Profil

  • You have at least 5 years professional experience in implementation of protection projects
  • You master international standards, guidelines and legal frameworks related to General Protection, Gender-Based Violence (GBV), and Child Protection (CP)
  • You have a proven experience in building capacities, including training and mentoring and supervising staff directly and remotely.
  • You are experimented in representation and networking
  • You have a previous experience working in a conflict or post conflict zone and have In-depth knowledge of emergency response approaches
  • You are flexible and resilient to stress and uncertainty

JOB CONTEXT:
Since October 2023, Gaza has been plunged into an unprecedented humanitarian catastrophe marked by mass destruction, displacement, and loss of life. By mid-May 2025, over 52,000 people had been killed and nearly 120,000 injured, while 90% of the population—2.1 million people—had been displaced multiple times. The health system is on the verge of collapse, humanitarian access remains extremely limited, and the entire population faces crisis or worse levels of food insecurity, with nearly half a million people at risk of famine. Attacks on hospitals, schools, and shelters continue, while widespread explosive ordnance contamination endangers civilians and obstructs humanitarian operations. Approximately 25% of the injured—around 22,500 people—require immediate and long-term rehabilitation, including thousands of children who have suffered life-changing injuries, with Gaza now home to the largest group of child amputees in modern history.

HI Palestine program Coordination is split between Jerusalem and Amman, with a West Bank area office located in Ramallah and a Gaza area office in Zuwayda. In Gaza, HI operates three offices: one in the central area (Zuwayda), one in the north (Gaza City), and one in the south (Khan Younis). The mission's operational strategy relies on 4 pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA. The total budget for 2025 is expected to range between 8 and 12 million EUR.

Between 2023 and 2025, HI Palestine underwent rapid and large-scale expansion. The mission grew from appr. 80 staff and volunteers in Oct. 2023 to 159 staffs and 230 community-based agents by early 2025. Now, there are 106 national staff in Gaza.

YOUR MISSION:

Under the responsibility of the Technical Head of Programme and the technical supervision of Global Protection Specialists, you contribute to the implementation of the strategy of Humanity & Inclusion in Palestine. You ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. You contribute to the sound management and successful functioning of the overall organisation through paradigm shifts. You effectively coordinate with global specialists to ensure that the Palestine Protection program adheres to HI’s global sectoral quality standards and contributes to global strategies and approaches.

In the context of a rapidly expanding humanitarian response in Palestine and a sharp increase in population vulnerabilities and exposure to protection threats, the programme is scaling up its protection efforts including through protection integrated programming across all sectors. The establishment of a dedicated Protection Specialist position has become essential to ensure quality, accountability, and adherence to key protection standards. The protection Specialist will play a critical role in setting the foundations for robust protection practices, including strengthening staff capacities on core protection concepts, and safeguarding the confidentiality and safety of sensitive data. As the context is changing in Gaza due to the recent ceasefire, opportunities to conduct protection programmes must be assessed in the coming year. The protection specialist will lead on this exercise as well.

The first priorities of the Protection Specialist will be to:

  • Conduct an assessment of current protection practices across all programme components, identifying gaps, risks, and opportunities for improvement, and providing clear, actionable recommendations.
  • Develop and oversee the implementation of a Protection action plan, ensuring systematic follow-up, progress monitoring, and regular adjustments in line with emerging needs and contextual changes.
  • Harmonize protection tools and procedures, including referral pathways, data-protection protocols, and field guidance, to ensure consistency, quality, and compliance with protection standards.
  • Design and deliver training for all staff (technical, ops, support) on core protection concepts, protection mainstreaming, safe identification and referral, confidentiality, and do-no-harm principles.
  • Strengthen internal and external referral systems, ensuring clear roles, safe and ethical processes, and effective follow-up mechanisms for people at risk.

Your responsibilities will be:

1: Expertise

Contribute to the country strategy on Protection (including Child Protection and Gender Based Violence) in line with the global strategies. Ensure technical support to projects in line with the global technical frameworks and standards in Protection (including CP and GBV). Control & monitor the technical quality and the relevance of HI’s activities in the Programmes in Protection (including CP and GBV). Ensure compliance of Protection technical propositions with nexus stakes

2: Influence

Contribute to the local external prestige and influence of HI’s expertise in Protection (including CP and GBV).

3: Business development.

Ensure the development of major opportunities or new projects in the region in Protection (including CP and GBV)

4: Management

Ensure Technical supervision of protection Technical Officers: Social Workers and Referral Officers (new position in the West Bank and existing in Gaza).

5: Emergency preparedness and response responsibilities

Contribute to the support or implementation of emergency preparedness actions of the programme(s) and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response.

CHARACTERISTICS OF THE POSITION:

Amman: Security is stable in Amman and in most parts of Jordan

Gaza Strip: In the current crisis, the entire population is at risk due to frequent airstrikes and ground offensives. HI has set up two separate GH premises with the capacity to accommodate international staff and has implemented the necessary security systems to support their presence. The context remains volatile and may either improve or deteriorate in the coming weeks or months. The selected candidate will receive a thorough briefing on the context and security systems before deployment to Gaza.

West Bank: The situation remains volatile and unpredictable, with frequent clashes between Israeli forces and Palestinians, particularly during military raids in refugee camps and urban areas. Settler violence against Palestinian communities has intensified. Movement restrictions, checkpoints, and closures continue to impact civilian life and humanitarian access.

Due to the current difficulties in obtaining an authorization to enter Gaza, it is possible that the selected candidates will have to carry out part or all of their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization.”

  • Per diem: 642 € net per month in Jordan / 821€ net per month in Palestine paid in the field
  • Hardship: None in Jordan / 500 € net per month in Gaza, Ramallah / 250 € net per month for Jerusalem.
  • Paid leaves: 25 days per year.
  • R&R: according to the level of the mission:  1 day per month for Jordan / Specific modalities for Gaza according to the duration of your stay in Gaza.
  • Position: Unaccompanied
  • Housing: collective taken in charge by HI.
