Qualifications and Experience required
Education to degree level or above in a relevant field would be an advantage
Professional qualification in Human Resource Management and/or;
Previous experience of working in a HR position, preferably in an NGO/ international relief and development organisation
Knowledge of Belgian Labour law and LegislationCompetencies and Qualities required
Excellent English communication skills (spoken and written) are essential
Enthusiastic, professional and positive approach with a high degree of self-motivation.
Demonstrated ability to prioritise, plan and delegate within a flexible working environment
Excellent relationship-management, team-building and interpersonal skills with an ability to communicate clearly and appropriately across all levels of the organisation
Understanding of organisational structures, culture and virtual team dynamics.
High level of organisation; ability to maintain filing systems and databases
Clear written style; ability to compose process or policy documents and reports which are clear and concise, including via use of flowcharts, tables and graphics.
Personal integrity, compassion and discretion
Comfortable using Microsoft Word, Excel, Outlook and Access
Willingness to travel to Mission East’s other office locations, as required
Sympathy with Mission East’s organisational values and identity as a Christian organisation, and an ability to implement HR management solutions which exemplify and strengthen these values in action

Background
Mission East is an international relief and development organization founded in Denmark which works to help the vulnerable through humanitarian relief aid, development assistance, the linking of relief, rehabilitation and development and through supporting communities’ capacity to organise and assist themselves. Mission East’s headquarters staff are split between Head Office in Copenhagen, Berlin and Brussels. Mission East currently has field offices in Afghanistan, Armenia, Tajikistan, Nepal and Iraq.
Mission East has been Certified as Compliant with the Core Humanitarian Standard (CHS) and is a member of the CHS Alliance. Mission East is a signatory to the Code of Conduct for Red Cross and Non-Governmental Organisations (NGOs) in Disaster Relief.Overall responsibility
The HR & Admin Officer provides support to the HR Director in the management of Mission East’s Human Resources activities as a means of enabling the organisation to fulfill its mission. The role combines a day to day involvement in key areas of HR management across Mission East’s HQ and field offices with support to the strategic development of HR tools and processes, plus some administrative tasks. Administrative tasks will be not only HR-focused, but also support administration related to other teams and to the office in general.Key tasks and responsibilities
Staff Recruitment and Consultant Procurement:
Support the recruitment, selection and onboarding of HQ and International Staff
Support the procurement of international consultantsPerformance and Competence Management:
Ensure planning and follow up of ME Performance Management
Coordinate follow up on competence development plan for targeted HQ and field staff
Promote relevant learning and development initiatives throughout the organisationOngoing Administration and Employment Support:
Support the coordination of HR activities with other Mission East teams (Operations, Finance, IT and Communications)
Maintain updated of staff policies and guidance, ensuring accessibility to all staff and local office distribution through appropriate communication channels
Maintain updated set of templates used for HR administration and ensure availability to relevant staff
Track HQ and International Staff leave and follow up as required
Ensure staff insurance policy is kept updated and manage day to day interaction with insurance company.
HR support to HQ (Copenhagen and Brussels), including administration of salary payment (payroll management) for Brussels staff along with general office administration
Contribute to the application of GDPR requirements in HR processes and filing systemsQuality Assurance / Improving Standards:
Supporting the maintenance of up-to-date HR policies and processes, in compliance with legal requirements and good practice.
Support the further development of HR policies and procedures that enable good working practices and that are accessible and appropriate to all staff
Ensure update and application of H&S policy including update of H&S GuidanceOther tasks and cross-team support / administration:
Act as HR focal point in absence of HR Director
Provide support to the finance department on specific requests when necessary (e.g. document management, audit preparation)
Organise flight & accommodation bookings for HQ and international staff
Provide administrative support for meetings, maintenance of information management, filing systems and archives, and other support tasks as required.
