CANDIDATE PROFILE
- Degree in Medicine (MD)
- Education in infectious diseases or public health and tropical medicine
- Familiar with contexts in which MSF operates. A minimum of 2-year field experience in various types of projects, including projects with a malaria component.
- Familiar with operational research
- Willingness to travel (at least 30 % of the time), for field visits and to participate in different platforms
- Good knowledge in excel is required. Knowledge on Epi-info software is a plus.
- Good knowledge of English and French required
CONDITIONS
- Open ended Contract - Full time - Based in Brussels for frequent direct interaction (OPS, epidemiologist, vector control referent a.o.) with visits on the field and in Europe

Description
CONTEXT
The Medical Department is composed of polyvalent medical staff working in operational cells and referents working outside these cells.
The referents cover the following fields: epidemiology, nutrition, public health, malaria, tuberculosis, HIV/AIDS, mental health, laboratory, pharmacy, medical logistics, operational research, water & sanitation, vaccination, hospital, reproductive health, medical anthropology, and gynecology-obstetrics, anesthesia and surgery (GAS). 7 polyvalent medicals are based in each of the operational cells (6 in Brussels, and 1 in Italy).
External consultants (surgery, anesthesia), and the South Africa Medical Unit as well, form part of the Medical Department.
The Medical department is organized as follows:
a) 5 units under the coordination of the technical and strategic coordinator:
- Mother Child Health unit
- Gynecology, Anesthesia, Surgery unit
- HIV TB unit based in South Africa
- Disease control unit
- Health care support services unit
b) The Operational research/medical data/information unit based in Luxemburg
c) The Water Hygiene and Sanitation Unit.
d) Different pool managers in interaction with the HR Department
e) Medical staff in the Operational cells
Objective of the post
The successful applicant will be the medical reference person in regard to vector borne diseases for MSF-OCB, mainly on malaria and dengue files but as well on other specific dossiers depending on the different priorities of the Operation and Medical Department.
- S/he will give support in this field to the experts in the Medical Department, the polyvalent medical staff in the cells and in the emergency unit, and to the teams in the field.
- S/he will be a member of the disease control unit, accountable to the technical coordinator of the medical department and the medical director.
- As a member of this unit, the referent can also be made responsible for other infectious disease-linked tasks such as Antimicrobial Resistance file….
JOB PROFILE
The main task will be divided in 2 axes:
One axe will be dedicated to Vector Borne disease dossier and the priority remains to give appropriated support to the field and to strategic and technical activities.
Field support
- To respond to technical and strategic questions from field & HQ on the different aspects of vector borne diseases management (clinical aspects, diagnostic tools, treatment options, outbreak intervention, service delivery strategies, preventive strategies, context-adapted recommendations, program design…)
- To pro-actively evaluate the vector borne diseases approaches in the different projects in endemic countries (flow charts, training tools,…), and participate actively in project committees on projects in endemic areas.
- To monitor & assist OPS on responses to vector borne diseases outbreaks.
- To define together with operations and other medical experts the place of innovative tools and strategies in the projects, and to stimulate appropriate integration of these innovative tools and approaches.
- To assist the field in the definition of - and the implementation of - operational research (OR), as well as capitalisation of experiences, in collaboration with the OR unit. This can require field visits to set-up/coach basic research.
- Systematic briefing and debriefing of medical coordinators, and on request field staff from relevant projects.
- To perform field visits for support, evaluation, planning – to projects with a vector borne diseases focus, or other projects where vector borne diseases management is an important part of the work or where specific challenges are present.
Technical and strategic tasks
- To review the relevant literature and keep updated on scientific evolutions, both of the disease and the care (inclusive prevention & vector control)
- To contribute to the creation & updating of relevant guidelines & strategic-technical papers, in collaboration with other experts and where relevant with the international working groups
- To participate actively in relevant internal & external platforms, in particular to the international Malaria Working Group
- To support/organise capitalization & dissemination of info on vector borne diseases
- To stimulate and contribute to advocacy on vector borne diseases
- To analyse and comment field data on vector borne diseases, in collaboration with the OR unit
- To participate to setting (operational) priorities on vector borne diseases
- To participate to internal & external trainings
- To stimulate & invest in operational research on vector borne diseases (in collaboration with the epidemiology and communicable diseases referent)
- To carry out other infectious diseases related tasks according to the priorities of the medical department (for example involvement in the production of guidelines).
Specific task depending the priority of the Medical department and to Operation department
- To adapt some specific support on specific files such AMR or other infectious disease to Operation and Medical Department depending the context of our social mission. Such activity may become the priority of the position for a defined period.
- To review evidence and literature on such dossier and propose strategic guidance.
