REQUIREMENTS
Education & Experience
- University degree in Finance or equivalent through experience in Finance within MSF or INGO
- At least 5 years of professional experience in a finance role in charge of forecast and budget processes
- MSF field experience in a finance position is a strong asset
Competencies
- Advanced knowledge of Microsoft Excel, Power BI, knowledge of Board, WeFin or any other CPM/EPM application is a real plus
- Organised, financial data minded, analytical skills, detail-focused, accurate, problem-solving individual
- Team player and interpersonal skills to work in a multicultural environment
- Establish and maintain effective relationships with key stakeholders in all departments, in the field, regional hubs and offices
- Strong communication (oral and written) skills, including pedagogical approach to non-financial persons
- Ability to work independently and manage priorities effectively to meet deadlines
- Motivation and interest to work in an humanitarian organization and MSF
Languages
- Good oral and written communication capacity in English and French
Description
CONTEXTE
Within MSF Belgium (OCB - Operational Center Brussels), the Finance Department is composed of 6 units for a total of 33 FTEs. Its mission is to ensure that financial statements give a true and fair view of the financial position of MSF Belgium/OCB, including accurate Budget & Forecasts to pilot the organization and decision making, and ensuring an optimal and efficient use of financial resources towards the MSF OCB social mission.
MSF’s financial autonomy depends heavily on the trust of donors around the world, as private gifts account for the majority of its financial resources. Accountability and transparency are key elements of the Finance strategy to strengthen the trust from the different stakeholders (donors, beneficiaries, employees, Board members, association members...).
Mid-2019, MSF OCB launched a reform aiming at providing more autonomy to the projects: the Field Recentralization programme/FrC with different phases in Southern Africa, Central Africa (CA), in Europe and South America to develop a regional and innovative and transformational support approach to operations. Along to this, OCB non operational departments started to regionalize support functions in hubs in other countries closer to operations. These changes come with the need to revise roles and responsabilities but also processes, tools, and financial flows or activities
Within the OCB Finance Department, the Financial Planning Unit is responsible for the quality, coherence and diffusion of the financial information for HQ managed expenses and follow-up to enable decision making. Its role is not limited to control, it covers also the promotion and implementation of good practices and corrective actions aiming at improving the performance and efficiency of MSF Belgium/OCB.
Within a unit composed by 3 persons, the Financial Planning Analyst is under direct supervision of the HQ Financial and Planning Manager.They work as a team on both budget and forecast follow-up for HQ and transversal activities in the development and management of reports, indicators, tools and processes.
RESPONSABILITIES
As Financial Planning Analyst, you will be in charge of:
Elaboration of the budget and forecast follow up for MSF-Belgium HQ
- Support the coordination of the budget and forecast process of MSF-Belgium HQ with the team on the process, methodology, allocation rules, cost centers structure and assumptions, tasks and priorities
- Active partnership with HQ budget holders and department directors: variances analyses, identification of changes, risks and opportunities, provides projections and estimations to enable decisions, ensures specific department’s projects financial follow up of Budget and Forecast is accurate and captured
- Briefing of new budget holders, organisation of review meetings to gather information, consolidation and challenging the forecast information, encoding of forecast in the budget & forecast tool
- Specific focus on the decentralized /regionalized set-up’s, FTE’s and positions, liaising with other Finance teams and other departments across the organization
- Implementation of standard control measures on actual HQ expenses: liaise regularly with the Accounting Unit for purchase orders and invoices processes, with the Procurement unit, with HR administration, with project managers, and budget holders
HQ FTE’s planning and follow up
- Custodian of the accurate budget and forecast follow up of HQ FTE’s regardless their geographical location (Brussels and others)
- Identification of risks, opportunities, trends, including salaries impact
- advise the direction and management regarding the FTE financial impact
- Coordination with the HR department to have the appropriate recruitment approval process in line with management guidelines to optimize the FTE’s follow-up
Annual closing / International reporting /combined accounts (HQ expenses)
- Ensures appropriate HQ costs allocation as per MSF international allocation guidelines, with recommendations and validation of the analytical reporting
- Provides HQ expenses figures for international reporting (monthly or RSA monitoring) and participates to the annual closing and combined accounts
Tools, systems, and reports
- Implement improvements and enhancements regarding the budgeting & forecasting tools (CPM Board tool, reports, workflows, WeFin tool) to ensure the proper functioning of the tools in alignment with changes needed or finance department strategy. Responsible to ensure the appropriation of those by the budget holders and departments stakeholders to enable the HQ expenses follow up along the years
- Support managing the analytical structure for the follow up of the costs: cost centres, project codes, any other needs
- Participate to the improvement of processes and tools related to or impacting HQ financial planning processes (under finance or other departments)
- Oversee regular or ad hoc reports: mobile phone, HQ projects for salary, travel, investments, master data & others
CONDITIONS

- Contract type: Open-ended contract – Full time - 50% homeworking possible per week
- Salary according to MSF-OCB HQ grid
