Profil
To be considered for this vacancy, a candidate must demonstrate:
- At least five years of professional experience in communication or international journalism;
- Experience living in, or extensively working and travelling in humanitarian contexts (countries mentioned above are especially relevant);
- Knowledge and understanding of how media function, internationally and on national or local;
- Excellent understanding of the value and functioning of social media tools:
- Excellent English language skills – spoken and written. Spanish or French are strong assets:
- Knowledge of MSF operational communications processes is a strong asset;
- Experience in productions of communications tools (written and multimedia);
- A strong sense of initiative combined with team spirit;
- Negotiation skills and ability to work with various interlocutors;
- Ability to work independently with a multinational, culturally diverse team spread into several countries;
- Availability to travel on short notice;
- Legally permitted to work in Belgium;

Description
Context
As part of the communications department based in Brussels, the “Combo” team works on information and strategic communication matters related to Médecins Sans Frontières (MSF) operations in a number of countries managed by MSF’s Operational Centre of Brussels (MSF-OCB).
In this case, the Communications Adviser position will focus on operational communications support to MSF-OCB projects in Bolivia, India, Kenya, Nigeria, South Sudan, Venezuela. This might change according to operational changes, emergencies or re-balance of portfolios between communications advisors.
Interactions
- The Communications Adviser reports to the Communication and audio-visual coordinator based in Brussels;
- The Communications Adviser defines and implements operational communications strategies in coordination with the operations coordinators of relevant cells in Brussels as well as the Heads of Missions and Field Communication Managers in the field;
- The Communications Adviser interacts with Communications Advisers in other MSF HQs covering the same contexts to help keep consistency and coherence of MSF communications;
- The Communications Adviser interacts with communications staff in the regions of interest, Field Communications Managers in relevant countries, and a variety of press and social media officers in countries in the region and partner sections across the movement.
- On some critical dossiers, the Communications Adviser will interact with analysis and advocacy experts.
Job Profile
Strategic support to operations
- Support and advise the teams managing operations at field and headquarters levels in their communications activities and strategies, and help MSF continue to highlight the medical and humanitarian needs of the populations it is helping;
- Provide support to field communications officers and managers in the field to develop communication strategies in the project countries;
- Design and implement (or support the field communications teams to implement) strategies for creating and enhancing understanding of MSF, its principles and its activities in the above mentioned countries;
- Advise and support the field and headquarters teams on key target audiences to reach with our communications, and work with colleagues in relevant regions to identify ways to effectively pass our messages to those groups, whether online, through traditional media or other modes of communication;
- Respond to communication needs following an emergency or crisis situation in the project countries.
Production of communication tools
- Produce articles, press releases and other materials for MSF and external media and social media on the activities in the above mentioned countries;
- Alongside members of the Creative Content Team, commission and oversee the production of audio-visual material.
- Cover temporarily for communication on other countries / topics in the absence of other colleagues or upon request of the Combo Coordinator
- Assess coverage and impact - or mobilise MSF partners to do so - of our communication efforts.
Training/coaching
- Contribute to the increasing the autonomy of the field by coaching and supporting field communication staff in the above mentioned countries
- Identify needs and/or deliver communication training for both communication staff and others in HQ or in the field (including operations or analysis department)
- Support field teams in the production of communication materials to ensure coherence and quality.
Public positioning
- Signal issues on which MSF should consider positioning itself publicly, based on its medical activities and observations, and help define strategies, messages and tools for communicating such issues;
- Oversee the production and dissemination of public-facing elements of key advocacy dossiers;
- Liaise with other MSF sections or entities involved that should be consulted on issues of public positioning.
