process and owner
      • To ensure proper data quality level is maintained in the information stored in UniData Help Desk Tool
    • Service ReportManagement
      • To take ownership on most of the service reports
      • Maintain the service report specification for the reports under his/her ownership
      • Produce and deliver the service report according to the specifications
      • Ensure that the input / contributions required to produce the report are provided in time
      • Understand new or changed requirements on the report under his/her ownership, and update the report specification accordingly
    • Incident and Service RequestManagement
      • To take ownership on most of the tickets received
      • Coordinate and take over overall responsibility for all activities in the lifecycle of a specific incident or service request
      • Monitor the progress of incident resolution or request fulfilment taking into account agreed
      • Trigger reminders to those involved in incident resolution or request fulfilment and escalate to the process manager as required
      • In case of a (potential) SLA violation, trigger communication and escalation as defined in the SLM process
      • Ensure an adequate level of documentation for the specific incident or service request
    • ProblemManagement
      • To take ownership on most of the identified problems
      • Coordinate and take over overall responsibility for all activities in the lifecycle of a specific problem, including problem analysis and identification of options to handle the problem
      • Monitor the progress of problem resolution and ensure that the problem is escalated effectively, if required
      • Ensure the information in the KEDB on this problem / known error are up-to-date, including appropriate descriptions of potential workarounds
      • Communicate the problem / known error and potential workarounds to relevant stakeholders (e.g. ISRM staff and users)
      • Depending on the selected option for dealing with the problem / known error, raise requests for changes or trigger the CSI process as required
    • ChangeManagement
      • To take ownership on most of the Request For Change tickets
      • Control and coordinate all activities in the lifecycle of a specific change
      • Monitor the progress of change evaluation and implementation for this change
      • Ensure that the change record is complete and up-to-date at any time from recording the request for change to completion of the post implementation review
      • As applicable, communicate with the release owner of the release containing this change
    • Release and DeploymentManagement
      • To participate in software testing and quality assurance
    • Any other SMS task requested by his/her manager
  • To support the UniData Help Desk and Training Coordinator on managing our E-Learning infrastructure
    • Participate in the development of new E-Learning knowledge units (nuggets) and improvement of already existing ones
    • TTS platform administration including:
      • User management
      • Nugget deployment and maintenance
      • Statistics generation

Functieomschrijving

De Programma Beheerder coördineert het operationeel beheer van de projecten en programma’s van KIYO in België. KIYO zoekt iemand met sterke leiderschapscompetenties en ervaring in de coördinatie van teams en projecten in de ngo-sector en ervaring in rapportage aan donors en het schrijven van subsidiedossiers. De Programma Beheerder rapporteert aan de directie.

Verantwoordelijkheden

  • Je coördineert de operationele planning van de projecten en programma’s van KIYO in België. Je werkt nauw samen met de kwaliteitsmanager en stemt de planning en de operationele tools onderling af op elkaar. Je werkt nauw samen met de programma coördinator van het consortium (KIYO-G3W-Solidagro) voor het gezamenlijke programma in België.
  • Je coördineert de implementering van de projecten en programma’s van KIYO in België.
  • Je coacht, monitort en stuurt de educatieve medewerkers in België aan.
  • Je faciliteert de operationele synergiën vanuit België tussen partners, samenwerkingsverbanden en andere sectoractoren.
  • Je coördineert en stimuleert de kennismanagement van KIYO over de regio’s en departementen heen. Je faciliteert de kennisdeling met partners en samenwerkingsverbanden.

Dialogue Direct (DD) se réfère au programme récolte de fonds dans lequel des employés rémunérés de Greenpeace, les recruteurs DD, vont à la recherche de sympathisants (donateurs) potentiels. Les recruteurs DD abordent des passants dans la rue ou font du porte à porte pour expliquer les activités de Greenpeace et pour proposer un soutien financier mensuel.

 

Vos tâches:

-          Vous faites partie de l’équipe de coordination de la Récolte de Fonds DD (8 employés au total, recruteurs DD non-inclus).

-          Vous développez et améliorez la stratégie actuelle pour le programme DD (en moyenne nous employons 35 recruteurs DD). Vous apportez du renouvellement en proposant et en testant des nouvelles stratégies d’engagement.

-          Vous développez une stratégie à long terme par rapport à la rotation du personnel, la satisfaction des employés et leur évolution professionnelle.

-          Vous faites la promotion de la fonction de Recruteur DD dans les deux communautés linguistiques (français et néerlandais).

Description

The Desk Officer is responsible for the coordination of information between Head Office and the country programs, the program and the organization of information and the provision of overall program support. Reports to the Operations Manager. 

This includes supporting the provision of the Head Office support to the Country Director and senior in country team for the effective implementation of the country program. The candidate for this role will be ideally French and / or Spanish.

At Head Office and at international level, the Desk Officer is the first point of contact for all information on assigned country programs. Specifically, the Desk Officer:

  • Provides head office support and coordination during development
  • Represents country programs internally at HQ, including during operations and Project Review Committee meetings.
  • Represents GOAL and country programs externally with donors and in related fora.
  • Provides first line of contact between Head Office and assigned country programs.
  • Facilitates and supports the Country Directors in the creation, implementation, monitoring and reporting of country plans and programs.
  • Head Office departments, other country programs and GOAL technical staff in respect of assigned countries.

Main Duties

Submissions, grant management and donor liaison

  • Coordinate, support and provide knowledge to country program staff in developing submissions to donors; including, but not limited to, concept notes, proposals, reports, cost and other contract modifications and donor correspondence.
  • Global Project Review Committee (PRC) Regional PRC, PRC approval and PRC approval.
  • Review all field submissions of reports and proposals to donors for accuracy, completeness and timeliness. Evidence of community feedback mechanisms and information sharing being included in project plans should also be sought from Country Programmes.
  • During PRC process, check for evidence of and communicating the importance of from a HQ perspective of community participation in the design of programmes.
  • Maintain submission and grant information in softcopy (including on the Grant Management System- GMS, and departmental files) and in hard-copy grant files.
  • Thoroughly review all contracts and letters of agreement from donor agencies and partners, highlight key conditions for field and relevant staff in HQ.
  • Initiate grant opening meetings with Operations, Finance and Logistics departments in Head Office upon commencing a new grant – record and manage permanent filing of minutes.
  • Liaise with, and represent GOAL to donors in relation to country and project specific matters, and in relation to new business.
  • Monitor donor websites and calls for proposals and report on new opportunities to Country Directors and the Deputy / Operations Manager.

Representation and visibility

  • Ensure the relevant Donor visibility requirements are addressed appropriately in all submissions to donors, and country programme staff are appraised of donor requirements during grant implementation.
  • Prepare specific briefs for senior management, media department, donors, and country offices as required; maintain a country profile document for up to date country briefings.
  • Ensure that GOAL project information for external relations is current and accurate.
  • As appropriate represent GOAL in external sectoral networks – facilitate the exchange of technical information and identify opportunities for cooperative work and joint ventures with other agencies.
  • Participate in relevant (internal and external) discussion groups as required in order to assess future policy development.
  • Ensure maintenance of accurate country, project and programme information on the relevant intranet and internet pages.

Programmes support and information management

  • Facilitate and collaborate with CDs in the creation of optimal country plans, and support and monitor the implementation of same.
  • Supports each country programme in the development of an annual monitoring and evaluation plan that shows how it contributes to country programme objectives and global objectives for GOAL.
  • Make recommendations on Technical Team support to field.
  • Review all programme narrative and financial submissions, including but not limited to submissions to donors, and weekly, monthly and quarterly reports, from the field and make recommendations for action.
  • Ensure weekly field and desk reports are prepared and submitted on time and to a high standard.
  • Review field weekly and monthly reports and feedback to country programmes on same.
  • Undertake quarterly review of country risk management tools.
  • Work with in-country focal points to ensure the effective roll out of organisational policies and work with other members of the technical team in particular nutrition, WASH, health, livelihoods and HIV to develop integrated programmatic strategies were possible.
  • Support sudden onset emergency responses as required.
  • Ensure maintenance of accurate hard and soft copy files of all project/programme documentation, including on the grant management system (GMS), inter/intranet; Operations Department folders on the central server and in hard copy files.

Programme knowledge

  • Maintain a high level of knowledge on all aspects of GOAL activities and local operating environments for designated countries and keep Senior Management fully appraised on a timely basis on all important issues.
  • Maintain a good working knowledge of the other GOAL countries of operation.
  • In coordination with the technical team and Operations department; maintain an overview of global country programming and provide advice on appropriate interventions which will facilitate more effective and integrated programming.
  • Stay abreast of current best practice in fields relevant to assigned country programmes and engage in discussion, working groups and planning exercises to ensure this informs GOAL’s own organisational development and programming.

Financial accountability

  • Review monthly financial reports with Finance department for expenditure levels, discrepancies and gaps; follow up with field informing senior management where there are concerns.
  • Review proposal budgets for appropriateness and relevance. Raise queries with Finance department and country team.
  • GOAL funding requests and commitments.

Human resources

  • Stay abreast of program staffing and forthcoming recruitment needs.
  • Ops Manager for approval.
  • Participate in the recruitment of field staff.
  • Provide detailed country program briefing to new / outgoing GOALies and visitors.
  • Debrief recently returned to the country in a specific program management challenges and successes.
  • Make recommendations for training and development needs in country program staff.

Logistics

  • Review high value procurements for relevant, appropriateness and budget.
  • Review and monitor grant specific procurement plans.
  • Stay abreast of in country logistics and concerns as appropriate.
  • Review logistics checklists for new proposals.

Safety and security

  • Stay abreast of current security
  • Engage in discussion and review of changing security policies and procedures.
