Profil

Minimum Qualifications of the Global Policy and Outreach Manager:

  • Bachelor’s degree in Political Science, Europe studies, Peace and Conflict, International Affairs or a relevant field.
  • Minimum 9 years’ experience primarily in a policy, outreach or advocacy role.
  • Minimum 4 years experience managing a team.
  • Full professional proficiency in writing and editing skills in French and English is an absolute requirement for this position (C2 level).
 
Preferred Qualifications:
  • Prior work experience with the EU and Belgium is a strong asset.
  • Prior work experience with Germany, the Netherlands, the UK, or France is also a strong plus
  • Prior experience working with the development and/or peacebuilding sector is a strong advantage. 
  • Experience working at a non-profit or cause-oriented organization is a strong plus.
  • Knowledge of German, Dutch or other languages is a strong advantage. 

Description

Responsibilities of the Global Policy and Outreach Manager:
  • Deploys time and resources in line with overall organizational strategy.
  • Manages personnel and budgets.
  • Coordinates across all of the team’s policy strategies and campaigns, ensuring that all strategies are developed, implemented, and integrated.
  • Manages the funding pipeline for policy and outreach work and leads relevant fundraising efforts.
  • Drives team knowledge and information management and sharing.
Contributions of the Global Policy and Outreach Manager:
  • Manages all aspects of budgets relating to policy funding, including forecasting.
  • Leads recruitment and management of the Global Policy and Outreach staff, with an emphasis on horizontal and vertical capacity strengthening and collaboration.
  • Regularly provides training and mentoring to the Global Policy and Outreach staff and interns.
  • Oversees implementation of policy grants, including working with the Global Programme Team, Communications and other Global Policy and Outreach staff to develop work plans for policy content production and ensure timeline of delivery.
  • Leads knowledge management for the team.
  • Leads the team’s collaboration with headquarters-based and service teams, including regular cross-unit learning and collaborative reflection opportunities.
  • May have a matrixed role with other Search teams.
  • Responds to questions and program-relevant requests in a timely and customer-service oriented fashion.
  • Supports the development and execution of organizational initiatives and strategies, including participating in voluntary committees and discussions.
  • Other duties that are broadly in line with the above key contributions as assigned.

About Search for Common Ground
Search for Common Ground is an international non profit organization with operations in 30 conflict-affected countries across the globe, and headquarters in the USA and in Belgium. The Belgian entity is an international AISBL with 30 staff based in our Brussels office and 1000 colleagues across the globe, working to prevent violence and support lasting peace. As per our 2018-2028 strategy, Search for Common Ground is currently in its expansion phase and is looking at increasingly influencing policy-makers in Belgium, Europe and across the world to make peacebuilding a credible option for all. Search engages policymakers, peacebuilding actors, private sector and development actors to support peacebuilding and conflict-sensitive approaches through evidence-based policy advocacy, capacity building, awareness-raising activities and media work.

The Global Policy and Outreach Manager reports to the Executive Director of the AISBL, and is conceptually part of the global Policy and Outreach team of the Search for Common Ground family. This team is spread across the globe, and headed by the Vice-President of Global Affairs and Partnerships based in Washington, DC. The Global Policy and Outreach Manager collaborates closely with the Programme Development and the Communications teams and collaborates regularly with programmes and policy teams based across the globe.
 
Team Summary
The Global Policy and Outreach team focuses on building the policy case for the peacebuilding field. It does this by working collaboratively with Search's teams and partners around the world and leveraging their analysis, data, and expertise to inform the policies of emerging and established actors relevant to Search’s work. It provides operational and locally-rooted policy analysis and recommendations that encourage policymakers to support and use peacebuilding more by advocating for more supportive institutional norms and structures, more and healthier funding to implementers, and more policies that encourage peacebuilding. The Global Policy and Outreach team supports a wide range of Search staff and partners, including field-based colleagues, technical experts, organizational leadership, and more. Its functions include developing and executing global policy and outreach campaigns and strategies, external representation, producing written content, maintaining relationships with allies and policymakers, and monitoring policy and outreach results.
 
 
Working Conditions and Physical Requirements
  • Usual office environment conditions (current policy: requirement of min. 2 days/ week office presence in our Brussels office)
  • Ability to travel internationally approx. 10-15%.
 Supervisory and Budget Responsibility
  • May supervise one or more staff members and interns (currently supervises 5 staff)
  • Reports to the Executive Director. 
Salary Range and Contract Duration 
  • The salary range for this position would be between 4.440 and 5.000 EUR gross per month, based on relevant years of experience, with standard benefits (22 days of annual leave, end-of-year office closure, double vacation pay, meal vouchers, life insurance, hospitalisation insurance, transport allocation).
  • This position is an open-ended contract
Foreseen Start Date 
As soon as possible, no later than 1 April 2023
