JOB CONTEXT : Myanmar-Thailand program was created in 2016 with the merge of 2 already existing missions. Setting up cross border initiatives and integrate the coming return of refugees from Thailand to Myanmar is at the heart of the regional strategy. In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine/ERW victims. HI currently implements activities in 9 camps of Burmese refugees on the Thailand/Myanmar border. HI's first activities in Myanmar were in the frame of the Cyclone Nargis's response, from Oct 2008 to Dec 2009. Following the ratification of the CRPD by the Myanmar authorities, HI decided to reopen a mission in Myanmar in 2014 and signed a Memorandum of Understanding with the Ministry of Social Welfare in September 2015. In 2017, also a MOU with the Ministry of Health and Sport was signed. HI opened an office in Myitkyina (Kachin) in November 2017. Kachin State, in the northern part of Myanmar between China and India, has been affected by a conflict between the Kachin Independence Army (KIA) and the Myanmar Army (MMA) since early 1960’s, in the aftermath of Myanmar independence. A 17 year cease fire ended in 2011 with revived disputes and hostilities, triggering a massive internal displacement of more than 90.000 people to 120 IDP camps. While the latter are still displaced, new displacements regularly occur. In Myitkyina, HI is delivering assistance to improve living conditions of persons with disabilities affected by displacements and conflicts. 2 projects are under implementation in a total of 10 IDPs camps and 4 host communities in Myitkyina & Waingmaw Townships, aiming at improving the services and the humanitarian assistance to persons with disabilities through improved data collection and identification, improved inclusion of services delivered by humanitarian organizations, direct delivery of services to cover basic and specific needs of persons with disabilities and capacity building of partners. HI is working in Kachin with implementing partners. YOUR MISSION: Under the management of the Regional Program Director based in Yangoon, you are in charge of the coordination of the area and supervision of teams to ensure the quality of the projects implemented in the region. Security, context and needs analysis, strategical development of HI, management of 3 partnerships contract and monitoring of remote activities implemented by partner are also key stakes to be addressed by the field coordinator. You work in close collaboration with the Senior Manager’s Team composed of the Regional Director, the Thailand Country Manager, the 3 coordinators of the operations, the Regional Support Service Coordinator and the Program Development and Quality Coordinator. You manage the national team 1 Site Administrator, 1 Project Manager, 2 Deputy PM and 2 Physiotherapists (to be recruited in February 2019). In this framework, your main responsibilities are: • To coordinate and implement projects • To ensure the coordination and application of processes/supporting documents • To manage the base’s project and support teams • Manage the security of HI personnel in the area under your responsibility • To represent HI at the local level CHARACTERISTICS OF THE POSITION : The security situation in Myitkyina is stable and there are no major threats for foreigners living there but Kachin has been under continued armed conflict since 2011 therefore the security situation remains volatile. Expatriates are not authorized to travel outside of Myitkyina. There are several daily flights from Yangon to Myitkyina. In Myitkyina, foreigners can circulate with taxis, bicycles or by foot. There is a foreigner community in Myitkyina with many INGOs working there. Humanity & Inclusion (HI) is recruiting an operations coordinator for his program in Myanmar to improve inclusion of people with disability and other vulnerable groups in the whole Myanmar society, through the effective management and coordination of projects focused on inclusive Disaster Risk Reduction/Hospital Emergency Preparedness, Mainstreaming Disability, Livelihood, Support to Civil Society and Access to Services in situations of protracted crisis.

In this framework, your main duties are:
• Manage the implementation of the projects portfolio
• Supervise the projects’ budgets management
• Manage the project teams
• Ensure Representation of Humanity & Inclusion
• Support HI’s Myanmar Thailand Strategy and Program implementation

The position is based in Yangon with frequent trips to Kachi; 15 months contract starting in May 2018.

CONTEXT
L'Institut Européen de Coopération et de Développement (IECD) is a French development organization operating in the field of international solidarity. With its partners, it constructs environments that allow every person to reveal their talents, build a better future, and become a responsible actor in his/her country. Today, IECD and its local partners implement several programs for professional integration support, access to education, support to small enterprises and health care projects.
IECD is active in 14 countries, in Middle East, Africa, South East Asia and Madagascar.
In the countries where IECD operates, a large proportion of the population does not have access – or very little – to education. It is particularly the case for women, but also for some ethnic minorities. Being poorly qualified, sometimes illiterate and socially marginalized, these individuals are often confined in the most precarious jobs.
In the countries where tourism is expanding, IECD thus chose to focus particularly on developing hospitality & catering training solutions for the underprivileged.
IECD studied the feasibility of launching vocational training projects in hospitality & catering in Myanmar since 2014.
As the first activities are planned for autumn 2016, IECD is looking for a volunteer to support the launch of operations.

MISSION
Under the direct supervision of IECD Country Representative in Myanmar, the volunteer will have the following main objectives:
1. Realize a study on “How to launch a Social Business in the H&C Sector in Myanmar?”
 Documentary review/research
 Understand ecosystem - meet key actors
 Analyze trends and set-ups (legal framework, partnerships…)
 Write report, ready to be published
2. Realize a feasibility study / business plan for the launch of a social coffee-shop/restaurant
 Conduct market research
 Define offer
 Estimate revenues and cost structure
 Define value proposition
3. Realize a feasibility study/ business plan for the launch of a “Bakery and/or Pastry” product range
 Conduct market research
 Define offer
 Estimate revenues and cost structure
 Define value proposition

CONDITIONS
Status: Volunteer (no indemnity)
Dates: As soon as possible, for minimum 3 months
Location: Yangon (office in Kyankhinsu Quarter, near to the Airport)

Context of the program in Myanmar

The programme Myanmar/Thailand is a regional programme with projects implemented in Myanmar (Ayeryawaddy, Kayin and Mandalay States) and in Thailand (in the 9 refugees camps located at the border between Myanmar and Thailand). HI Thailand program merged with the Myanmar program on the 1st of January 2016.

In Myanmar, activities are implemented around three areas: Inclusive DRR, Disability & support to Disabled people organizations and Victim Assistance. The program intends to reinforce and further develop the livelihood components within these activities.
In Thailand, activities are implemented in the 9 Burmese refugee camps in the 4 Myanmar-Thai border provinces (Tak, Mae Hong Son, Ratchaburi and Kanchanaburi) and are: Social Disability Inclusion, Rehabilitation and Risk Education.

The main regional program coordination office is located in Yangon (Myanmar). The Thailand site office is located in Mae Sot.

DESCRIPTION :

The current HI’s strategy requires recruiting a person with a strong ability to strengthen partnerships and design projects and support the access to technical resources in the areas of intervention of HI in Myanmar as well as in Thailand.

Under the supervision of the Regional Programme Director, you will be initially mainly dedicated to projects design in close cooperation with HI’s CSO partners with whom HI has recently passed general partnership agreements in particular in Myanmar. In parallel, you will be responsible for ensuring project managers access the technical support enabling high quality in our interventions.

In addition, your position has a direct functional link with the Technical Resources Division in HI Headquarters. This is in order to ensure the development of HI policies, positions and approaches in the field in accordance with HI Global Strategy and mandate as well as contributing to documentation and lessons learned process at the HI international level.

As a Regional Programme Development and Quality Coordinator, you will also be in charge of developing ToRs for consultancies and subsequently of managing the consultants in the achievement of the set objectives.

Your key responsibilities are:
• To lead & support on conception, design and writing of new project proposals in the frame of the programme strategy and in particular in the livelihood sector.
• To provide to programme teams appropriate and timely technical support when and where required for projects implementation in order to guarantee high level of quality.
• To supervise communication activities (internal and external purpose) and ensure documentation of experiences, as well as to promote information exchange and learning from experiences at all levels (country, regional and global).
• To manage functional links with the desk and HI HQ Technical Resources Division, ensuring the most appropriate use of HI technical resources.
• To coordinate linkages and representations with other organisations such as NGOs, UN agencies and Government organisations to increase the quality and quantity of services and to ensure a sustainable projects strategy, in link with the Regional Programme Director..
• To ensure identification of opportunities and support HI program for awareness, lobbying and advocacy related activities on disability issues in Myanmar and in Thailand.

SPECIFICS :

The position is based in Rangoon (Myanmar) but due to the geographic scope of the programme, many movements have to be planned for this position. At least 25% of the work time.
As the position is a short term - at interim position - it is a non-accompanied position.

Thailand:
Living conditions in Thailand are fairly good. No specific problem of security. The higher life-threatening risk however remains road safety.

Myanmar:
The areas ‘restrictions for INGOS have been reduced in Myanmar in the last months.
However, traveling in some areas still requests specific travel’s authorizations.
