Education & Experience
Bachelor’s or master’s degree in economics, Business Administration, Finance or equivalent with working experience
Min 3 years of experience in financial planning or IT systems
Advanced experience of Microsoft Excel & Power BI
Strong interest in IT and new technologies
Experience with IT systems for finance planning & reporting (e.g. Board) is a strong asset
Professional experience in a financial planning & analysis position is an asset
MSF experience in the countries of intervention is an asset
Competencies
Ability to collaborate with IT on inter-tool data workflows
Basic knowledge of SQL is an asset
Planification and organizational skills

Description
CONTEXT
The mission of MSF Belgium/OCB Finance Department is to provide, through collaboration and partnership, the expertise that promotes and supports the ongoing sustainability of MSF. We aim to ensure that the financial statements give a true and fair view of the financial position of MSF Belgium and that financial resources are used optimally. MSF OCB (Operational Centre Brussels) currently manages projects in 45 countries and spends over 440M€ on an annual basis.
Within the Finance Department, the Finance Application Support Unit (FASU) maintains, develops and administers a range of applications used by the Finance Department. It is the center of expertise for the applications and their data structure.
As Planning and Control Applications Specialist, your responsibilities include ensuring that budget, forecasting and monitoring applications are up to date and meet user needs. This can be achieved by either developing features yourself or supporting developments carried out by other members of the FASU unit, IT departments or external product suppliers.
The role also involves supporting users in the effective use of the tools and ensuring that appropriate guidelines are in place and updated in line with the evolution of the applications.
You work closely with the Operational Finance Team, the Finance Planning & Risks Units, and the Field Accounting Controller to ensure that all needs are adequately addressed. You are part of a team of 8 people in the FASU unit.
MAIN RESPONSIBILITIES
Application Management
Ensures that the Planning (WeFin and Board) and Control (WeCheck) Applications correspond to the needs of the users and of the department
Consolidates all requests, drafts the functional specifications, and validates potential developments in collaboration with business owners and internal clients of the applications
Configures and customises existing applications, including updating forms, layouts, parameters and calculation logic, as well as keeping related procedures up to date
Develops, maintains and supports bespoke Excel spreadsheets.
Identifies tools that are soon obsolete and plans for their replacement / update
Data Management & Reporting Support
Extracts and identifies key data from the Planning and Control Applications and collaborates with the Financial Data Analyst to develop and maintain up‑to‑date reports (mostly in Power BI)
User Support, Training & Documentation
Makes sure that timely support is given to the users and their supervisors
Supports the business owners to make sure that the tools are used properly
Ensures the production, update and dissemination of user guidelines, drafting them when necessary and maintaining updated versions on sharing platforms
Gives technical support to the Learning & Development Unit and the Finance Applications Regional Officers Team on the development of trainings and e‑learnings linked with the use of the tools
Development Coordination & Technical Follow‑up
Coordinates the work of external developers and suppliers to ensure that issues are resolved timely and that new developments respond to requirements; supervises their cost and ensures it remains within budget
Collaborates with internal MSF technicians (Kobo support technician, Data Engineers, Developers) to ensure that internal developments are completed in line with requirements
In collaboration with the IT department, evaluates if developments can be done internally or must be outsourced
Reports bugs and issues, creates and manages tickets, and follows up with internal or external developers until resolution
Coordinates and organises the tests to verify that developments respond to user needs.
Cross‑Functional Support & Representation
Within the scope of the role, may be requested to provide on‑site support in MSF countries of interventions (at least once a year).
In case of need, provides (backup) support on any other applications supported by the FASU.
Represents the Finance Applications Support Unit in intersectional discussions regarding the Planning and Control Applications
