Candidate profile
- Masters level training or equivalent in engineering, management or supply chain.
- Professional experience of a minimum of 3 years, including technological monitoring, analysis and organisation of technical information, supply chain activities.
- Technical knowledge of LOG products such as energy, telecommunication, biomedical items, construction and engineering, mobility, new technologies is a bonus.
- Technically polyvalent.
- Knowledge / experience in project management are an asset.
- Mastery of Excel and knowledge of the professional IT tools (ERP and Business Intelligence)
- Written communication and oral communication skills in English and French. Dutch or knowledge of any other language is a plus.
- Result and quality orientated.

Description
Context
Driven by MSF’s goals, the OCB Supply chain’s mission is to enable humanitarian action and provide reliable supply chain solutions. It comprises several sites, in each mission on the field (projects and capital), with MSF Supply its European Supply Center in Brussels, and the Kenya Supply Unit its regional hub. The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the relevant support for its development. It comprises a Front Office team with the Supply Chain Officers, and Supply Technical Support and Innovation team, and a Procurement team.
According with LOG vision the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfilment of basic LOG needs, LOG is a solution-driven and innovative force that helps to build and realize operational projects.
In light of significant Operational growth projections, expected within 2-3 years, and progressive and increasing integration of new technologies and means adapted to our operations, MSF is looking to develop the new responses to Operational needs integrating innovation, adaptation and introduction of new technological capacity.
To keep pace with challenges of growth, complexity and with new operational responses to develop, the LOG community has decided to do it through a networking management model and develop strong collaboration links with other MSF teams and external partnerships with associative, industrial, commercial and academic actors.
Mission
Provide support to the Supply Chain and LOG Community to find solutions through market assessments, and then link with the relevant actors to operationalise these solutions from a Supply point of view.
Provide support to LOG Community / BO Log to seek solutions that are technically viable and can be purchased, that respond to the non-standard requirements expressed or anticipated upon request from the LOG Back Office, LOG Front Office and the MSF Belgium Emergency Pool. With the aim of increasing the ability to rapidly provide solutions to Operations, or with a view to innovation, determining which product best responds to requirements.
Ensure the link between Logistic and the Supply teams when the development of a new product is launched in order to ensure timely and flexible delivery fitting with the supply process and constraints.
Improve the communication field/HQ to ensure the correct selection of products according with the quality expected and parameters defined by operations.
Nature of the position
Due to the transversal tasks within both the Supply and Log functions, the role has a functional relation with LOG Back Office Coordinator. And it will link with the recently recruited LOG Innovation Officer to include this aspect in the Product Development.
Job Profile
Technology market monitoring based on a brief and with contextual elements provided by the requesters for all non-medical products for field use (e.g. construction, shelter, energy, telecommunications,…),
- Challenge the request by formalizing FFFs (specifications) to ensure that it is possible to meet the requirement,
- Proactively suggest new products to the technical referents,
- Seek existing products on the market that respond to the request or are a close fit and can be adapted,
- Organise the information according to the criteria established with the requesting technician, to compare the options and provide the result of the searches
- Catalogue the solutions found in collaboration with the relevant technical referents.
- Develop together with Back Officer Referents tools to improve the communication between field and HQ regarding products (Ex. Shelter catalogue)
- Together with Global Purchase coordinator and the BO technical team define the requirements and formalise a technical validation procedure for local purchase to ensure a certain level of quality on LOG products (watsan, IT and BioMed excluded so far).
Innovation and product development cycle based on previous work done and more concretely with recent product development examples (MUST, MFH, GAPTEK,…)
- Identify the Supply and LOG actors to include in the workflows, develop the relations with them and define steps necessary to improve the theoretical working method (the Log product life cycle and the Rasci)
- On 2nd and 3rd line product development, act as a focal point for the Supply and LOG relation to centralise, organise and redistribute information to ensure a smooth process.
- Understand the objectives and technical criteria of a new innovation and product development project, be able to explain it to the Supply team and vice versa collect the supply inputs and constraints in relation to the same project in order to ensure supply and log activities are well synchronized
- Adjusts and fine tune the Log product life cycle and RASCI between LOG and Supply according with the new experiences in agreement with BO Log Coordinator and Purchase Director
