CANDIDATE PROFILE
- Financial bachelor (Bac+3) and/or management or 5 years relevant experience
- Experience as grantee with donors (UNITAID, GFTAM, PEPFAR, ECHO, government development funds)
- Excellent understanding of grant management processes
- Good understanding of the functioning of donor relationships
- Good understanding of procurement, supply chain concepts (procurement of medical devices and drugs would be a plus)
- Good understanding of financial audit procedures
- Humanitarian field experience is a plus
- Good computer skills, in particular Excel
- Autonomy, initiative
- Capacity to work in a team
- Good relations capacities
- Fluent in French and English compulsory
- Ready to travel if needed

Description
CONTEXT
The MSF “UNITAID pool” is a team of two that serves all MSF sections and entities within the partnerships between MSF and UNITAID. The pool manages two UNITAID grants involving 20 different projects over 11 countries, and directly involving most MSF entities with strong involvements of OCB, OCG, OCP, OCA and Epicentre.
Under the supervision of the UNITAID Portfolio Manager (MSF employee, based in Geneva), the UNITAID Financial Focal Point and procurement reporting officer will be working to support the MSF UNITAID-funded programmes.
He/she is the focal point for all finance issues and for the reporting on procurement questions related to all of the UNITAID grants managed by the UNITAID pool; he/she ensures the link between the UNITAID finance officer (UNITAID employee) and the different MSF entities.
The UNITAID pool, while being independent from any section, will have close links with:
- The Dir Ops, Dir Med, Dir Fin and desks at the HQ of each of the lead section, for the management of the grant under its lead
- The Ops (field and HQ) of each of the partner sections for the implementation of the grant activities in the planned missions and countries
- The focal point persons in partner research and advocacy entities such as Epicentre, the Access Campaign, LuxOR, the SAMU or the Manson Unit
- The focal point persons in the MSF supply centres: APU, MSF-Supply, MSF-Log
- The focal person for procurement and negotiations.
- The HQ, aiming at designing and implementing appropriate strategies per project/mission, while ensuring continuity and coherence throughout OCs, sections and missions
- The field staff, to improve the quality of the proposal implementation, budget, reports and amendments, and research.
- The research centres, and the supply centres, to improve quality and coherence throughout research, advocacy and procurement negotiation initiatives.
The grants
HIV viral load diagnostics
MSF-B was granted in 2013 a funding of 28 million USD that will run until 31/12/2017 to collaborate with UNITAID to provide evidence regarding appropriate strategies for the planning of HIV diagnostic services within the national health services of the project countries, in order to facilitate the scaling up of high quality diagnostics for HIV/AIDS in developing countries. Activities are implemented by MSF in the frame of a multi-partner agreement, involving MSF-Belgium, MSF-France, MSF-Switzerland and MSF International. Through the project, MSF evaluates the feasibility of newer technologies and identify models of care for optimal use of PoC CD4, laboratory based and PoC viral load and EID testing in differing resource-poor settings.
HCV treatment revolution
MSF-CH signed in 2014 a three-year agreement with UNITAID, with the aim to catalyse markets for HCV in L&MICs by proving feasibility of new HCV treatments and by shaping HCV care guidelines. Project implementers include four MSF sections, as well as Operational Research consultant and academic partners.
JOB PROFILE
- Coordinate all financial issues between all MSF sections and partners involved in the UNITAID grant
- Implement appropriate changes in the financial UNITAID processes/ templates according to UNITAID requests and eventual new requirements.
- Defend MSF interests towards UNITAID, ensure that UNITAID’s requests regarding financial management are in line with MSF’s own financial procedures, and as much as feasible, stable over time
- Ensure that all country/mission/OC and ad-hoc budgets are coherent with the strategy and the activities of the project and that operational changes that may appear in the project are well reflected in the budgets, in collaboration with the Portfolio Manager and the Purchasing Focal Point
- Contribute to the semi-annual and annual reports due to UNITAID, including operational and M&E up-dates.
- Responsible for the budget and financial reporting processes, consolidate them and ensure that they are submitted to UNITAID according to the donor’s requirements and within the established deadlines.
- Coordinate audits processes, from the establishment of the annual ToR to the issuance of the management letter by MSF-B (for the HIV-VL grant) or MSF-CH (for the HCV grant) and assist the auditor during the examination.
- Analyse the financial reports, prepare solid justifications of under/over expenditure and draft a consolidated financial narrative for the donor
- Prepare annual and semi-annual procurement reports and up-dated plans, showing and analyzing evolution on prices and quantities for programmatic equipment and consumables.
- Follow up the funds available by project, prepare the reimbursement requests to UNITAID and order the transfers of funds from MSF-B or MSF-CH (the receptor) to the different partners.
- Maintain an up-date log of all “memo” and other operational changes submitted and agreed by UNITAID, with potential financial impact
- Participate to meetings with UNITAID regarding grant management and/or if financial issues are to be renegotiated.
- Contribute to the elaboration, analysis and writing of the final reports of the grants
Administrative support
- Provide support to the general management of the grant, including logistical and administrative support when organising meetings in Geneva, Brussels or abroad.
